On recommendation of the Assam Public Service Commission , Khanapara , Guwahati - 22 vide their letter No.105PSC / PS - 15 / 2017-2018 dated 8th May 2018 , the Governor of Assam is pleased to appoint Shri Pranjul Kashyap temporarily and until further order as Lecturer in Film & Video Editing Department in the Dr. Bhupen Hazarika Regional Government Film & Television Institute under the Cultural Affairs Department , Assam in the scale of Pay Rs.30,000/- 1,10,000/- ( Pay Band-4) and Grade Pay Rs.12,700/- plus other allowances as admissible as per the Rules of the Govt . ofAssam .
The appointment is purely temporary and may be terminated at any time without notice and without assigning any reason thereof.
The appointee joining the State Government on or after 1st February, 2005 shall not be governed by the existing Assam Services ( Pension ) Rules , 1969 and orders issued there under from time to time . Order :
After careful consideration/ examination of the findings of the Enquiry Report and relevant documents , it reveals that the charges are partially proved . Shri Muklesh Ali , the then Divisional Forest Officer , Goalpara Division , Goalpara withdrew money from his current account to the tune of Rs . 3.00 lakh in two installments on 04.06.2011 ( Rs . 1.00 lakh ) and on 21.06.2011 ( Rs . 2.00 lakh ) without obtaining expenditure approval and kept the cash with himself and ultimately deposited back this money into current account on 14.01.2012 i.e after 6 months . Thus , this unauthorized drawal and keeping of cash for 6 months in personal custody amounts to temporary misappropriation. The Governor of Assam is therefore pleased to inflict punishment of withholding of 2 ( two ) increments with cumulative effect on Shri Muklesh Ali , the then Divisional Forest Officer , Goalpara Division , Goalpara and presently Forest Utilization Officer under Rule- 7 ( ii ) of the Assam Service ( Discipline & Appeal ) Rule , 1964.
