No. HMA. 810/2015 / 112. -Whereas a Departmental Proceeding was drawn up against Shri Kanteswar Gogoi , APS , the then Officer- in- Charge , of Noonmati P.S. now ACP , VIP ( Security) , Guwahati vide letter No. HMA 810/2015/32 dated 18/11/2016 for lack of supervision and gross misconduct on his part , and ;
Whereas , Shri Kanteswar Gogoi , APS , submitted his written statement in defence vide his letter dated 03/01/2017 and denied charges for lack of supervision and gross misconduct , and;
Whereas , having not been satisfied with the written statement in defence submitted by Shri Kanteswar Gogoi , APS , and after careful consideration of all aspects , the Govt . decided to enquire into the allegations and therefore appointed Shri Ankur Jain , IPS, the then Commandant , 4th APBn , Kahilipara now Superintendent of Police , Hojai as Inquiry Officer to enquire into the charges framed against Shri Kanteswar Gogoi , APS vide Notification No.HMA.810/ 2015 / 38 dated 20/02/2017 , and ;
Whereas , the Inquiry Officer after causing an enquiry into the charges submitted his report to the Disciplinary Authority vide No. CB / HJI / 2018 / 355 dated 26/03/2018 , wherein the Inquiry Officer concluded that the charges of lack of supervision and gross misconduct on the part of the delinquent officer are not proved.
Now, therefore , the Governor of Assam is pleased to direct that Shri Kanteswar Gogoi , APS , be exonerated from the charges leveled against him and the Departmental Proceeding drawn up against him be dropped.
The Governor of Assam is therefore pleased to drop the Departmental Proceeding drawn against Shri Kanteswar Gogoi , APS , the then Officer- in- Charge , of Noonmati P.S. now ACP, VIP ( Security ) , Guwahati and the departmental proceeding is thus finally disposed off.

SUBJECT : - Timely publication of Government Notifications and other important matters in the weekly Official Gazette .
I am directed to say that it has come to the notice of Government that important notification having bearing on statutes and matters of immediate public interest are sometimes published in the Official Gazette on date much later than prescribed . Government have decided , therefore , to introduce the following system with immediate effect , which must be strictly adhered to in sending notice to the Assam Government Press for publication in the official Gazette .
1. In the first instance , it has to be noted that the printing of the weekly Gazette must be completed by the end of every Tuesday so that it may be duly published on every Wednesday .

Every notification and every other matter which is required to be printed and published in a particular issue of the Official Gazette must , therefore , reach the Deputy Director, Assam Government Press on the Monday of the week preceding the week in which it is required to be published. If this is not done it is infrictuous requesting the Deputy Director, Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Deputy Director.
3. Wherever it is necessary to print and publish a notification on a specified date ( excluding such Notification or communicate as are to be published in Gazette extraordinary ) clear instruction of that effect must be given to the Deputy Director, Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering .
4. To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application .
5. As for publication of any matters in a Gazette , Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue .

Journal /historical and antiquarian subjects . The premises of the Samiti , situated on the southern bank of the Dighali Tank , Gauhati , remains open from 2 p . m. to 5 p . m . on all days except Monday and Gazetted and local holidays or which it remains closed .

The Library is entirely closed on the Republic Day, Independence Day and Mahatma Gandhi's birth day on the 26th January , 15th August and 2nd October every year respectively.
