No. FSA.30/2016 /44 . On recommendation of the Assam Public Service Commission and subject to discharge without notice and without assigning any reason thereof, the following persons are appointed temporarily as Inspector of Legal Metrology in the scale of pay of Rs . 22,000-87,000 /- P.M. with Grade Pay of Rs . 9100/ - plus other allowances as admissible under the provision of Rules in force and posted in the places indicated against each with effect from the date of taking over charge .
The appointees shall have to complete the Basic Training Course at the Indian Institute of Legal Metrology, Ranchi as per provision of Sub - Rule (3 ) of the Rule 20 of the Assam Standards of Weights and Measures (Enforcement ) Rules , 1994 before they are considered for confirmation to the post of Inspector of Legal Metrology .
In pursuance of Finance ( Budget ) Department's letter No. BW.3 / 2003/Pt . - II/ 1 dated 25th January , 2005 , the services of the appointees will be subject to the New Pension Rules of the State Government and the appointees shall have to furnish an undertaking along with the joining report.

So far as the pension and retirement benefits are concerned they will be governed by a new set ofpension rules which are being formulated in line with the Contributory Pension Scheme announced by the Government of India recently.
She should join in her new place of posting within 15 ( fifteen) days from the date of receipt of the Notification .

Whereas , the NHIDCL in response has already complied with all conditions as laid down in the letter dated 18th September 2018 .
Now therefore , with a view to expedite the assumption of the construction process so as to eliminate the immense hardship faced by the user of the roads , the Governor of Assam is pleased to authorize the Divisional Forest Officer , Sonitpur West Division , Tezpur , for cutting the trees falling within the proposed diversion area and allow the National Highway and Infrastructure Development Corporation Limited ( NHIDCL) to commence their work in the forest area for a period of one ( 1 ) year , subject to the fulfillment of the following conditions ,
1 ) An agreement shall have to be executed by the user agency i.e. NHINCL with the Divisional Forest Officer , Sonitpur West Division ,Tezpur that they shall abide and comply all the condition stipulated in the In - Principle Approval granted by Govt . of India . All the conditions laid down for grant of the In -Principle Approval should be incorporated in the agreement and any violation of the conditions and Rules of Forest Conservation Act , 1980, during the pendency of the working permission , the order allowing the commencement of work are liable to be cancelled.
2) However , on grant of Final Approval by Govt . of India a separate / additional agreement shall have to be executed by the Divisional Forest Officer , Sonitpur West Division ,Tezpur with user agency as was being done earlier .
3) The Divisional Forest Officer , Sonitpur West Division ,Tezpur shall take requisite measures to carry out felling of trees departmentally , as expeditiously as possible , in the forest land for which In - Principle Approval has been granted as per law as per the proposal approved by Govt. of India, MoEF & CC . The felling of trees on the said forest land shall be carried out departmentally , in view of the Supreme Court's order 12.12.1996 , in respect of logging in forest area , in writ petition No. 202/1995 .
4) The Divisional Forest Officer , Sonitpur West Division , Tezpur , shall monitor the marking and felling of trees and tree felling should be restricted to the minimum .
