No. HMA.399 / 2017/46.- Whereas a Departmental Proceeding was drawn up against Shri Biswanath Goswami , APS (U/ S ) , the then Dy . SP, CM's Special Vigilance Cell , Assam vide letter No. HMA.399/2017/ 21 dated 30/10/2017 on the charges of gross negligence and dereliction of duty , and;
Whereas , Shri Biswanath Goswami , APS (U/S) submitted his written statement in defence vide his letter dtd. 26/12/2017 wherein he denied the charges framed against him , and ;
Whereas having not been satisfied with the written statement in defence submitted by Shri Biswanath Goswami , APS (U/S) and after careful consideration of all aspects , the Govt . decided to enquire into the allegations and therefore appointed Shri Y. T. Gyatso , IPS , Commandant , 10th APBn , Kahilipara as an Inquiry Officer to enquire into the charges framed against Shri Biswanath Goswami , APS (U/S) vide Notification No. HMA 399/2017/33 dtd.01/02/2018 , and;
Whereas, the Inquiry Officer after causing an enquiry into the charges submitted his report to the Disciplinary Authority vide Memo No. Bn.10/ C/DP/ 2018 /267 dtd.15/ 06/ 2018 , wherein the Inquiry Officer concluded that a general lack of interest in communicating with the then ADGP, CM's( SVC) , Assam and seeking guidelines is found apparent. However, the charges of gross negligence and dereliction of duty remain disproved against Shri Biswanath Goswami , APS ( U/ S ) , and;
Now therefore, after careful examination of the report of the Inquiry Officer and materials on records and also in consideration of the facts and circumstances of the case and lapses committed by Shri Biswanath Goswami , APS (U /S) , the Governor of Assam is pleased to decides that the infliction of minor penalty of " Censure " will meet the end ofjustice .
The Governor of Assam is therefore pleased to " Censure" Shri Biswanath Goswami , APS , (U/S ) , the then Dy . SP , CM's Special Vigilance Cell , Assam and now under suspension . He is censured to be very prompt , proactive in investigation and will also to remain alert in future . The Departmental Proceedings drawn against him are thus finally disposed off.
The period of suspension with effect from 14/04/2017 to 06/07/2018 in respect of Shri Biswanath Goswami , APS (U/ S) may be treated as on duty for pensionery benefits only and his remuneration during the period of suspension will be limited to the subsistence allowances due /drawn by him .

(RC) 115/2008 /Pt/ 172.- In exercise of the power conferred by clause (b) of the Sub- Section ( 1) of Section 5 of the Minimum Wages Act , 1948 read with clause ( a) of Sub - section ( 1 ) of Section 3 of the said Act (Act No. XI of 1948 ), the Governor of Assam after consulting with Minimum WagesAdvisory Board in respect of " Small Tea Growers " as per proviso laid down under Section 5 (2) of theAct is pleased to make the following Draft Proposal for revising the minimum rates ofwages for the workers engaged in Small Tea Garden in Assam proposal is hereby published for information of all persons likelyto be affected hereby. All objection/ suggestion filed in this regard should be addressed to the Secretary to the Govt . ofAssam , Labour Welfare Department, Dispur, Guwahati- 6 within a period of two months (60 days) from thedate of publication of this Draft Proposal . Any objection/ suggestion filed in this regard will beplaced before the State Minimum Wages Advisory Board constitute for the purpose vide Notification No.GLR ( RC ) 115/ 2008 /Pt/ 108 , dated Dispur , 19th September, 2016 for consideration on expiry of two months(sixty days) period in terms ofprovision contained in Section 5 of the Minimum Wages Act, 1948 as amended upto date .

NOTIFICATION
No.3PSC/E - 4 /2018-19 . It is hereby notified for information to all concerned Officers that the next Half Yealry Departmental Examination will be conducted by the Commission at Guwahati/ Jorhat / Silchar & Shillong . The Dates , Venues and Programme of the examination will be notified later on.
As per Govt. letter communicated vide Memo No. HMA.46 /2010/ 235 -A, dated 13th October/2011 , Officers in the rank of Inspector of Police are not permitted to appear in the Half Yearly Departmental Examination conducted by the Commission for IAS / IPS/ ACS/ APS etc. Officers till they are promoted to APS Junior Grade .
Non -Gazetted Police Officers will appear at the examination to be held at the Headquarter of the District in which they are serving under supervision of a separate local Examination Board in each District, which shall be conducted simultaneously with the examination on Police Law and Languages of the Half Yearly Departmental Examination.
The Officers who intend to appear at the Examination to be conducted by the Commission should download the Prescribed Form . viz : " Application Form for Half Yearly Departmental Examination 2018 " from the Commission's website www.apsc.nic.in and submit the filled in Application Form to the Secretary . Assam Public Service Commission, Jawaharnagar . Khanapara , Guwahati - 22 through Deputy Commissioners , SDOs with intimation to the Govt . in the Personnel ( A) Deptt . in case of IAS & ACS Officers and through their District/Sub- Divisional Heads under intimation to their Administrative Deptt. in case of Officers of other Deptts . as laid down in Govt . Circular No. AAP.196 /62 / 221 , dated 29/07/1963 . Applications not routed through proper channel shall not be entertained.
THE LAST DATE FOR RECEIPT OF THE APPLICATION IN THE COMMISSION'S OFFICE IS 20/08/2018 .
APPLICATIONS RECEIVED AFTER THE LAST DATE AS FIXED ABOVE WILL NOT BE ENTERTAINED BY THE COMMISSION AND IN NO CASE FRESH APPLICATION WILL BE ENTERTAINED IN THE EXAMINATION CENTRE .
