Sivasthan , PS-Uluoni , District -Nagaon is appointed as OSD in the Office of the Minister of State , Revenue and DMetc , Assam with effect from 27th April, 2018 with the following terms and consitions .

2) The post will be period of 3 years or co - terminus with Shri Bhabesh Kalita , the Hon'ble Minister of State , Revenue and DM etc , Assam with effect from 27th April , 2018 .
3) The post will carry a fixed pay of Rs.55,000/ - ( fixed) only per month with an annual enhancement of 3 %.
4) The Officer would not discharge any executive functions through files in the Department/ Government .

MANDATE OF THE TASK FORCE
1. The Task Force will arrange and prepare action calendar plan , for updating and printing the existing Gazetteers and also writing of new Gazetteers for newly created districts .
2. TheTask Force will set up District Level Gazetteer Committees for updating, writing and printing ofthe Gazetteer. One Committee may be given responsibility for more than one district.
3. Task Force may engage professionals , experts , academicians and involved institutes ofnational repute in updating, writing and printing of the District Gazetteers .
4. Task Force will be responsible for compiling , collecting , editing and approving the Gazetteer prepared by different District Level Gazetteer Committees .

5. The Task Force will also provide the data , relevant information , documents etc. to felicitate the District Level Committees to perform their given responsibilities .

7. The Task Force will also consider to develop and design the District Gazetteers in multimedia format which may include photographs , video and other interactive digital contents.
8. Aseparate portal of District Gazetteers may be designed and experts drawn from different fields of life may be invited for updation of the Gazetteers on regular basis .
9. The Task Force may arrange seminars , workshops and awareness programs and also to digitize the oldGazetteers , which should thereafter be put up in the public domain.
10. People at large may be invited to provide contents like photographs , video clipping , old monuments , write up essay etc to enriched the content . A permanent committee may be set up to approve the content before incorporating in the Gazetteers .
11 . District Gazetteers may be developed like encyclopedia of district concerned with cross references.

2. In case there are Officers who have completed 16 years or more of qualifying service but their review was not carried out as the rule has been amended recently. Therefore , a review is required to be carried out by the State Governments in respect of the officers who have completed qualifying service of 16-23 years and recommendations ofthe respective State Governments may be sent to the Central Government for further necessary action.

iii) If NDDB /NCDC recommends margin contribution by state government on behalf of eligible end borrowers who do not possess adequate capacity to contribute towards the margin , SPSRC shall ensure issuance of commitment letter from state government for offering necessary grant components to cover the eligible end borrower's contribution .
iv) SPSRC shall facilitate the statutory clearance from state government , ifany.
v) SPSRC shall ensure that there is no duplication of activities , efforts and resources .
vi) SPSRC will review the progress of the DIDF supported projects at the state level monitor as well as review repayment of loans , etc. taken by eligible end borrowers in a timely manner. Necessary guidance and directions shall also be issued by CPSC from time to time in this regard .
vii ) SPSRC shall ensure that sufficient budgetary allocation is made under the State Plan Budget annually and at the time of formulation of sub -project proposals , in order to meet margin contribution and exigencies in case of default by eligible borrower for repayment of outstanding loan amount to NDDB / NCDC.
This order comes into force with immediate effect .

Senior officers from Government of India, including Chairman of various commodity boards , based on their availability, may also attend this meeting when invited by the State Government .

No. ΗΜΑ . 108/2012/90 . - Whereas , a Departmental Proceeding was drawn up against Shri Pabitra Barman , APS , (U/ S ) ( Retd) who was earlier serving as Deputy Superintendent of Police (Border), Silchar vide No. HMA 108/2012/29 dated 7th July, 2012 , on the charges of un - authorised absence from duty for a long period which is tantamount to gross negligence of duties , dereliction of duty and insubordination, and;
Whereas Shri Pabitra Barman , APS ( U/S ) ( Retd) submitted his written statement in defence vide his letter dated 17th March , 2016 and denied the charges framed against him and;
Whereas having not been satisfied with the written statement in defence submitted by Shri Pabitra Barman , APS ( U/S ) ( Retd ) and after careful consideration of all aspects , the Govt . decided to enquire into the allegations and therefore appointed Shri P. R. Kar , APS as Inquiry Officer to enquire into the charges framed against Shri Pabitra Barman , APS ( U/ S) ( Retd) vide Notification No. HMA.108/ 2012/ 59 dated 11th July, 2016, and;
Whereas the Inquiry Officer after causing an enquiry into the charges submitted his report to the Disciplinary Authority vide letter Memo . No. K/R/ DP/ 2017 / 475 dated 17th January, 2017 , wherein the InquiryOfficer concluded that considering all aspects of the enquiry and merit of evidence on record it findings preponderance of probability that the charges against the Delinquent Officer is proved. Therefore , Shri Pabitra Barman , APS ( U/ S ) (Retd ) is punished as deemed to have retired from service with effect from the date he handed over charge as Dy. SP ( Border ) , Cachar , Silchar to his successor on 1st July, 2009 and the period of his absence from duty will not be counted towards pensionery benefits .
The Governor ofAssam is therefore pleased to drop the Departmental Proceeding drawn against Shri Pabitra Barman , APS (U /S ) now retired and the departmental proceeding is thus finally disposed off andthe period of unauthorized absence with effect from 1st July, 2009 to 26th February , 2012 suspension period with effect from 27th February , 2012 to 31st January, 2014 i.e. date of retirement will not be treated as on duty.

Whereas , Show-cause notice was issued under Rule (9 ) ofAssam service (Discipline and Appeal ) Rules 1964 read with Article 311 ofthe Constitution of India vide letter No. RLR.97 /2016/Pt - II/42 dated 14th September, 2018.
Whereas, the Delinquent Officer submitted replies to the Show - cause notice on 18th September , 2018 inter - alia stating there that he was not in - charge of Digarkhal Check Point rather he was to co- ordinate with all Officers of Police , Transport and Taxation Department posted at Digarkhal Check Point in the capacity as Executive Magistrate as per the Order of the Deputy Commissioner , Cachar communicates vide letter No.CMJ.82/ 2017/ dated 18th January, 2018.

I am directed to say that it has come to the notice of Government that important notification having bearing on statutes and matters of immediate public interest are sometimes published in the Official Gazette on date much later than prescribed. Government have decided , therefore , to introduce the following system with immediate effect, which must be strictly adhered to in sending notice to the Assam Government Press for publication in the official Gazette .
1. In the first instance , it has to be noted that the printing of the weekly Gazette must be completed by the end of every Tuesday so that it may be duly published on every Wednesday.

Every notification and every other matter which is required to be printed and published in a particular issue of the Official Gazette must , therefore , reach the Deputy Director, Assam Government Press on the Monday of the week preceding the week in which it is required to be published. If this is not done it is infrictuous requesting the Deputy Director , Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Deputy Director.
3.Wherever it is necessary to print and publish a notification on a specified date ( excluding suchNotification or communicate as are to be published in Gazette extraordinary) clear instruction of that effect must be given to the Deputy Director, Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering .
4. To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application .
5. As for publication of any matters in a Gazette , Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue .

The Library is entirely closed on the Republic Day , Independence Day and Mahatma Gandhi's birth day on the 26th January , 15th August and 2nd October every year respectively.
