After careful consideration/examination of the findings of the Enquiry Report and relevant documents , it reveals that none of the charges could be proved fully and embezzlement of public money is not established. However , ex -post- facto approval after drawal of funds was not obtained and financial irregularity to that extent is proved. Now in cancellation of earlier order issued vide No. FRE . 50 / 2012 /Pt/ 129 dtd . 06.06.2018 , the Governor of Assam is pleased to impose a minor penalty of " Censure " on Shri Muklesh Ali , the then Divisional Forest Officer , Goalpara Division , Goalpara and presently Forest Utilization Officer under Rule -7 ( i) of the Assam Service ( Discipline & Appeal ) Rule , 1964 .

TERMS AND REFERENCES OF THE STATE CHILD PROTECTION SOCIETIES ARE AS FOLLOWS: -
I. Contribute to the effective implementation of Child Protection legislation . schemes and achievement of child protection goals laid out in the National Plan of Action for Children 2005. In doing so , the SCPS will follow national and state priorities , rules and guidelines .
II . Implementation , supervision and monitoring of ICPS and all other child protection scheme / programs and agencies/ institutions at State level .
Set up , support and monitor performances of District Child Protection Committees and ensure proper flow and utilizations of funds to the districts through ICPS and other grant- in- aid schemes relating to care and protection of Children.

Χ. Quarterly Progress report to the Ministry of Women and Child Development , Government of India on Programme implementation and fund utilization .
XI. Liaisoning with the Ministry of Women and Child Development , Government of India and State Child Protection Societies of other States/UTs.
XII . Provide secretarial support to the State child Protection Committees (SCPC) .
XIII . Maintain a state level database of all children in institutional care and family based non - institutional care and update it on quarterly basis.

NO.HC.XV.10/2017 /222 /RV. - After consideration of the response upon the enquiry report , submitted by Shri Shah Syed Ahadur Rahman , Secretary ( under suspension ) , District Legal Services Authority, Dhubri , in the disciplinary proceeding drawn against him, vide High Court letter No.HC.XV.10/ 2017/ 146 /RV. , dated 9th August , 2017 , the High Court has been pleased to impose the punishment of withholding of2 (Two) increments with cumulative effect upon Shri Rahman.
Again , after consideration of the response upon the enquiry report , submitted by Shri Shah Syed Ahadur Rahman, abovementioned, in another disciplinary proceeding drawn against him , vide High Court letter No.HC.XV.02/2018/ 33 /RV. , dated 17th February, 2018, the High Court has been pleased to impose the punishment of withholding of 3 (Three) increments with cumulative effect upon him . This punishment will be imposed upon him after giving effect to the punishment of withholding 2 (Two) increments imposed upon him in the disciplinary proceeding drawn against him, vide High Court letter No.HC.XV.10/2017 / 146/RV. , dated 9th August , 2017 abovementioned . The combined punishment of withholding 5 (Five) increments will continue till remaining part of his service . The order of suspension, issued vide High Court Notification No.HC.XV.02/ 2018 / 02 /RV. , dated 5th January, 2018 is revoked . The suspension period will be taken into consideration only for the purpose of continuity of service to compute terminal benefits , and not for any otherpurpose .
