Welcoming all the members present in the meeting , Chairman initiated discussion as per Agenda items one by one and resolved in respect of each Agenda as below: -

1. For streamlining of City Buses Deputy Commissioner and Chairman , RTA resolved as follows : -

(i) Routes of the city Buses should be formulated to avoid traffic congestion.DTO (Registration , Enforcement etc) and DTO & Secretary , RTA is directed to formulate new routes by diminishing the previous routes in consultation with the Deputy General Manager , ASTC , Special Invitee present in the meeting .

(ir) At the starting point and ending point of the city buses , time keeper must be present to note the starting time and arrival time at the end . Concerned Association will take responsibilities and make necessary arrangement for the same.

(iii) Owner and driver must ensure compliance for stoppage time of the city buses at each stoppage . The buses cannot stop in a stoppage for more than 2 ( two ) minutes .

(iv) Thespecial invitee from GMC, Present in the meeting is directed to remove the illega! Busstoppages . The new Bus stoppage should be constructed not less than a distance of (1) one K.M. from one stoppage to another stoppage.

(v) The Collector of GMC present in the meeting is directed to take necessary steps for Routewise numbering of the bus stoppage by consulting with both the District Transport Officer and Secretary , Regional Transport Authority , Kamrup , Metro.

(vi) The Buses cannot stop at every stoppages , they are allowed to stop at alternative stoppages where the Route numbers are displaying on the respective city buses stoppages .

(vii) The photograph with countersignature along with seal of the office bearer of respective association of the drivers must be displayed on the left side of front glass of respective city Buses which should be Visible from 10 metre away .

2. The meeting discussed the issue of school buses carrying students of Kendriya Vidalaya , Kahanapar, Guwhati , Kamrup , Metro . The Chairman , RTA resolved that if the guardian committee issue No Objection Certificate and take responsibilities of safety and security measureof the students within the frame of MV Act and Rules , issuance of Permit to the school buses may be allowed by the Secretary , RTA.

3. The issue of Route 7 of the city buses of Chandrapur to Forest Gate raised by the various organisations , was discussed in the meeting and resolved that the route may be extended up to Guwahati Club and back to the starting point without stopping at Guwahati Club .

4. On existing problems of Ola and Uber Cab , Secretary , RTA raised the issue to discuss . The Chairman , RTA gave direction to DTO & Secretary , RTA to issue permit if the owners surrender their existing permit before the concerned authorities as per MV Act and Rules.

5. The Chairman , RTA gave direction to the District Transport Officer , ( Registering & Licensing) to register the unregistered E - Rickshow and issue driving licence accordingly for E - Rickshow drivers.

6. The Collector , GMC stated that there are 31 Wards and 6 Zones in GMC area . Deputy Commissioner of Police , Traffic was also special invitee of the meeting advised that the routes of theE - Rickshows should be formulated wards wise . The E - Rickshow cannot ply in the main road . They are allowed to ply in the bye - lane only . Deputy Commissioner and chairman R.T.A. resolved the same and instructed GMC collector to submit the list before Secy R.T.A. to formulate route of E - Rickshow.

7. Deputy Commissioner of Police , Traffic raised the problem of auto stand in Guwahati city . The Chairman directed the special invitee from GMC present in the meeting to open some auto stand and omit the illegal auto stand as early as possible.

8. The meeting resolved that the Battery Rickshow should be banned in the city . Concerned department should ensure to remove the battery Rickshow from the Guwahati city .

9. As per complain of some passengers of the City buses against the handyman and conductor and better service to the passengers by the city buses , the issue of handyman raised in the meeting . Both the DTO may make request to the owners not to engage handyman in the buses .

Whereas , the Inquiry Officer in his report observed that the Revenue ( Registration ) & M Department has considered all the points raised by Sri Gajendra Pathak in his representation dated 17.12.2013 before passing the Order No. REGN 6/2011/245 , dated 24.09.2014 and ;

Whereas , the Inquiry Officer has also observed that Sri Gajendra Pathak never requested Government for assistance by any Govt servant or to cross examine the witness during the enquiry though he in his representation dated 20.09.2014 alleged that he was not informed about his right to be assisted by another Govt servant or to cross examine the witnesses during enquiry and:

Whereas , it was also observed that though the 1st Inquiry Officer, Sri Pranab Kumar Borah , ACS , the then Joint Secretary , Revenue & DM Department had retired on 31.03.2013 , his service was extended for one year with effect from 01.04.2013 to 31.03.2014 as Officer on Special Duty vide Notification No. RGR.62/ 2013 / 2 dtd 30.03.2013 in the rank of Joint Secretary under Revenue & DM Department and :

Whereas , as per the enquiry report dated 23.10.2013 submitted by the 1 " Inquiry Officer the charges of allegation against Sri Gajendra Pathak are substantiated beyond doubt and;

Whereas , the two representations dated 17.12.2013 and 20.09.2014 submitted by Sri Gajendra Pathak were reconsidered in view of the Order dated 12.05.2016 of the Hon'ble Gauhati High Court passed in WP ( C ) 5374/2014 and:

Whereas , the Disciplinary Authority under the Revenue ( Registration ) & DM Department has found sufficient reasons for acceptance of the enquiry report and impose the penalty of , removal of Sri Gajendra Pathak, the then Sub Registrar , Hojai from service;

Whereas , after careful examination of the enquiry report and materials on record and parawise comments submitted by the Inspector General of Prisons vide PRI.224/ 2013/59 dated 22.09.2014 based on the appeal petition submitted by Shri Gautam Bora , the then Assistant Jailor , Central Jail , Guwahati and the submissions made by the charged officer the Appellate authority decides to uphold the punishment imposed by the Inspector General of Prisons , Assam vide PRI.224 / 2013 /50 dated 12.06.2014 ; and

No.IPRD. 91/2012 / 58. -Whereas, on 20th September , 2018 , an advertisement relatingto paying homage in memory of Swahid Birangana Kanaklata Barua on her death anniversary by the Hon'ble Chief Minister , Assam , appeared in a number of daily newspaper of Assam .It appeared that the advertisement should have carried also the name of Swahid Mukunda Kakati and a numbers of other Swahids who sacrificed their lives for the country on the same day . But , due to total negligence on the part Sri Kanakeswar Borgohain , Joint Director of Information and Public Relations , Assam , the newspapers carried the name of only Swahid Birangana Kanaklata Barua which Sri Kanakeswar Borgohain has admitted being guilty in his reply to the explanation letter and therefore Sri Kanakeswar Borgohain was warned not to indulge in such practices in near future and be careful before releasing advertisement in future , otherwise the Govt . will be compelled to take stern action against Sri Kanakeswar Borgohain .

Whereas, the Display Advertisement issued and published in a number of dailies on the occasion of Silpi Divas on 17th January, 2019 to pay respect and tribute in memory of Rupkonwar Jyotiprasad Agarwala by the Hon'ble Chief Minister , Assam , carried major errors. This has occurred due to total negligence on the part of Sri Kanakeswar Borgohain , Joint Director of Information and Public Relations . This has led to severe criticism in both the print and electronic media .

Whereas , the Government has considered this as a serious misconduct on the part of Sri Kanakeswar Borgohain by repeating the same practice even after he was warned not to indulge in such practices in near future vide Govt . letter No.IPRD.91/2012/39 Dtd . 12/10/2018 .

Now, therefore , pending initiation of Departmental Proceeding , Sri Kanakeswar Borgohain , Joint Director of Information and Public Relations , Assam is placed under suspension under Rule 6( 1 ) ( a ) of the Assam Services ( Disciplinary & Appeal ) Rules, 1964 with immediate effect .

If this is not done it is infrictuous requesting the Deputy Director , Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Deputy Director.

3. Wherever it is necessary to print and publish a notification on a specified date (excluding such Notification or communicate as are to be published in Gazette extraordinary ) clear instruction ofthat effect must be given to the Deputy Director, Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering.

4. To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application .

5. As for publication of any matters in a Gazette , Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue .
