2. With due regard to the facts ascertained , to ascertain whether individual /organization is involved in the violence , if so , fix responsibility;
3. With due regard to the facts ascertained , to ascertain whether there was any lapse on the part of Police and Civil Administration and if so, to fix responsibility;
4. To suggest measures for regulation of such violent outburst causing law & order disruption and also loss of public/private properties .
