In exercise of the powers conferred under section 4 ( 1 ) ( b) ( bb ) of the Wildlife (Protection) Act, 1972 as amended up to date and in continuation of earlier notification No. FRW.4 /2007/ Pt ./ 159 , dated 12th April , 2018 the Governor of Assam is pleased to appoint the following person as Honorary Wildlife Warden for a period of two years with effect from the date of issue of this notification .

The duties and responsibilities of the Honorary Wildlife Warden is to assist whole heatedly the State Organization responsible for wildlife conservation work , especially with regard to the following matters :
(a) Control of poaching and clandestine trade in wild animals and products / articles thereof.
(b) Detection and prosecution of offences under the Wildlife ( Protection) Act and the Rules made there under .
(c) Preventing damage to the habitat of wildlife .
(d) Identification and selection of areas suitable to be declared as sanctuaries , national parks , closed areas , etc; as well as measures for their proper protection .
(e) Measures for dealing with the problem of damage by wild animals to life and property , including the assessment and payment of compensation , etc.
(f) Carrying the message of conservation to the people and enlisting public support for nature and wildlife conservation. The effort should be specially directed towards the communities living in or near the declared wildlife reserves .
(g) Any other matter connected with the protection of wildlife , which may be entrusted by the WildlifeAdvisory Board or the Chief Wildlife Warden of the State , from time to time .
The appointee shall be subordinate to the Chief Wildlife Warden as per Sec . 4 (3 ) of the Wildlife (Protection) Act , 1972 and also deemed to be public servants within the meaning of Sec . 21 of the Indian Panel Code .
The appointment is further subject to any other instructions/ guidelines issued by the Govt . of India or the State Govt . from time to time .

No. HLA 532/ 2019/9.- Whereas , the Directorate of Cultural Affairs , Government of Assam , organized a programme at Rangia Higher Secondary School Parade Ground on the occasion of Natasurya Phani Sarma Award giving function on 31/07/2019 ,
Whereas , the Hon ble Chief Minister . Assam was scheduled to attend the programme .
Whereas. District Magistrate , Kamrup , reported vide letter No KMJ - 03 / 2019/ 565 dated 01/08/2019 that in view of the visit of Hon'ble Chief Minister. Assam to the said programme. Joint Director of Health Services , Kamrup was directed to depute Food Safety Officer at the programme venue and at designated safe houses but no Food Safety Officer was present at the venue.
Whereas , the Joint Director of Health Services . Kamrup intimated vide letter No. Estt .Jt . DHS (K) / 22/ 12795 dated 01/08/2019 that Sri Bhabesh Bhuyan , Senior Food Safety Officer , Kamrup, was engaged for the duty of the Hon'ble Chief Minister , Assam at Rangia for the aforesaid programme vide office order dated 30/07/2019, but he didn't attend to his duties in time .
Whereas , office of Hon'ble Chief Minister , Assam has also informed about the absence of Food Safety Officer during the aforesaid program attended Hon'ble Chief Minister , Assam.
Whereas , Shri Bhabesh Bhuyan , Senior Food Safety Officer. Kamrup was transferred and posted as Senior Food Safety Officer, Lakhimpur vide Government letter HILA 820 / 2016 / 3 - A dated 29/08/2016;
Whereas , Health & Family Welfare Department had issued a speaking order vide Government letter HLLA 1001/2016/31 dated 17/11/2016 in respect of the aforesaid transfer order as per directions of the Hon'ble Gauhati High Court in WP ( C ) 5350/2016 wherein the pelition of Shri Bhabesh Bhuyan for stay of his transfer order was rejected ,
Whereas: Joint Director of Health Services Kamrup was directed vide Department's letter HLA. 1012/2017/49 dated 09/05/2018 to release Shri Bhabesh Bhuyan from the post of Senior Food Safety Officer , Kamrup immediately in order to enable him to join in the post of Senior Food Safety Officer , Lakhimpur;
Whereas , Shri Bhabesh Bhuyan , Senior Food Safety Officer, Kamrup was directed vide aforesaid Govemment letter HLA. 1012/2017/49 dated 09/05/2018 to join in the post of Senior Food Safety Officer , Lakhimpur immediately.
Whereas , Shri Bhabesh Bhuyan did not comply with Government direction and join as Senior Food Safety Officer, Lakhimpur,
Now , therefore , as the aforesaid facts demoristrate negligence, insubordination and " gross misconduct. on the part of Shri Bhabesh Bhuyan . Senior Food Safety Officer , Kamrup . Government in Health & Family Welfare Department has decided that ,
1 ) Shri Bhabesh Bhuyan is hereby released from the post of Senior Food Safety Officer , Kamrup with immediate effect .
2) Shri Bhabesh Bhuyan is placed under suspension from the date of issue of this order under Rule 6 (1) of the Assam Services ( Discipline & Appeal ) Rules , 1964.
3) Shri Bhabesh Bhuyan will report to Jt . Director , Lakhimpur immediately, and during the period of suspension , the headquarter of Shri Bhabesh Bhuyan shall be L.akhimpur and he shall not leave the said headquarter without obtaining prior written permission of the Deputy Commissioner . Lakhimpur.
4) During the period that this suspension order shall remain in force , Shri Bhabesh Bhuyan is barred from engaging himself in any other employment , business , profession or vocation .
5) Shri Bhabesh Bhuyan . Senior Food Safety Officer . Kamrup will be paid subsistence allowance as per Rules.

Mode of Selection :
Phase I : The candidates whose applications are accepted will be required to appear in a Multiple Choice written test on a date to be notified later on and details of syllabus will be intimated to candidates through calling letter.
