(A) / 92 : In pursuance of the Notification No. PEL. 287/ 2015 /Pt/61 dated 23rd October, 2018 appointing Shri Vinod Kumar Pipersenia , IAS (Retired ) as Chairman , APDCL/AEGCL/APGCL, the following terms and conditions are fixed regarding the appointment of Shri Vinod Kumar Pipersenia , IAS ( Retired ) as Chairman , APDCL / AEGCL / APGCL : -
1. Shri Vinod Kumar Pipersenia shall hold office as a whole time Director and Chairman APDCL / AEGCL / APGCL for a period of two years with effect from the date of taking over charge, as per Notification No. PEL.287 / 2015 /Pt. /60 , dtd. 23.10.2018 .
2. As Chairman , APDCL / AEGCL/ APGCL , Shri Vinod Kumar Pipersena will have the rank and status of Chief Secretary, Assam , as per Corrigendum No. PEL.287/2015/Pt . /61 , dtd . 23.10.2018 , on Notification No. PEL.287/ 2015 /Pt ./60 , dtd . 23.10.2018 .
3. The salary of Shri V. K. Pipersenia , IAS (Retd. C.S. ) upon re - employment as Chairman , APDCL/ AEGCL / APGCL shall be fixed in conformity with Finance Department O.M. No. FEB.154/03/01 dtd . 07/04/2004 . ( Copy enclosed)
4. Special duty allowance , meant for serving AIS officers , will not be given to Shri V. K. Pipersenia , as he is retired in terms of existing O.M. No. FM.13/ 2019/4 dtd. 29/06/2019. (Copy enclosed) .
5. During his tours within the State and outside the State , he will be paid T.A/D.A. /HTC and LTC , medical benefits and security etc. as admissible to Chief Secretary, Assam .
6. All leave admissible to regular government employee will be admissible to Shri V. K. Pipersenia , IAS ( Retd . CS) as per rule 2( 1) of leave rule , 1934 .
7. He will be provided free and furnished accommodation in Chairman's Bungalow, ASEB Colony, Narengi , Guwahati .
8. He will be provided all such facilities as have been traditionally provided to Chairman , APDCL / AEGCL / APGCL in the past .
9. The Chairman shall be the full time Director for chairing the meeting of BOD and exercising administrative and financial power as delegated by the Board . He will also exercise his power in resolving issues between the two or more companies .
Managing Director of the respective companies shall be the Chief Executive of the Companies with power to undertake all things in regard to the management and control of the affairs of the Company , subject to the supervision and control of the Board of Directors .
This has the approval of Hon'ble Finance Minister and Hon'ble Power Minister .

Disciplinary proceedings have been contemplated against Sri Abdul Kader Ahmed , as per recommendation of the State Coordinator , National Registrar of Citizens , Assam , for delinquency , poor quality of disposal as DO , Kampur, Nagaon District and poor performance as LRCR , Hatijujuwa NSK , Nagaon District and insubordination to senior authorities as well .
Now, therefore, in exercise of the power conferred under Rule 6 (1 ) ( b ) of the Assam Services ( Discipline and Appeal) Rules , 1964 , Sri Abdul Kader Ahmed , Under Secretary to the Govt . of Assam , General Branch , PW ( Bldgs . & NH ) Department , Dispur , is placed under suspension with immediate effect , pending drawal of Departmental Proceedings against him .
It isnot permissible for him without previous sanction of the Government to accept private employment or to do business while under suspension , in view of the provision of Rule 12 of the Assam Civil Service ( Conduct ) Rules 1965. If while under suspension he accepts private employment , does business in violation of Rule 12 of the Assam Civil Services ( Conduct ) Rules , 1965, he will be guilty of misconduct and will be liable to be dealt with accordingly. The Headquarter of Sri Abdul Kader Ahmed during the period of suspension will be Nagaon . He will not leavethe Headquarter without prior written permission to the competent authority .
