As per the provisions of Section 11 of the Census Act 1948 , any Census -Officer or any other person lawfully required to give assistance towards the taking of Census and who refuses to perform any duty allotted to him/ her under this Act or any rule made thereunder, or any person who hinders or obstructs another person in performing any such duty, shall be punishable with fine up to one thousand rupees and in case of a conviction shall also be punishable with imprisonment which may extend to three years.

Whereas the panel submitted by the Selection Committee does not reflect the weightage given for personal interview, and , Whereas the qualification mentioned in the Advertisement for the post of Vice Chancellor deviated from the provisions of the Section 19( 1) of the AAU Act . 1968 which provides that a candidate for Vice Chancellor shall be an eminent scholar and administrator with background of Agriculture, Animal Husbandry and Veterinary Education , Research and Development , and , Whereas the view of the Advocate General , Assam was obtained wherein it is opined that the panel ofmerit list prepared by the Selection Committee is a nullity in the eye of law;
And, therefore, the Hon'ble Governor , Assam & Chancellor , AAU after careful consideration of the matter is pleased to reject the panel submitted by the Selection Committee of Vice Chancellor of AAU with thefollowing consequences :
1. The selection process undertaken by the Selection Committee is cancelled.
2. The Selection Committee constituted earlier stands cancelled except the Chairman .
3. Fresh processes for the selection of Vice Chancellor , AAU will be initiated .
4. Government and the university authority are to nominate new nominee for the Selection Committee.
5. Additional Secretary to Governor, Assam will provide all Secretarial Assistance to the Selection Committee.
6. New Advertisement will be issued as per the provision of the university Act. However those who haveapplied earlier need not apply again .
