SP, Chandmari Division now Superintendent of Police , Goalpara vide letter No. HMA 359/2015/52 dated 09/07/2015 on the charges of gross negligence and dereliction of duty on his part , and ;
Whereas , Shri Sushanta Biswa Sarma , APS, submitted his written statement in defence and denied chargesframed against him , and;
Whereas having not been satisfied with the written statement of the Delinquent Officer and after careful consideration of all aspects, the Government decided to enquire into the allegations and therefore appointed Shri Bishnu Prasad Rabha , IPS , Deputy Inspector General of Police , BI ( EO ) , Assam as the Inquiry Officer to inquire into the charges framed against Shri Sushanta Biswa Sarma , APS vide Notification No.HMA.359/2015/ 65 dated 28/11/2019, and;
Whereas, the Inquiry Officer after causing an enquiry into the charges submitted his report to the Disciplinary Authority vide Memo No.DIG /BI ( EO)/ C/ DP/ 359 / 2015/ 3262 dated 23/09/2019 , wherein the Inquiry Officer concluded that the charges of gross negligence and dereliction of duty on the part of the delinquent officer arenot proved.
Now, therefore , the Governor of Assam is pleased to exonerate Shri Sushanta Biswa Sarma , APS from the charges leveled against him and is pleased to drop the Departmental Proceeding drawn against Shri Sushanta Biswa Sarma, APS, the then Dy. SP , Chandmari Division now Superintendent of Police , Goalpara . TheDepartmental Proceeding is thus finally disposed off.

In whereas it is considered expedient by the Government of Assam to refer the dispute for adjudication to Presiding Officer, Labour Court, Dibrugarhi , constituted under Section 7-A of the Industrial Disputes Act , 1947 ( Act XIV of 1947)
Now, therefore , in exercise of the powers conferred by Clause ( c) / ( d) Sub- Section ( 1 ) of Section 10 of the Industrial Disputes Act , 1947 ( Act - XIV of 1947 ) as amended the Governor of Assam is pleased to refer the said Dispute to the Presiding Officer, Labour Court , Dibrugarhi appointed under the provisions of the said act .

i) Candidates applying for the post of Junior Assistant / EVM Godown Keeper will have to appear in a written test of 150 marks for 2 (two ) hours , comprising of General English ( 50 marks) , General Knowledge (50 marks ) and Quantitative Aptitude/logical reasoning (50 marks) . Further, they will have to appear in another Test of knowledge of Computer (Practical 50 marks) .
ii) On the basis of the marks secured in the written test , four candidates will be selected against each vacancy notified for the computer test . No T.A. D.A. will be admissible for appearing in the written Test/ Interview.
iii) Final selection will be done on the basis of merit (i.e aggregate marks obtained in the Objective type Written Test and Computer Proficiency Test ) and preference as mentioned by the candidates .
iv) There will be no Viva - Voice interview.

16.
