No. FRE.108 / 2012 /180.- Whereas Shri Rubul Pathak, Forest Ranger has been exonerated from the charges leveled against him vide Govt . Order No. FRM.250 / 2014/Pt/102 dtd. 11.07.2019 .
Whereas the Hon'ble Gauhati High Court vide order dtd. 11.01.2019 in WP (C ) No. 144/2019 in the matter of Shri Rubul Pathak - Vs- State of Assam & 3 Ors . , directed to open the Sealed Cover adopted during the last DPC held on 09.11.2012 and give effect to the recommendation of the said DPC and if the petitioner is found to be recommended , he may be given promotion by issuing necessary order in this regard w.e.f. the date of others were given promotion on the basis of the recommendation of the same DPC as issued under order dtd . 09.11.2012 .
Whereas the sealed cover containing the recommendation of the Selection Committee held on 16.10.2012 was opened and it was found that the Selection Committee recommended Shri Rubul Pathak for promotion to the post of Assistant Conservator of Forests and asked the department to keep this recommendation under Sealed Cover till Departmental proceeding isfinalized .
Now therefore, the Governor of Assam is pleased to promote Shri Rubul Pathak , Forest Ranger to the rank of Assistant Conservator of Forests under Rule - 4 ( C ) of Assam Forest Service , Class - I , Rule , 1942 in pay Band - 4 in the Scale of Rs . 30,000 to 1.10,000/ - plus Grade Pay Rs . 12,700/ - p.m.
In the interest of public service , Shri Rubul Pathak , Forest Ranger , O/ o the Working Plan Officer , Lower Assam Circle , Jalukbari on promotion to the rank of Assistant Conservator of Forest is hereby posted as ACF attached to the DFO , Hailakandi Division , Hailakandi w.e.f. the date of taking over charge until further orders .

70/2018/10 , dated 23-05-2018 dispute between the Management of M/ S. Shree Marwari Databya Aushadhalaya , S.J. Road , Athgaon , Guwahati- 8 - Vs- Nurshing Home Employees Union , Marwari Databya Aushadhalaya was referred to the Presiding Officer, Industrial Tribunal , Guwahati . Constituted under the Industrial Dispute Act , 1947 for adjudication and whereas an Award has given on the dispute by the said Industrial Tribunal , Guwahati in Reference Case No. 3 of 2018 as shown in the Annexure hereto .
Now, therefore , in exercise of the powers conferred by Section 17( 1) of the Industrial Disputes Act , 1947 ( Act . XIV of 1947) as amended the Governor of Assam is pleased to direct that the said Award to publish by notifying by the Office of the Assistant Labour Commissioner , Guwahati .

Whereas the society has ceased functioning and the Chairman and Secretary have prayed for closing of the Society

Whereas inspection under Section 88 ( 1 ) of the Assam Coop ; Societies Act . (2007 ) reveals that the society leaves no scope for its revival and suggests for iquidation .

Therefore, in exercise of power conferred under Section 94 (2 ) of the Assam Coop : Societies Act.2007 (Act . IV of 2012 ) , I do hereby cancel the registration of the Society.
Further, in exercise of power conferred under Section 95 Sub Section (1 ) of the said Act . , I do hereby appoint the liquidator of the Coop : Societies , Tezpur to be the Liquidator of the said society. All claims against the said Society must be submitted to the liquidaor with 30 ( Thirty ) days from publication of this notice .

Draft Charges against Shri Muklesh Ali , Forest Utilization Officer , the then Divisional Forest Officer , Goalpara Division, Goalpara received from the Conservator of Forests ( SFM ) , O / o the PCCF & HoFF , Assam vide letter No. PG.335 /Pt dtd . 23.05.2012 on the basis of which Show Cause Notice was issued to Shri Muklesh Ali , Forest Utilization Officer , the then Divisional Forest Officer , Goalpara Division , Goalpara vide letter No. FRE.50/ 2012 /Pt/ 25 dtd . 27.10.2016 .
Read also : Being not satisfied with the defence statement submitted by the Delinquent Officer on 21.11.2016 , the Environment and Forest Department instituted a Departmental enquiry by appointing an Inquiry Officer vide letter No. FRE.50/2012/Pt/53 dtd . 15.06.2017 .

Whereas , a minor penalty of " Censure " was imposed on Shri Muklesh Ali , the then Divisional Forest Officer, Goalpara Division , Goalpara and presently Forest Utilization Officer under Rule 7( i ) of the Assam Services (Discipline & Appeal ) Rule, 1964 vide Order No.FRE.50 / 2012 / Pt/ 143 dated 04.02.2019 , in cancellation to the earlier order No. FRE.50/ 2012 / Pt/ 129 dated 06.06.2018.
Whereas , the Delinquent Officer under Rule 15 of the Assam Services (Discipline & Appeal ) Rule , 1964 appealed before the authority to set aside the order by which penalty of "Censure " was imposed upon him.
Whereas , Disciplinary Authority heard the case of Shri Muklesh Ali on 17.07.2009 on the appeal submitted by him . After hearing the case and careful consideration/examination of the findings of the Enquiry Report and relevant documents , it reveals that none of the charges could be proved fully.

Therefore , now in cancellation of earlier order issued vide No. FRE.50 /2012/Pt /143 dated 04.02.2019 , the Govt . of Assam is pleased to exonerate Shri Muklesh Ali , the then Divisional Forest Officer , Goalpara Division , Goalpara from all the charges leveled against him .

(SIU ) Department concurred to the creation of the 16 ( sixteen ) Nos . of posts for the Real Estate Appellate Tribunal , Assam under Urban Development Department on the condition that the revenue accrued to the Real Estate Regulatory Authority ( RERA ) , Assam will have to be deposited in the State Treasury . No. GLR. 148/2019/39 : Whereas an Industrial disputes has arisen in the matter specified in the Schedule below between the Management of Marry's Public School, Kabaitari , Jogigopa , Bongaigaon - Vs- Smt . Tarali Devi .
