The Muslim Marriage Registrar will function as per provision laid down in the Assam Muslim Marriages & Divorces Registration Act , 1935 ( Assam Act , IX of 1935 ) and Rules and Regulations framed there under. He will be entitled to remuneration as per table of fees prescribed in schedule -IV of the Assam Muslim Marriages & Divorces Registration Act, 1935 and as per provision laid down in Rule 20 and 23 of the Rule framed under the said Act. During the period of incumbency as Muslim Marriage Registrar, he will not be allowed to hold any other salaried appointment without permission from the District Registrar . He will be confirmed after passing the Departmental Examination as provided in Rule 7 of the above Rules . If he fails to pass the Departmental Examination within 3 ( three ) years from the date of his appointment on probation , he shall be removed from his office.

Now, therefore , in exercise of the powers conferred by Sanction 17( 1) of the Industrial Disputes Act , 1947 ( Act . XIV of 1947) as amended , the Governor of Assam is pleased to direct that the said Award to publish by notifying at the Office of the Assistant Labour Commissioner , Ulubari .

No. ΗΜΑ . 618/ 2018 / 26.- Whereas a Departmental Proceeding was drawn up against Shri Amzed Ali , APS , the then Officer in Charge of Haflong Police Station, now retired from service , vide letter No. HMA.618/ 2018/8 dated 17.12.2018 on the charges of gross negligence and dereliction ofduty on his part , and;

Whereas , the Show Cause Notice was reissued to Shri Amzed Ali , APS (retired) vide No.HMA.618 /2018 /23 dated 01.07.2019 with special mention of Rule 21 (b ) of Assam Service (Pension) Rules , 1969 , and;

Whereas , Shri Amzed Ali , APS ( retired ) submitted his written statement in defence to this Department on 09.07.2019 , and;

Whereas , the replies in defence submitted by the delinquent officer were found quite satisfactory,

Now, therefore , the Governor of Assam is pleased to exonerate Shri Amzed Ali , APS ( retired ) from the charges leveled against him and is pleased to drop the Departmental Proceeding drawn against Shri Amzed Ali , APS , the then Officer in Charge of Haflong Police Station , now retired from service. The Departmental Proceeding is thus finally dropped .

Terms of office :

The terms of references of the Sub Divisional SC Development Board , Morigaon are asfollows:

1) To identify the scheme for development having relevance to the SC population in the SC areas and send the same for consideration by the State Govt .

2) To approve the list of beneficiaries , areas and institutions to be benefited under theSC welfare scheme .

3) To ensure progress of implementation and proper utilization of schemes / grants of the SC schemes in the SC areas .

4) To review the SC schemes and to give suggestions on the same to the State Govt .

5) Any other matters that may be assigned to the Board by the Advisory Council for Welfare of SC and also by the Govt . of Assam .

6) Implementation and monitoring of schemes undertaken by the Assam State Development Corporation for SC Ltd for SC at the Sub Divisional Level.

7) The Board shall seat for at least 3 (three) times in a financial year .

8) The Board will monitor the implementation of schemes and report to the Govt. through the SDWO concerned .

9) The term of office shall be 3 years and shall be at the pleasure of the Government .

The Governor of Assam is pleased to order that any of the members may preside over the meetings in absence of the Chairman/ Vice- Chairman on being unanimously agreed upon and one third of the total members of the Board shall form quorum for holding a meeting .

Also read : The Enquiry report submitted by the Inquiry Officer vide No. PG.60 /PK Kalita, FR /UAZ/ 2017 dtd. 01.04.2017 in connection with the Departmental proceeding initiated against Shri Pavitra Kr . Kalita, the then Forest Ranger, the then Bamunigaon Range under Kamrup West Division .

A copy of the enquiry report was sent to the DO , Shri Pavitra Kr . Kalita, FR vide letter No. FRE.92.99.304dtd. 03.08.2017 and he had submitted written representation dtd. 05.10.2017 along with a High Court order dtd. 22.12.2010 in WP (C) No. 6634/2010 , Shri P.K.Kalita- Vs- the State of Assam & Ors. , wherein Shri P.K.Kalita, FR (Retd .) denied all the charges and requested to drop the charges and regularized the period of his suspension .

Order : After careful examination of the report of the Inquiry Officer it reveals that 3 (three) Nos . of charges framed against him and all 3 (three) Nos . of charges are proved . Therefore, the Govt . has decided to impose penalty recovery the pecuniary loss of Rs . 19.7 lakh from the pension of Shri P.K. Kalita, FR ( Retd ) under 21 of the Assam Services ( Pension) Rules , 1969. The suspension period of Shri P.K.Kalita, FR (Retd .) has been treated as on duty for all purpose .
