No. GLR. 44/ 2020/ 29.- Whereas an Industrial disputes has arisen in the matter specified in the Schedule below between the Management of Tengapani Tea Estate, P.O. -Makum Junction, Dist . - Tinsukia , PIN - 786170- Vs Their worker Shri Debabrata Bhattacharyya, Tengapani Tea Estate , P.O. - Makum Junction , Dist.- Tinsukia , PIN - 786170 .
In whereas it is considered expedient by the Government of Assam to refer the dispute for adjudication to Presiding Officer , Labour Court , Dibrugarh constituted under Section 7-A of the Industrial Disputes Act , 1947 (Act XIV of 1947 .
Now, therefore , in exercise of the powers conferred by Clause ( c ) Sub- Section ( 1 ) of Section 10 of the Industrial Disputes Act , 1947 ( Act - XIV of 1947 ) as amended the Governor of Assam is pleased to refer the said Dispute to the Presiding Officer , Labour Court , Dibrugarh appointed under the provisions of the said act .

1. Whether the Management of Tengapani Tea Estate is justified in dismissing the service of Shri Debabrata Bhattacharyya w.e.f. 29-10-2015 ?
2. If not whether Shri Debabrata Bhattacharyya is entitled to reinstatement of service with full back wages or any other relief in lieu therof ?

No.GLR . 14/2020/42 . Whereas under this Department's Notification No.GLR. 69/2018/10, dated 21-05-2018 dispute between the Management of M / S. Shree Marwari Databya Aushadhalaya , S.J. Road , Athgaon , Guwahati- 8- Vs - Nurshing Home Employees Union , M / S . Shree Marwari Databya Aushadhalaya , S.J. Road, Athgaon , Guwahati - 8 was referred to the Presiding Officer, Industrial Tribunal , Guwahati. Constituted under the Industrial Dispute Act , 1947 for adjudication and whereas an Award has given on the dispute by the said Industrial Tribunal, Guwahati in Reference Case No. 1 of 2018 as shown in the Annexure hereto .
Now, therefore , in exercise of the powers conferred by Section 17( 1) of the Industrial Disputes Act , 1947 ( Act. XIV of 1947 ) as amended the Governor of Assam is pleased to direct that the said Award to publish by notifying by the Office of the Assistant Labour Commissioner , Guwahati .

If this is not done it is infrictuous requesting the Director , Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Director .
3.Wherever it is necessary to print and publish a notification on a specified date ( excluding such Notification or communicate as are to be published in Gazette extraordinary ) clear instruction of that effect must be given to the Director, Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering .
4. To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application.
5. As for publication of any matters in a Gazette , Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue.

The Childrens Wing at Belvedere remains open on all working days from 3 p . m. to 6 p . m . and Sundays and Holidays from 10 a . m. to 5 p . m . for the children between 5 and 14 years .
The Library is entirely closed on the Republic Day, Independence Day and Mahatma Gandhi's birth day on the 26th January, 15th August and 2nd October every year respectively.
Persons not less than 18 years of age are eligible to use the Library . Both the Reading Room and the Lending Section are free to be used by any one residing in any part of the India Dominion. There is no subscription to pay but only security is each essential for borrowing books .
