To advice the Government or any local authority or other person in the design of slaughter- houses or in connection with slaughter of animals so that necessary pain or suffering , whether physical or mental is eliminated in the pre - slaughter stages as far as possible and animals are killed, wherever necessary in as humane manner as possible .
e. To take all such steps to ensure that unwanted animals are destroyed by local authorities whenever it is necessary to do so instantaneously or after being rendered insensible to pain or suffering.
f. To encourage the formation or establishment of pinjrapoles , rescue homes , animals shelters and like where animals are animals and bird may find a shelter .
g . To cooperate with the works of association established for the purpose of preventing unnecessary paying or suffering of animals.
h. To encourage formation of animal welfare organization in any local area and to guide them in theirworking.
i . To advise the Government matters relating to medical care and attention which may be provided in animal hospitals .
j. To advise the Government on any matter connected with animal welfare or the prevention of infliction of unnecessary pain or suffering on animals .

No. PMA ( S ) 93 / 2016/Pt/ 123.- In view of COVID- 19 pandemic , the Govt . of Assam has decided that , this year , admission to the higher classes shall have to be done by online mode only. So , in order to facilitate the Colleges/ Higher Secondary Schools / Senior Secondary Schools of Assam , a common software will be available through SEBA website from 15/06/2020 for admission of the students to class XI under the name and style of " Anneswan " . This portal will accept Application Forms for Admission from the students and will prepare a list of students based on merit (Marks obtained in HSLC Examination)
Therefore , the Principals of those Colleges / Higher Secondary Schools/ Senior Secondary Schools , of both Govt . and Private sector who are willing to avail this online facility may register for the same in online mode as per the schedule mentioned below by logging in to SEBA's official website https://sebaonline.org:

No. AGA . 278 / 2019/ Pt ./ 7.- Whereas Shri Madan Mohan Deuri Bharali , SDAO ( Agmark ) , Ulubari , O/ o DDA ( Mkt ) , Khanapara was arrested on 11-06-2019 by the Police in connection with Satgaon PS Case No.57/ 19 U / S 120 ( B ) / 373 / 376 ( 2 ) ( i ) of IPC & Sec.6/ 1707 of the POSCO Act , 2012.
Shri Madan Mohan Deuri Bharali , SDAO ( Agmark ) , Ulubari , was placed under suspension vide Govt . order No.AGA.278/ 2019/ 5 , dated 11-07-2019 .
Whereas suspension period of Shri Madan Mohan Deuri Bharali , SDAO ( Agmark ) , Ulubari was extended for 3 ( three ) months with effect from 10-03-2020 .
Whereas , it is decided by the appointing authority that reinstatement of Shri Madan Mohan Deuri Bharali , SDAO ( Agmark ) , Ulubari , Assam at this stage may not be in the interest of the public service .
Now, therefore , the Governor of Assam is pleased approve extension of the period of suspension in respect of Shri Madan Mohan Deuri Bharali , SDAO ( Agmark ) , Ulubari , Assam, with effect from 10-06-2020 .

I am directed to say that it has come to the notice of Government that important notification having bearing on statutes and matters of immediate public interest are sometimes published in the Official Gazette on date much later than prescribed . Government have decided , therefore , to introduce the following system with immediate effect , which must be strictly adhered to in sending notice to the Assam Government Press for publication in the official Gazette .
1. In the first instance , it has to be noted that the printing of the weekly Gazette must be completed by the end of every Tuesday so that it may be duly published on every Wednesday.

2.Every notification and every other matter which is required to be printed and published in a particular issue of the Official Gazette must , therefore , reach the Director, Assam Government Press on the Monday of the week preceding the week in which it is required to be published . If this is not done it is infrictuous requesting the Director, Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Director.
3. Wherever it is necessary to print and publish a notification on a specified date (excluding such Notification or communicate as are to be published in Gazette extraordinary) clear instruction of that effect must be given to the Director, Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering .
4. To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application .
5. As for publication of any matters in a Gazette , Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue .

The Reading Room at Belvedere and the Lending Section of this Library are open on all working days from 9 a. m . to 8. p. m . and from 10 a. m . to 5 p . m . on Sunday and holidays notified by the Library and the Second Saturday of every month .
The Reading Room at Esplanode is open on all working days from10 a . m . to 5 p . m .
The Childrens Wing at Belvedere remains open on all working days from 3 p . m . to 6 p . m. and Sundays and Holidays from 10 a. m . to 5 p . m . for the children between 5 and 14 years .
The Library is entirely closed on the Republic Day, Independence Day and Mahatma Gandhi's birth day on the 26th January , 15th August and 2nd October every year respectively.
Persons not less than 18 years of age are eligible to use the Library . Both the Reading Room and the Lending Section are free to be used by any one residing in any part of the India Dominion. There is no subscription to pay but only security is each essential for borrowing books .
