The 15th June , 2020
No. IPRD.88 / 2020/340. - Whereas , on 4th June , 2020, the Hon'ble Chief Minister , Assam visited Silchar to take stock of the situation arising out of landslide and held a very importantmeetings in the office of the Deputy Commissioner , Cachar .
Whereas , it has been found that Smti Indrani Goswami , Deputy Director of Information and Public Relations , Barak Valley Region , Silchar remained absent from duty on that day without obtaining prior permission from competent authority for which serious mismanagement took place regarding media persons who came to cover the programme of the Hon'ble Chief Minister, Assam . As a result, a number of media persons got agitated and left the venue causing much embarrassment to the Government .
Whereas , the Government has considered this as a serious misconduct and gross negligenc of duty on the part of Smti Indrani Goswami , Deputy Director of Information and Public Relations , Barak Valley Region , Silchar for causing an embarrassing position to the Government .
Now, therefore , pending drawal of Departmental Proceeding , Smti . Indrani Goswami , Deputy Director of Information and Public Relations , Barak Valley Region , Silchar is hereby placed under suspension under Rule 6 ( 1 ) ( a ) of the Assam Services (Disciplinary & Appeal ) Rules , 1964 with immediate effect and further orders .

No.FIF.89/2020/48. - In its endeavour to fight the challenges posed by COVID -19 and in order to reach out to the people of the State stranded outside Assam , the Governor of Assam is pleased to issue the following guidelines for implementation of the " COVID19- ASSAMCARES: MONETARY RELIEF PROGRAMME" .
1. Salient Features
a) The government of Assam will provide special financial assistance to the eligible beneficiaries , stranded outside Assam due to COVID 19 Pandemic lockdown .
b) Beneficiaries have to be residents of Assam who have been stranded/ studying 418

orworking, earning their livelihood in various parts of the country.
c) An amount of Rs . 4000 will be provided to each eligible beneficiary , in phases .
d) Post evaluation of all necessary details , funds will be deposited directly ( DBT mode) in the Bank Account of the eligible beneficiary .
2. Eligibility Conditions
i) Theapplicant should be a permanent resident of Assam .
ii) Theapplicant should be currently staying outside Assam .
Composite Family Income of the Applicant should be less than Rs.5.00 Lakh per annum .
However , under special circumstances , relaxation of the above conditions may be taken into consideration on a case - to - case basis .
3. Implementation of the Scheme
a) Applicants may make a missed call to a designated number which will be publicized.
b) The applicant will receive an acknowledgement message along with a unique link for applying for the scheme.
c) The applicant will click on the link and complete the registration , bank account number and local contact person's details along with the self- declaration about hisPermanent Residency in Assam , Economic Status & Current Location .
d) In the eventuality that some applicants are not able to fill the forms due to various reasons ( no smartphone , internet connectivity , accessibility issues etc. ) , designated, trained volunteers will call the beneficiaries and help them in. filling up the required details .
e. The applicant's details will be segregated and shared with the respective district administrations (with details about Blocks , GPs ) for field verification .
f. Once the beneficiary's details are verified through the proper channels , Deputy Commissioners of the respective Districts will recommend the financial transfer to the beneficiary .
g . A trial penny-drop Rs . 1 ( one ) only may be attempted to the bank account of the beneficiary . If the Rs . 1 gets credited , transfer single tranche of Rs.2000 will be done to the beneficiary's account through Direct Bank Transfer (DBT) .
h. However , if there is any discrepancy in the details of the person ( field verification ) or the bank details (after the trail money transfer ) the online form will be re - sent to the beneficiaries and volunteers shall call the beneficiaries to get the correct details and the transfer will be re - attempted .
4. Funding under the Scheme
Hon'ble Finance Minister in his Budget Speech in 2020-21 , had announced the 'Orunodoi' scheme. Both AssamCares : Monetary Relief Programme and Orunodoi have the same objective i.e. provide monetary relief to needy individuals /families in financial distress . While announcing Orunodoi , it was not possible to explicitly envisage the specific unforeseen circumstances that AssamCares : Monetary Relief Programme seeks to address , it is evident that the objective of both initiatives is verysimilar.

Hence, AssamCares : Monetary Relief Programme is notified as a sub -scheme of Orunodoi and monetary relief will be provided under Orunodoi scheme .
WhileOrunodoi scheme is under the administrative control of Finance Department , for the limited purpose of AssamCares : Monetary Relief Programme, the required fund will be transferred to National Health Mission , Assam for onward disbursement to beneficiaries for administrative convenience . This is proposed since post the elaborate mechanism of identification /verification of beneficiaries scattered across the country, the transfer of the payments need to be done at the earliest so that their problems are addressed immediately . Finance Department will work in close coordination with the Health & Family Welfare Department , Government of Assam and National Health Mission , Assam in this regard .
Thepayments of the initiatives under AssamCares: Monetary Relief Programmebe done from the fund earlier released to National Health Mission , Assam for various StateGovernment programmes and are still unspent . NHM will make the payments by processing it from the PFMS linked account or through NEFT . Subsequently, the Finance Department will recoup the spent amount to NHM , from the Orunodoi Budgetary allocation .
5. Publicity and Awareness
a) The success of the Scheme depends , to a large extent, upon awareness among the residents stranded and their relatives residing in Assam .
b) It is proposed that wide publicity through live interaction with Regional / National Media and promotional campaigns on Social Media be carried out for spreading the awareness of the scheme .
6. Maintenance of Data under the Scheme
Finance Department, Government of Assam , will initially maintain all data related to beneficiaries in soft format centrally in a database and also develop a dashboard regarding the scheme.
7. Interpretation and power to remove difficulties
a) If any doubt arises on the interpretation of any paragraph of this Scheme or any instructions issued thereunder , Finance Department , Government of Assam will resolve the doubt .
b) If any difficulty arises in giving effect to the provisions of the Scheme or any instructions issued thereunder , Finance Department, Government of Assam may by order do anything which appears to it to be necessary or expedient for removing the difficulty .
c) Finance Department may also make subsequent tranches or enhancement of the amounts to be transferred per person , based on the number of the people stranded, the status of these cases and the extension of the lockdown.
This Notification shall come into force with immediate effect .
