Payeng , FR was exonerated from all the charges leveled against him in Departmental Proceeding vide order No.FRE.110/ 2018 / 16 dated 22.02.2019 ; and Whereas , the Hon'ble Gauhati Court vide order dated 12.12.2018 in WP ( C) 8515/2018 directed that if there is any vacancy in the higher post of DCF , the petitioner, if eligible and within the zone of consideration for promotion to the higher post of DCF shall be considered on his own merit along with other eligible candidates as per rules ; and Whereas , the promotion case of Shri Binod Kr . whereas it is considered expedient by the Government of Assam to refer the dispute for adjudication to Presiding Officer , Industrial Tribunal , Silchar , constituted under section 7 - A of the Industrial Disputes Act , 1947 ( Act XIV of 1947).

ORDER
The 5th September , 2020
No. IPRD.30/ 2011 / 257.- Whereas , Sri Ranjit Gogoi was placed under suspension vide notification No. IPRD . 107/2017/246 ,dtd . 14/11/2017 w.e.f. 07/11/2017 , the date of his arrest in connection with vigilance SP Case No.08 /17 . On receipt of the report/consent from Inspector General of Police , CM's Special Vigilance Cell in regards to sharing of enquiry report, Departmental Proceeding was initiated against Sri Ranjit Gogoi and other accused . The Judicial Department has also advised to review the suspension of the charged officer and thereafter pass a Reasoned Order extending the suspension order by stating the grounds and the review exercise is to be carried out every three ( 3 ) months and a decision either tolift or continue the suspension must be taken upon due application of mind on each occasion. Accordingly , the suspension of Sri Ranjit Gogoi was reviewed and decided to continue the suspension of Sri Ranjit Gogoi vide Govt . Order No. IPRD.30 /2011/256, Dated Dispur, the 5th June , 2020 ; and Whereas , after due consideration of all facts and circumstances relating to this matter , it is seen that the Departmental Proceeding drawn up against Sri Ranjit Gogoi is yet to come to its logical conclusion . The entire Departmental Proceeding against the charged officer was based on official records pertaining to the office Sri Ranjit Gogoi held before the suspension and the period of his incumbency as Director of Information & Public Relations , Assam . All the relevant documents containing evidence against Sri Ranjit Gogoi is in public domain and is accessible by the office of the Director of Information & Public Relations . Thus , it is considered expedient to ensure that the confidentiality of the relevant documents and ensuring measures to avoid any tampering what so ever is of prime importance for judicious objective and fact based conclusion of Departmental Proceeding instituted; and
Whereas , re-instatement of the charged officer may influence such material witnesses which will result in less than judicious and objective conclusion of the matter. Further, intimidation or coercion of witnesses against the charged officer also cannot be ruled out ; and
Therefore , after careful examination of the case , the Governor of Assam is pleased to decide that Sri Ranjit Gogoi may not be re - instated in service till such time as the Departmental Proceeding drawn up against him is brought to its logical conclusion .

2. Part IX- Advertisement and Notices sent by Offices financialy independent of Government and Centre and other Government Department are published on payment of charges at prescribed rate . Private advertisement and notices are also inserted on payment if received through the respective Deputy Commissioner or Sub - Divisional Officer .
3.Application for the Gazette should be addressed to the Publisher , Assam Gazette , Guwahati and must be accompanied by a remittance .
4.Applications for the free supply of the Gazette on " the Public service " should be addressed to the Under Secretary to the Government of Assam , General Administration ( Printing and Stationery Department. ) Dispur .
5. Complaints regarding non - receipt of any number , part or page of the Gazette should be forwarded within two weeks of the date on which such number or page is due .
6. Subscribers will please note that their Gazette will be discontinued at the date of expiry unless it is renewed before such expiry.
7. Remittances by money or Postal Order or Bank draft payable at the State Bank of India , New Guwahati will only be accepted . Out- station Cheques may kindly be avoided .

SUBJECT : - Timely publication of Government Notifications and other important matters in the weekly Official Gazette .
I am directed to say that it has come to the notice of Government that important notification having bearing on statutes and matters of immediate public interest are sometimes published in the Official Gazette on date much later than prescribed . Government have decided , therefore , to introduce the following system with immediate effect , which must be strictly adhered to in sending notice to the Assam Government Press for publication in the official Gazette .
1. In the first instance , it has to be noted that the printing of the weekly Gazette must be completed by the end of every Tuesday so that it may be duly published on every Wednesday.

2. Every notification and every other matter which is required to be printed and published in a particular issue of the Official Gazette must , therefore , reach the Director , Assam Government Press on the Monday of the week preceding the week in which it is required to be published . If this is not done it is infrictuous requesting the Director, Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Director.
3.Wherever it is necessary to print and publish a notification on a specified date ( excluding such Notification or communicate as are to be published in Gazette extraordinary ) clear instruction of that effect must be given to the Director, Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering .
4. To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application .
5. As for publication of any matters in a Gazette , Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue .
I am to request you to acknowledge the receipt of this letter and confirmed that the instructions have been duly voted . If you have suggestion on this behalf they may please be communicated .

The Reading Room at Esplanode is open on all working days from10 a. m . to 5 p . m.
The Childrens Wing at Belvedere remains open on all working days from 3 p . m. to 6 p . m . and Sundays and Holidays from 10 a. m . to 5 p . m . for the children between 5 and 14 years .
The Library is entirely closed on the Republic Day, Independence Day and Mahatma Gandhi's birth day on the 26th January , 15th August and 2nd October every year respectively.
Persons not less than 18 years of age are eligible to use the Library. Both the Reading Room and the Lending Section are free to be used by any one residing in any part of the India Dominion . There is no subscription to pay but only security is each essential for borrowing books .
