1. The Chairman and Members of the State Level Environment Impact Assessment Authority , Assam (SEIAA) and the State Level Expert Appraisal Committee , Assam ( SLEAC ) shall hold office for a term of three years from the date of publication of this notification in the Official Gazette of the Ministry of Environment, Forests & Climate Change , Govt . of India .
2. The State Level Environment Impact Assessment Authority , Assam (SEIAA ) and the State Level Expert Committee , Assam ( SEAC ) shall exercise such powers and follow such procedures as specified in the said notification .
3. The State Level Environment Impact Assessment Authority, Assam ( SEIAA) shall base in the recommendation of the State Level Expert Committee , Assam ( SEAC ) as constituted .
4. The State Level Expert Appraisal Committee , Assam shall function on the principle of collective responsibility and the Chairman shall endeavor to reach a consensus in each case , and if consensus cannot be reached , the view of the majority shall prevail .
5. The State Government has already set up the office SEIAA , Assam and SEAC , Assam in the 3rd Floor of the Pollution Control Board's Office Building , Bamunimaidan , Guwahati -21.
6. The Government of Assam shall provide all financial & logistic support including accommodation transportation and such other facilities in respect of all their statutory functions .
7. The sitting fee , travelling allowances and dearness allowances to the Chairman and Members of the State Level Environment Impact Assessment Authority , Assam ( SEIAA ) , Assam and the Chairman and Members of the State Level Expert Appraisal Committee , Assam shall be paid as per the rules of the State Government of Assam .

Eligibility Criteria for the Junior Assistant ( Gr - III
1. Candidates must not be less than 18 years and not more than 40 years of age on 1 January. 2020.
The upper age is relaxable for S.C. & S.T candidate is upto 45 years and for OBC/ МОВС candidates is upto 43 years as per Govt. Office Memorandum No. ABP.6 / 2016 / 51 . Dt . 02-09-2002 ( ) .
2. Educational qualification:
( a) Graduate in any streams from a recognized University or a degree equivalent thereto duly recognized by the Government .
(b) The candidate must possess a minimum 6 ( Six ) months diploma/ certificate in Computer proficiency from a recognized Institute .
3. How to apply :
The applications must be submitted online through https://niyukti.assam.gov.in/dclakhimpur . No others forms of application will be entertained . Candidates will be required to upload scanned and self- certified copies of all testimonials such as Education Qualification Certificates . Computer Diploma/Certificate , Income & Asset Certificate in Annexure- I for Economically Weaker Section ( EWS) category, Age proof Certificates , Caste Certificate . valid Employment Exchange card,Good quality of photograph . The candidates already in service must apply through proper channel and upload scanned copy of NOC of the concerned department .

5. Selection procedure : -
Phase- 1 : - Candidates , whose applications are accepted as per cligible criteria will be required to
appear in an objective type written examination . The written examination will consist of Paper - 1 and Paper- 11 of 150 and 100 marks respectively . The duration of Paper - 1 is 2 hours and Paper - II is 1 hour.

Phase - II : - 1 : 4 nos . of candidates will be short listed on the basis of the marks obtained in the written examination as per category wise post . The short listed candidates shall have to appear in the Computer Proficiency Test ( Practical ) for 50 Marks . The short listed candidates shall have to submit their original testimonials before appearing in the Computer Proficiency Test ( Practical ) for verification .
Phase - III: - The final list shall be prepared on the basis of aggregate marks obtained in both the Written Test and Computer Proficiency Test ( Practical ) . The selection willbe strictly on merit basis.
6. Written examination will be held on 8th November/ 2020 the call letter/ Admit Card will be notified through the https://niyukti.assam.gov.in/dclakhimpur The candidates will be able to downloads their call letter/ Admit Card from the said website .
7. The list of short listed candidates will be notified in the https://niyukti.assam.gov.in/dclakhimpur to appear in the Computer Proficiency Test ( Practical ).
8. Candidature of candidates is provisional and the Selection Committee has the right to accept or reject the candidature of any candidate at any stage of recruitment after proper scrutiny of the educational and other relevant documents .
9. No application fees shall be paid by the candidates and canvassing directly or indirectly in any form by the candidate shall lead to disqualification of his candidature .
10. The selected candidates for appointment shall have to give an undertaking that they will abide by New Pension Scheme Rule of Govt . of Assam .
