No. WR ( CON ) 7 / 2020/4.- Whereas the Executive Engineer , Sivasagar W.R. Division has informed that Shri Arun Ch . Bora , Junior Engineer of Nazira W.R. Sub - Division has been arrested in connection with the Simaluguri P.S. Case No. 74/ 20 , U/ S- 326 / 307 IPC at 11.30 PM on 14/05/2020 , as intimated by the O.C. , Simaluguri Police Station ; and
Whereas , Shri Arun Ch . Bora , Junior Engineer , Nazira W.R. Sub - Division under Sivasagar W.R. Division is detained in custody in a criminal charge for exceeding forty eight hours ; and Whereas the Governor of Assam is satisfied that there are sufficient materials on record to draw up departmental proceeding against Shri Arun Ch . Bora, Junior Engineer , Nazira W.R. Sub-Division under Sivasagar W.R. Division for his mis - conduct which amounts to violation of Rule 3( 1) ( i ) , & ( iii ) of the Assam Civil Services ( Conduct) Rules, 1965.
Whereas the Governor of Assam is further satisfied that it is necessary and expedient to place the said Shri Arun Ch . Bora , Junior Engineer , Nazira W.R. Sub - Division under suspension in public interest.
Therefore , pending drawal of departmental proceedings , Shri Arun Ch . Bora, Junior Engineer , Nazira W.R. Sub - Division is deem to place under suspension under Rule 6 ( 2) of the Assam Services ( Discipline and Appeal ) Rules , 1964 with effect from date of his arrest i.e. 14/05/2020.

No.CON.16 /2020/4.- Whereas Sri Abhijit Choudhury , Assistant Executive Engineer (C) , PWRD , Dibrugarh Territorial Road Sub- Division , Dibrugarh , Assam due to lack of proper supervision , dereliction of Govt . instructed duty during his incumbency in East Guwahati Territorial Road Division was found allegedly involved in execution of unspecified work " Improvement of Raj Bhavan Approach Road including Slope Protection with Boulder Masonry work under Guwahati City Division - I ( now East Guwahati Territorial Road Division ) underSOPD ( G) for 2018-19 " and there is prima - facie evidence to proceed against him.
Andwhereas disciplinary proceedings have been contemplated against Sri Abhijit Choudhury, AEE ( C) , PWRD for the aforesaid act ;
Now, therefore , in exercise of the powers conferred under Rule 6 of the Assam Services (Discipline& Appeal ) Rules , 1964 Sri Abhijit Choudhury , AEE ( C ) , PWRD, Dibrugarh Territorial Road Sub- Division is placed under suspension with immediate effect pending drawal of Departmental Proceedings against him.
It is not permissible for him without previous sanction of the Govt . to accept private employment or to do business while under suspension in view of the provision of Rule 12 of the Assam Civil Services ( Conduct ) Rules , 1965. If while under suspension he accepts private employment or does business in violation of Rule 12 of the Assam Civil Services ( Conduct ) Rules , 1965 , he will be guilty of misconduct and will be liable to be dealt with accordingly. He is also liable in that case to forfeit his claim for subsistence allowance . The Head Quarter of Sri Abhijit Choudhury , AEE ( C) during the period of suspension will be Dibrugarh . He will not leave the Head Quarter without prior written permission from thecompetent authority .

Division on 31/07/2020 and in the interest of public service and administrative exigency , Shri Kh . Shamsul Alam , Executive Engineer is allowed to temporarily hold the charge of Superintending Engineer, Hailakandi W.R. Circle which is held as an additional charge by Shri Achintya Roy , in additional to his own duties.

No.3 PSC / E - 4/ 2020-2021.- It is hereby notified for information to all concerned Officers that the next Half Yearly Departmental Examination will be conducted by the Commission at Guwahati/ Jorhat/Silchar & Shillong . The Dates , Venues and Programme of the examination will be notified letter on .
As per Govt. letter communicated vide Memo No.HMA.46/ 2010/ 235 - A , dated 13th October , 2011 , Officers in the rank of Inspector of Police are not permitted to appear in the Half Yearly Departmental Examination conducted by the Commission for IAS / IPS / ACS / ALRS /APS etc. officers till they are promoted to APS Junior Grade .
Non-Gazetted Police Officers will appear at the examination to be held at the Headquarter of the District in which they are serving under supervision of a separate local Examination Board in each District , which shall be conducted simultaneously with the examination on Police Law and Languages of the half Yearly Departmental Examination.
The Officers who intend to appear at the Examination to be conducted by the Commission should download the Prescribed Form viz .: " Application Form for Half Yearly Departmental Examination 2020 " from the Commission's website www.apsc.nic.in and submit the filled in Application Form to the Secretary, Assam Public Service Commission , Jawaharnagar, Khanapara , Guwahati 22 through Deputy Commissioners . SDOs with intimation to the Govt. in the Personnel ( A) Deptt. in case of IAS & ACS officers and through their District/Sub- Divisional Heads under intimation to their Administrative Deptt . in case of Officers of other Deptts . as laid down in Govt . Circular No.AAP.196/ 62 / 221 , dated 29/07/1963 . Applications not routed through proper channel shall not be entertained.
THE LAST DATE FOR RECEIPT OF THE APPLICATION IN THE COMMISSIONS OFFICE IS 30/09/2020 .

No.FRE.156/ 2006/Pt / 29.- Whereas a disciplinary proceeding against Shri V.K.Sinha, AFS , the then Forest Ranger, Jonai Range , under Dhemaji Division was drawn up vide show cause notice No. FRE.156/ 2006/ 22 dtd . 12.06.2007 based on the letter No.PG.451 / FR/Pt dated 21.03.2007 received from PCCF & HoFF , Assam and he was suspended vide this department's letter No. FRE.156/ 2006/9 dtd . 08.12.2006 ; and Whereas Shri V. K. Sinha , AFS , Forest Ranger vide letter dated 25.05.2009 submitted his written statement in defense to the charges framed against him by explaining the facts and circumstances ofthe case denying the charges ; and
Whereas it was decided to hold an enquiry into the matter and accordingly Shri B.S. Bonal , IFS, CCF ( M & E) , Guwahati was appointed as Inquiry Officer vide Notification No. FRE.156/ 2006/ 21 dtd . 30.05.2007 and Shri D.M. Singh , IFS , CF , NAC , Tezpur was appointed as Presenting Officer vide Notification No. FRE . 156/ 2006/ 21 - A dated 30.05.2007. Later , the responsibility of the enquiry was entrusted to Shri B.B. Dhar , IFS , CCF ( Vigilance) as Inquiry Officer and the then Conservator of Forests , NAC , Tezpur as Presenting Officer vide letter No. FRE.156/2006/219 & 219 - A dtd. 19.06.2009 ; and
Whereas Shri B.B. Dhar , IFS , CCF ( Vigilance) , vide letter No.PG.451 /FR/Pt/ dtd . 24.03.2010 submitted enquiry report of the Departmental Proceeding against Shri V.K.Sinha , AFS with hisfindings; and
Whereas after careful examination of the enquiry report submitted by Shri B.B. Dhar , IFS, CCF (Vigilance) it has been found that 5 ( five ) charges out of the 8 ( eight ) charges brought against Shri V.K.Sinha , FR are proved except the quantum of loss of royalty in charge No. 2 ; and
Whereas a copy of the enquiry report was sent to the DO , Shri V.K. Sinha , FR vide letter No. FRE.156/2006/329 dtd . 16.02.2017 and he had submitted prayer petition dtd . 13.07.2017 alongwith a High Court order dtd . 05.12.2016 in WP ( C) No. 6814/2016 , Shri V.K. Sinha - Vs- the State of Assam & Ors. , where he did not have comments on the findings of Inquiry Officer ; and
Whereas after careful examination of the report of the Inquiry Officer Govt . has decided to impose penalty of dismissal from service as per Rule 7 (vii ) of Assam Services ( D & A) Rule , 1964 ; and
Whereas , APSC have also agreed to the Govt.'s decision vide their endorsement U.O. No. 1472 dtd . 19.07.2019 .
Now therefore, the Governor of Assam is pleased to impose the penalty of " Dismissal from Service " upon Shri V.K.Sinha, FR and accordingly Shri V.K.Sinha , FR stands dismissed from service with immediate effect .

Term of Office : The Chairman , Vice - Chairman and Members of the Sub Divisional OBC Development Board shall hold their position in the Board at the pleasure of the State Govt. The State Govt. may change the Chairman/ Chairman/Member of the board at any time . Moreover , the term of office of the board shall not exceed 3 years .
Functions of the Sub Divisional OBC Dev . Board:
1. To select and approve list of schemes/ beneficiaries under various developmental programmes funded by the Government .
2. To oversee implementation of development schemes executed by various Sectoral Departments of the State Government for the benefit of relevant community .
3. To ensure progress of implementation of schemes and proper utilization of grants sanctioned under WPT & BC Department .
4. To review the OBC schemes and offer suggestions on proper implementation of the same to the State Government .
5. The Board shall sit at least 3 ( three) times in a financial year .
6. The Board shall monitor the implementation of schemes and report to the Government through SDWO .
TheGovernor of Assam is pleased to order that any of the members may preside over the meetings in absence of the Chairman/ Vice- Chairman on being unanimously agreed upon and one third of the total members of the board shall form quorum for holding a meeting.

Terms of reference :
1. The Committee shall review the IFS Officers in respect of : -

(a) An officer should have completed minimum 15 years of qualifying service;
(b) In the case of the State Service Officers appointed to an all Indian Service by promotion or by selection , they should have completed minimum of 5 years of actual service in the respective All India Service .
2. In case there are Officers who have completed 16 years or more of qualifying service but their review was not carried out as the rule has been amended recently . Therefore , a review is required to be carried out by the State government in respect of the officers who have completed qualifying service of 16-23 years and recommendations of the respective State governments may be sent to the Central Government for further necessary action.

Government have decided , therefore , to introduce the following system with immediate effect , which must be strictly adhered to in sending notice to the Assam Government Press for publication in the official Gazette . 1. In the first instance , it has to be noted that the printing of the weekly Gazette must be completed by the end of every Tuesday so that it may be duly published on every Wednesday.

2.Every notification and every other matter which is required to be printed and published in a particular issue of the Official Gazette must , therefore , reach the Director , Assam Government Press on the Monday of the week preceding the week in which it is required to be published. If this is not done it is infrictuous requesting the Director , Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Director .
3.Wherever it is necessary to print and publish a notification on a specified date ( excluding such Notification or communicate as are to be published in Gazette extraordinary ) clear instruction of that effect must be given to the Director , Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering .
4. To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application .
5.As for publication of any matters in a Gazette , Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue .

The Library is entirely closed on the Republic Day, Independence Day and Mahatma Gandhi's birth day on the 26th January , 15th August and 2nd October every year respectively.
Persons not less than 18 years of age are eligible to use the Library . Both the Reading Room and the Lending Section are free to be used by any one residing in any part of the India Dominion . There is no subscription to pay but only security is each essential for borrowing books .

No. KAAC/TCA/Memorandum /2019-20/209- . In pursuance of the Section No.4 -Chapter- II Composition and Duration of Town Committee . ( 1 ) of the Karbi Anglong District (Administration of Town Committees ) Act 1954, the Assam Gazette (Extraordinary ) published by the authority on 11th August 2020 and the Assam Gazette (Extraordinary) notification the 15th May 2015 ( First Amendment ) Rules , 2015 , the authority of Karbi Anglong Autonomous Council , Diphu is pleased to constitute an adhoc Dolamara Town Committee at Dolamara Karbi Anglong within the areas and description of the boundary as shown below.

For smooth functioning of the aforesaid adhoc Town Committee , the authority of Karbi Anglong Autonomous Council , Diphu is please to appoint one Chairman and 4 ( four) ward commissioner to aid and advises the chairman, they are .

The functioning of the adhoc Town Committee are as follows
1. To assess the holding of the Town areas and collect the holding taxes .
2. To create wards of the Town area with a minimum of 1000 ( one thousand ) and maximum of 5000 (five thousand) as per (First Amendment ) Rules 2015 .
3. To function as per the Karbi Anglong, District ( Constitution of Town Committee) Rules , 1958 .
4. To take step for appointment of Executive Officer/ Technical staffs and other ministerial staff as the case may be.
The adhoc committee will function till holding of fresh election or until further order by the KAAC , Diphu .
