(f) prepare bottomry and respondentia bonds , charter parties and other mercantile documents;
(g) prepare, attest or authenticate any instrument intend to take effect in any country or place outside India in such form and language as may conform to the law of the place where such deed is entitled to operate;
(h) translate and verify the translation of, any document from , one language into another;
(ha) act as a Commissioner to record evidence in any Civil or Criminal trial if so directed by any Court or Authority ;
(hb) act as an arbitrator, mediator or conciliator, if so required;
(i ) any other act which may be prescribed .
Inaddition , they may undertake functions prescribed under Rule- 11 (8) of the Notaries Rules 1956 as amended . All such notarial acts shall be done under the signature and official seal of the Notary concerned and they are entitled to charge for notarial works only such fees, not exceeding the rates prescribed under Rule-10 of the Notaries Rules, 1956 as amended .

Terms of office :
The Chairman , Vice - Chairman and Members of PIC of the ITDP shall hold their position in the board at the pleasure of the State Govt . The State Govt . may change the Chairman / Vice- chairman/Member of the board at any time . Moreover, the term of office of the board shall not exceed 3 years .
Function of the PICs :
1) To select and approve list of schemes / beneficiaries under various developmental programmes funded by the Government.
2) To oversee implementation of development schemes executed by various Sectoral Departments of the State Government for the benefit of relevant community.
3) To ensure progress of implementation of schemes and proper utilization of grants sanctioned under WPT & BC Department .
4) To review the ITDP schemes and offer suggestions on proper implementation of the same to the State Government .
5) The PIC shall sit atleast 3 ( three) times in a financial year .
6) The Board shall monitor the implementation of schemes and report to the Government through PD , ITDP.
The Governor of Assam is pleased to order that any of the members may preside over the meetings in absence of the Chairman/ Vice - Chairman on being unanimously agreed upon and one third of the total members of the Board shall form quorum for holding a meeting .

Whereas , it isdecided by the appointing authority that reinstatement of Shri Madan Mohan Deuri Bharali , SDAO ( Agmark ) , Ulubari , Assam at this stage may not be in the interest of the public service.

Now , therefore, pending drawal of departmental proceeding and arrest in the case vide ACB PS Case No. 06/2020 U /S7 / 7 (A) / 13 PC Act , 1988 (as amended 2018) for accepting bribe , the Governor of Assam is pleased to place Sri Fakhrul Islam , Forest Ranger , i /c Jonai Range under Dhemaji Division under suspension with effect from the date of his detention on 18.06.2020 under Rule 6 (2 ) of the Assam Services (Discipline & Appeal ) Rules , 1964.
The Head Quarter of Sri Fakhrul Islam , Forest Ranger ( U / S ) is fixed in the office of DFO , Dhemaji Division , Dhemaji .
During the period of suspension , Sri Fakhrul Islam , Forest Ranger (U/ S) is allowed to draw his subsistence allowance under the provision FR 53 ( I ) ( ii ) ( a ) subject to condition under sub-Rule (2 ) of F.R.53.

No.FRE.92 / 99/399 , -Whereas the Govt . of Assam vide Notification No. FRE.93 / 99/ 384 dated 17.02.2020 imposed penalty of recovery the pecuniary loss of Rs . 19.7 lakh ( Rupees nineteen lakh seventy thousand only ) from the pension of Shri Pavitra Kumar Kalita, Forest Ranger ( Retired ) under 21 of the Assam Services ( Pension ) Rules , 1969 treating the suspension period of Shri Pavitra Kumar Kalita, Forest Ranger ( Retired) as on duty for all purpose .
Whereas Shri Pavitra Kumar Kalita , Forest Ranger ( Retired ) submitted an appeal petition dated 17.03.2020 under the provisions of Rule 15 of the Assam ( Discipline and Appeal ) Rules . 1964 for recalling/rescinding the order issued vide Notification No. FRE.93/ 99/ 384 dated 17.02.2020 .
Whereas after careful examination of the appeal petition dated 17.03.2020 of Shri Pavitra Kumar Kalita , Forest Ranger ( Retired ) , the Appellate Authority directed to exempt 20% of the total money and recover 80% of the total money i.e.. Rs . 15,76,000/- from Shri Payitra Kumar Kalita, Forest Ranger ( Retired) .
Now, therefore, the Governor of Assam is pleased to reduce the recoverable amount to Rs . 15,76,000/- instead of Rs . 19,70,000/- from the pension of Shri Pavitra Kumar Kalita , Forest Ranger (Retired ) under 21 of the Assam Services ( Pension ) Rules , 1969 .

The terms and conditions fixed as per this Department's Notification No. PEL.287 / 2015 / Pt . (A)/92 dtd. 24.10.2019 shall remain the same.
