5. The Board shall sit at least 3 (three) times in a financial year .
6. The Board shall monitor the implementation of schemes and report to the Government through SDWO .

No.IPRD.88/ 2002/383.- Whereas , the Hon'ble Chief Minister , Assam visited Silchar on 4th June , 2020 to take stock of the situation arising out of landslides and held a very important meeting in the office of the Deputy Commissioner, Cachar . But , as per the report of the Director of Information and Public Relations , Assam , it is found that Smti . Indrani Goswami , Deputy Director of Information and Public Relations , Barak Valley Region (now under suspension ) remained absent from duty without obtaining prior permission from the competent authority and therefore serious mismanagement took place regarding media persons who came to cover the programme of the Hon'ble Chief Minister, Assam . A number of media persons got agitated and left the venue causing much embarrassment to the Govt.; and
Whereas, after careful examination of the report submitted by the Director of Information and Public Relations , Assam , the Government has considered this as a serious misconduct and gross negligence of duty on the part of Smti Indrani Goswami for causing an embarrassing position to the Govt and therefore , pending drawal of Departmental Proceeding , Smti Indrani Goswami was placed under suspension under Rule 6 ( 1 ) ( a ) of the Assam Services ( Disciplinary & Appeal ) Rules , 1964 with immediate effect and further orders , vide notification No.IPRD.88 /2002/340 dated 15/06/2020 and show cause notice was already issued to her vide letter No.IPRD.23/2020/53 dated 26/08/2020.
Whereas , as per the O.M No.ABP.13/2018 /Pt/35 dated 04/02/2020 of the Personnel (A) Department , the review exercise is to be carried out every three months and a decision either to lift or continue the suspension must be taken upon due application of mind on each occasion and also to review the suspension of the charged officer and thereafter passed a Reasoned Order extending the suspension order by stating the grounds .
Whereas , after careful examination of all facts and circumstances relating to this matter it is seen that the Departmental Proceeding drawn up against Smti Indrani Goswami is yet to come to its logical conclusion . The entire Departmental Proceeding against the charged officer is based on official records . Further, intimidation or coercion of witnesses against the charged officer also cannot be ruled out.
Therefore , after careful examination of the case it has been decided that Smti Indrani Goswami may not be re - instated in service till such time as the Departmental Proceeding drawn up against her is brought to its logical conclusion .

Hon'ble Gauhati High Court in para 7 has passed order that without interfering with the order of transfer passed by the notification dated 01.09.2020 in respect of the petitioner , Sri Manoj Kumar Das , Forest Ranger , it is considered appropriate by the Hon'ble Court to allow the petitioner to file a representation before the respondent no . 3 , the Secretary to the Govt . of Assam, Environment and Forest Department on or before 28.09.2020 highlighting his grievances and problems faced by the petitioner alongwith supporting documents. The respondent no.3 on receipt of such representation, will consider the said representation within a period of 7 days thereafter by taking into account the extant transfer policy and viability of posting of the petitioner at any other appropriate place , by passing a speaking order.
Also Read -Representation dated 23.09.2020 submitted by Sri Manoj Kumar Das , Forest Ranger . The officer informed that he was posted at Palashbari Range under Kamrup East Division vide transfer order dated 01.07.2017 . As informed , her wife has been suffering from uterus Leukemia disease as well as Gold bladder disease and undergoing medical treatment at Guwahati who needs constant care and treatment . The officer requested to post in and around Guwahati considering ailment of his wife .
Now after careful examination of the matter, it has been observed that Sri Manoj Kumar Das , Forest Ranger has some issues related to his wife's ailment. But it has also been observed that the officer has completed more than 3 years of continuous service in Guwahati . The Department is on the view that in the interest of public service , Sri Manoj Kumar Das , Forest Ranger and 8 others were transferred and posted vide notification dated 01.09.2020 .
In view of the above circumstances and after careful consideration of the facts and other relevant materials , grievances and problems faced by the officer and keeping view of greater public interest , as there is requirement of officers ( 4 nos . of Ranges are vacant ) and extant transfer policy it has been decided by the Competent Authority to keep in force the transfer and posting order dated 01.09.2020 in respect of Sri Manoj Kumar Das , Forest Ranger and therefore the officer has to proceed for joining the new place of posting i.e. , as Forest Ranger , i/ c Helem ( SF ) Range under Sonitpur ( SF) Division .

Sri Dalim Das , FR has stated that he has been suffering from hypertension , kidney problems . Moreover , the officer was recovered from Covid- 19 . Sri Dalim Das , FR has submitted some medical certificates requested to post him in Guwahati so that he can avail medical facilities . Moreover , he has stated that there are two vacant posts in Guwahati .
The officer also stated that the officer was posted during 2012-14 as Range Officer , BIEO in Guwahati under Home Department on deputation , as Range Forest Officer in Sonapur Range under Kamrup East Division during 2015-17 , and Range Forest Officer at Protection Squad Range under Kamrup East Division since April , 2017 to till date. It appears that the Officer has been posted in an around Kamrup District for last 7 ( seven ) years . It has been observed that Shri Dalim Das , FR has beenworking in an around Guwahati for several years and also has medical issues .
After careful consideration of the above facts and other relevant materials and also keeping view of public interest, it is observed that there is requirement of officers at Gogamukh SF Range under Lakhimpur SF Division , therefore competent authority may direct Shri Dalim Das , FR to join at Gogamukh SF Range , 699 PART- II ( A) ]

I am directed to say that it has come to the notice of Government that important notification having bearing on statutes and matters of immediate public interest are sometimes published in the Official Gazette on date much later than prescribed. Government have decided , therefore , to introduce the following system with immediate effect , which must be strictly adhered to in sending notice to the Assam Government Press for publication in the official Gazette .
1. In the first instance , it has to be noted that the printing of the weekly Gazette must be completed by the end of every Tuesday so that it may be duly published on every Wednesday.

2.Every notification and every other matter which is required to be printed and published in a particular issue of the Official Gazette must , therefore , reach the Director , Assam Government Press on the Monday of the week preceding the week in which it is required to be published . If this is not done it is infrictuous requesting the Director, Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Director .
3.Wherever it is necessary to print and publish a notification on a specified date ( excluding such Notification or communicate as are to be published in Gazette extraordinary ) clear instruction ofthat effect must be given to the Director, Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering .
4. To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application .
5. As for publication of any matters in a Gazette , Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue .

The Reading Room at Belvedere and the Lending Section of this Library are open on all working days from 9 a . m . to 8. p . m. and from 10 a. m . to 5 p . m . on Sunday and holidays notified by the Library and the Second Saturday of every month.
The Reading Room at Esplanode is open on all working days from10 a . m . to 5 p . m.
The Childrens Wing at Belvedere remains open on all working days from 3 p . m . to 6 p . m. and Sundays and Holidays from 10 a. m . to 5 p . m . for the children between 5 and 14 years .
The Library is entirely closed on the Republic Day , Independence Day and Mahatma Gandhi's birth day on the 26th January, 15th August and 2nd October every year respectively.
Persons not less than 18 years of age are eligible to use the Library . Both the Reading Room and the Lending Section are free to be used by any one residing in any part of the India Dominion . There is no subscription to pay but only security is each essential for borrowing books .
