No.AGA.583 / 2019/ 59. - Wheresas . as per the news published in daily newspaper dtd.2.8.2019 & 3.8.2019 . an enquiry was instituted against allegations of Shri Manoj Kr . Baishya , the then ADO Morigaon cum Nodal Officer PM- KISAN . Basing on the enquiry report submitted by DDA 0/0 the DOA. Khanapara . Shri Manoj Kr . Baishya was placed under suspension vide order No. AGA 463.2019/ 8 , dtd . 6th Sept. 2019 .
AND
Whereas , a DP was initiated against him issuing show cause notice vide No.AGA 583/2019/23 , dtd 20th Dec. 2019 on charges that Shri Manoj Kr . Baishya . the then ADO Morigaon & Nodal Officer , PM- KISAN cell , Morigaon District failed to monitor the activities of the MIS operator regarding the complete disclosing of the password by saving the password in each of the computer operator which caused doubtful data entry and also Shri Manoj Kr. Baishya failed to submit the daily data entry progress report for the days 30th and 31st July 2019 which amount to lack of commitment , sincerity , lack of administrative and doubtful integrity.
AND
Whereas , Shri Manoj Kr Baishya, the then ADO . Morigaon submitted his written reply in defense vide letter No nil . dtd 20.01.2020 , wherein he categorically denied the charges framed againsthim.
AND
Whereas , not being satisfied with the written reply submitted by the Delinquent Officer . the disciplinary authority further decided to enquire into the matter and accordingly , the Secretary to the Govt . of Assam . Agriculture Department was appointed as Enquiry Officer under the provision of Rule 9 (4) of the Assam Service ( Discipline and Appeal ) Rules . 1964 vide letter No. AGA 583/2019/38 , dtd . 30.05.2020 .

As per the findings of enquiry report. the allegations against Shri Manoj Kr. Baishya could notbe proved but the Officer could not keep the secrecy of password generated for data entry iperation.
AND
Whereas , after careful examination of the enquiry report and on the basis of all the other relevant supportive documents and having regard to evidences and circumstances appearing in the case the Governor of Assam is pleased to accept the findings of the Enquiry Officer . Assam and is of the opinion that the Departmental Proceeding drawn up against the Delinquent Official is to be dropped .
Accordingly , the Governor of Assam is pleased to conclude the departmental proceeding drawn up against Shri Manoj Kr . Baishya . the then ADO ( now suspended ) by dropping the charges leveled against him with imposition of penalty of censure as per Rule 7 ( i ) of Assam service Discipline and Appeal (Rule ) 1964. The period of suspension of the office w.e.f. 6.09.2019 till reinstatement in service will be treated as on duty for pension purpose only.
With the above order the case is finally disposed off.

2.Part IX- Advertisement and Notices sent by Offices financialy independent of Government and Centre and other Government Department are published on payment of charges at prescribed rate . Private advertisement and notices are also inserted on payment if received through the respective Deputy Commissioner or Sub - Divisional Officer .
3.Application for the Gazette should be addressed to the Publisher , Assam Gazette , Guwahati and must be accompanied by a remittance .
4.Applications for the free supply of the Gazette on " the Public service " should be addressed to the Under Secretary to the Government of Assam , General Administration (Printing and Stationery Department . ) Dispur .
5. Complaints regarding non - receipt of any number , part or page of the Gazette should be forwarded within two weeks of the date on which such number or page is due .
6. Subscribers will please note that their Gazette will be discontinued at the date of expiry unless it is renewed before such expiry.

[Attention of all officers ending matters for publication in the Assam Gazette is drawn to the following Government circular with the request that instructions contained therein may kindly be strictly adhered the orders to avoid delay in publication of Notification in the Assam Gazette : - ]
Lett . No. PG. 22 / 70/P - II / 1 , dated Shillong , the 2nd June , 1970 from the Chief Secretary to the Government ofAssam to all Administrative Departments , all Head of Departments , All Deputy Commissioners and Sub - Divisional Officers .
SUBJECT : - Timely publication of Government Notifications and other important matters in the weekly Official Gazette .
Iam directed to say that it has come to the notice of Government that important notification having bearing on statutes and matters of immediate public interest are sometimes published in the Official Gazette on date much later than prescribed . Government have decided , therefore , to introduce the following system with immediate effect, which must be strictly adhered to in sending notice to the Assam Government Press for publication in the Official Gazette .
1.Inthe first instance , it has to be noted that the printing of the weekly Gazette must be completed by the end of every Tuesday so that it may be duly published on every Wednesday.

2. Every notification and every other matter which is required to be printed and published in a particular issue of the Official Gazette must , therefore, reach the Director, Assam Government Press on the Monday of the week preceding the week in which it is required to be published . If this is not done it is infructuous requesting the Director , Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Director.
3.Wherever it is necessary to print and publish a notification on a specified date (excluding such Notification or communicate as are to be published in Gazette extraordinary ) clear instruction of that effect must be given to the Director, Assam Government Press, both on the body of such notification within the indication at the top in the red ink and is a separate covering.
4. To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application .
5. As for publication of any matters in a Gazette , Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue .

The Kamarupa Anusandhana Samiti or the Assam Research Society, Gauhati is the main subject in the carrying on researches in the matter relating to History Archaeology Ethography, etc. It has a library of rare books . Journal / historical and antiquarian subjects . The premises of the Samiti , situated on the southern bank of the Dighali Tank , Gauhati , remains open from 2 p. m . to 5 p . m . on all days except Monday and Gazetted and local holidays or which it remains closed .
Information which may lead to the recovery of any historical religion article including more manuscript will be thankfully received.

The Reading Room at Belvedere and the Lending Section of this Library are open on all working days from 9 a . m. to 8. p . m. and from 10 a. m . to 5 p. m . on Sunday and holidays notified by the Library and the Second Saturday of every month.
The Reading Room at Esplanode is open on all working days from10 a . m . to 5 p. m .
The Childrens Wing at Belvedere remains open on all working days from 3 p. m. to 6 p . m . and Sundays and Holidays from 10 a. m . to 5 p . m. for the children between 5 and 14 years .
The Library is entirely closed on the Republic Day , Independence Day and Mahatma Gandhi's birth day on the 26th January, 15th August and 2nd October every year respectively.
Persons not less than 18 years of age are eligible to use the Library. Both the Reading Room and the Lending Section are free to be used by any one residing in any part of the India Dominion . There is no subscription to pay but only security is each essential for borrowing books .

Age Relaxation::

12. Education Qualification :
a. The candidate must be a graduate in any discipline from a Govt. recognized Institution and must possess a minimum 6 (six ) months Diploma /Certificate in Computer Application from anInstitute recognized by the Government .
