Term of Office : The Chairman , Vice- Chairman and Members of the Sub Divisional OBC Development Board shall hold their position in the Board at the pleasure of the State Govt . The State Govt . may change the Chairman/Vice Chairman/Member of the board at any time . Moreover , the term of office of the board shall not exceed 3 years .
Functions of the Sub Divisional OBC Dev . Board :
1. To select and approve list of schemes/ beneficiaries under various developmental programmes funded by the Government.
2. To oversee implementation of development schemes executed by various Sectoral Departments of the State Government for the benefit of relevant community .
3. To ensure progress of implementation of schemes and proper utilization of grants sanctioned under WPT & BC Department .
4. To review the OBC schemes and offer suggestions on proper implementation of the same to the State Government .
5. The Board shall sit at least 3 (three) times in a financial year .
6. The Board shall monitor the implementation of schemes and report to the Government through SDWO .
The Governor of Assam is pleased to order that any of the members may preside over the meetings in absence of the Chairman/Vice-Chairman on being unanimously agreed upon and one third of the total members of the board shall form quorum for holding ameeting.

ORDER
The 29th December, 2020
No. FRE.110/2018/Pt/48 . Whereas vide Govt . Order No. FRE.110/2018 / 16 dated 22.02.2019 , Shri Binod kumar Payeng , AFS , ACF , the then in charge Forest Ranger , Lowaripoa Range under Karimganj Division , now ACF , attached to the office of the Director , Assam Forest School , Jalukbari was exonerated from all the charges leveled against him vide Show Cause Notice No. FRE.129/ 93 / 140 , dated 19.10.1993 and accordingly the Departmental Proceeding was disposed of; and
Whereas the Selection Committee for selection of officers for promotion from Assistant Conservator Forests ( ACF ) to Deputy Conservator Forests (DCF) held on 11.12.2018 decided to keep the recommendation in respect of Shri Binod Kumar Payeng , AFS , ACF in Sealed Cover until finalization of the Departmental Proceeding drawn against him . The Committee also decided to keep vacant post of DCF to accommodate Shri Binod Kumar Payeng , AFS , ACF ( Roster Point STP- 25 ) ; and
Whereas , Shri Kamleshwar Thakuria, the then ACF , immediate junior to Shri Binod Kumar Payeng , AFS , ACF was promoted to the rank of DCF and posted as DCF , attached to the CF , Southern Assam Circle , Silchar vide Govt . Notification No. FRE.21 / 2015 /31 , dated 14.10.2015 , and
Whereas on exoneration from all the charges upon conclusion of the Departmental Proceeding , the recommendation of the Selection Committee held on 11.12.2018 in Sealed Cover in respect of Shri Binod Kumar Payeng , AFS , ACF was placed before the authority on 11.12.2020. The authority observed that Shri Binod Kumar Payeng , AFS , ACF has been recommended for promotion without loss of seniority upon exoneration from all the charges drawn against him .
Now therefore , subject to reversion without notice and assigning any reason thereof, the Governor of Assam is pleased to promote Shri Binod Kumar Payeng , AFS , ACF to the rank of DCF in the Pay Scale of Pay Band- 4 , Rs . 30,000-1,10,000/- with Grade Pay Rs . 14,500/- under ROP 2017 under Rule - 4 ( C) of Assam Forest Service , Class- I , Rule , 1942 with effect from the date of joining to his place of posting .
In the interest of public service , on promotion to the rank of Deputy Conservator Forests ( DCF ) , Shri Binod Kumar Payeng , AFS , ACF , attached to the office of the CCF( T) , Central Assam Circle , Guwahati is transferred and posted as Deputy Conservator of Forest attached to the office of the Conservator of Forest , Central Southern Assam Social Forestry Circle , Guwahati against the existing vacancy.

The Chairman , Vice - Chairman and Members of PIC of the ITDP shall hold their position in the board at the pleasure of the State Govt . The State Govt . may change the Chairman/ Vice- chairman/ Member of the board at any time . Moreover , the term of office of the board shall not exceed 3 years .
Function of the PICs :
1) To select and approve list of schemes / beneficiaries under various developmental programmes funded by the Government .
2) To oversee implementation of development schemes executed by various Sectoral Departments of the State Government for the benefit of relevant community.
3) To ensure progress of implementation of schemes and proper utilization of grants sanctioned under WPT & BC Department .
4) To review the ITDP schemes and offer suggestions on proper implementation of the same to the State Government .
5) The PIC shall sit atleast 3 (three ) times in a financial year .
6) The Board shall monitor the implementation of schemes and report to the Government through PD , ITDP .
TheGovernor of Assam is pleased to order that any of the members may preside over the meetings in absence of the Chairman / Vice - Chairman on being unanimously agreed upon and one third of the total members of the Board shall form quorum for holding a meeting .

8. A hard copy of technical bid submitted online is to be submitted to this office latest by 10- 02-2021 upto 05:00 P.M. for evaluation purpose . For any discrepancy between the online bid and the hard copy of the bid , the online bid will prevail and will be considered for evaluation .

10. The bidders should submit valid Electrical License for executing electrification works of the project and should have executed similar nature electrical Works for minimum amount of Rs.8,00,000.00/- ( Rupees Eight Lakh ) only in a single job . In case the bidders are not in possession of such License , the bidders must enter into a collaboration/ tie - up agreement with such License holder having requisite experience . Necessary documents should be furnished along with the bid .
12. Registered Contractor/ Firm/ Private Limited company having experience of single work of similar nature or RCC Civil work of value Rs . 80,00,000/- ( Rupees Eighty lakh ) in any one of last 5 ( five) years and Average Annual Financial Turnover of not less than Rs.80,00,000/- (Rupees Eighty lakh ) only in any one of last 5 (five ) years are eligible to Participate in the Tender.
13. The contractors shall be responsible for defect liability period of 12 (twelve ) months after the handing over the project . An undertaking should be submitted by the tenderer to this effect.
14. Taxes as per rule in force will be deducted from the bill at the time of payment .
15. Theauthority is not bound to accept and make allotment to the lowest tenderer and reserves the right to reject any or all the tenders received without assigning any reason .
16. Tenderers must submit a detailed work plan for completion of the work within the stipulated timeof completion i.e Bar chart along with the tender papers.
17. All terms and conditions will be as per the bid document .
