Functions of the Sub Divisional OBC Dev . Board :
1. To select and approve list of schemes/ beneficiaries under various developmental programmes funded by the Government .
2. To oversee implementation of development schemes executed by various Sectoral Departments of the State Government for the benefit of relevant community .
3. To ensure progress of implementation of schemes and proper utilization of grants sanctioned under WPT & BC Department .
4. To review the OBC schemes and offer suggestions on proper implementation of the same to the State Government .
5. The Board shall sit at least 3 ( three) times in a financial year .
6. The Board shall monitor the implementation of schemes and report to the Government through SDWO .
The Governor of Assam is pleased to order that any of the members may preside over the meetings in absence of the Chairman/Vice-Chairman on being unanimously agreed upon and one third of the total members of the board shall form quorum for holding a meeting.

ORDER
The 31st January, 2021
No. IPRD.30/ 2011 / 258.- Whereas , Sri Ranjit Gogoi has been placed under suspension vide notification No.IPRD . 107/2017/246 , dtd . 14/11/2017 w.e.f. 07/11/2017 , the date of his arrest in connection with vigilance SP Case No.08/17 . On receipt of the report/ consent received from Inspector General of Police , CM's Special Vigilance Cell in regards to sharing of enquiry report , Departmental Proceeding was initiated against Shri Ranjit Gogoi and other accused. The Judicial Department has also advised to review the suspension of the charged officer and thereafter passed a Reasoned Order extending the suspension order by stating the grounds and the review exercise is to be carried out every three months and a decision either to iift or continue the suspension must be taken upon due application of mind on each occasion . Accordingly, the suspension of Sri Ranjit Gogoi was reviewed and decided to continue the suspension of Sri R. Gogoi vide Govt . Order No. IPRD.30/2011/ 257 , Dated Dispur , the 5th September , 2020; and
Whereas, after due consideration of all facts and circumstances relating to this matter it is seen that the Departmental Proceeding drawn up against Shri Ranjit Gogoi is yet to come to its logical conclusion . The entire Departmental Proceeding against the charged officer was based on official records pertaining to the office Shri Ranjit Gogoi held before the suspension and the period of his incumbency as Director of Information & Public Relations , Assam . All the relevant documents containing evidence against Shri Ranjit Gogoi is in public domain and is accessible by office of the Director of Information & Public Relations , Assam . Thus , it is considered expedient to ensure that confidentiality of the relevant documents and ensuring measures to avoid any tampering what so ever is prime importance for judicious objective and fact based conclusion of Departmental Proceeding instituted; and
Whereas , although , as per report of the Superintendent of Police , Chief Minister's Vigilance Cell , vide his letter No.SVC/ R.S.I / Case No.08 / 2017 / 2020/ 1491 ,dtd . 30.12.2020, the charge - sheet against the charged officer has been submitted before the Hon'ble Gauhati High Court, re - instatement of the charged officer may influence such material witnesses which will result in less than judicious and objective conclusion of the matter . Further, intimidation or coercion of witnesses against the charged officer also cannot be ruled out ; and
Therefore, after careful examination of the case , the Governor of Assam is pleased to decide that Shri Ranjit Gogoi may not be re - instated in service till such time as the Departmental Proceeding drawn up against him is brought to logical conclusion .

Function of the Boards :
i) To select and approve list of schemes / beneficiaries under various developmental programmes funded by the Government .
ii) To oversee implementation of development schemes executed by various Sectoral Departments of the State Government for the benefit of relevant community.
iii ) To ensure progress of implementation of schemes and proper utilization of grants sanctioned under WPT & BC Department.
iv ) To review the ST schemes and offer suggestions on proper implementation of the same to the State Government .
v) The Development Board shall sit atleast 3 ( three) times in a financial year .
vi ) The Board shall monitor the implementation of schemes and report to the Government through SDWO .
The Governor of Assam is pleased to order that any of the members may preside over the meetings in absence of the Chairman/ Vice - Chairman on being unanimously agreed upon and one third of the total members of the Board shall form quorum for holding a meeting .

No.PHED - 120/ 2011 / 165.- Whereas the preliminary inspection report received through Deputy Secretary to the Govt . of Assam , Skill Employment & Entrepreneurship Department reveals misappropriation of Govt . money on the part of Shri Kamal Das the then AE ( PHE ) office of the WSSO , PHED and there are sufficient materials on records including recommendations received from the appropriate authority for drawal of Departmental Proceeding against Shri Kamal Das , AE ( PHE ) ; and
Whereas the Governor of Assam was satisfied that it was necessary and expedient in the interest of public service to place Shri Kamal Das , under suspension ; and
Whereas the Governor of Assam , in exercise of power conferred under Rule 6( 1 ) ( a ) of the Assam Services (Discipline and Appeal ) Rule 1964 was pleased to place Shri Kamal Das , now AEE ( PHE) O / o the Orang ( PHE) Sub - Division under suspension with immediate effect pending drawal of Departmental Proceeding vide No. PHED - 120 / 2011 / 153 , dtd 27/01/2020 ; and
Whereas vide letter No. PHED - 120 / 2011 / 154 , dtd 01/02/2020 Shri Kamal Das , was asked to show cause under Rule 9 of the Assam Services (Discipline and Appeal ) Rule , 1964 read with article 311 of the Constitution of India , why any of the penalties prescribed in Rule 7 of the aforesaid rules should not be inflicted on the charge of misappropriation of money ; and
Whereas the Executive Engineer ( PHE ) , Mangaldoi ( PHE) Division vide his letter No. PHEE / MGI / P - 575 / 2020-21 / 5874 , dtd 06/11/2020 reveals that Shri Kamal Das , AEE , PHE , Orang Sub Division met with a major road accident on 24th June , 2019 on his way to Sivasagar and immediately he was admitted to Jorhat Medical College & Hospital with critical condition and subsequently thereafter shifted to Health City Hospital , Khanapara , Guwahati ;
Whereas wife of Shri Kamal Das represented before the Govt . vide her letter dtd . 21/09/2020 and expressed that her husband is still in Hospital in an unconscious position and his family has been passing through a very peculiar financial hardship and there is hardly any chance that he will recover from such a critical condition and be able to resume his duties anymore and in such a situation they will have no other alternative but to apply for his voluntary retirement ;
Whereas taking into account the very unusual situation this hapless family of the incumbent has been experiencing presently and also considering the whole episode on humanitarian ground and to give justice to this ill - fated family it is now absolutely necessary to take a decision towards supporting the family of Shri Kamal Das at this hour of severe crisis ;
Now, therefore , the undersigned in exercise of the powers conferred by Rule 6 (5) of the Assam Services ( Discipline and Appeal ) Rule 1964 , hereby revokes the said order of suspension with immediate effect .

Once selected , if the tenderer fails to supply the indented articles , the security money of the tenderer will be forfeited and will be debarred from submitting any tender in future .
7. The successful tenderer will have to furnish security deposit at the rate of 5% of the total value of the annual contract and sign an agreement with the undersigned on behalf of the Governor of Assam at call and must fulfill the terms and condition of the contract . 6. Onlinemode of submission of both Technical and Financial Bid is mandatory , Manual submission of Bid will not be accepted.
7. Inthe event of date of bid opening being a holiday, the activities will take place on the next working day .
8. Original copy of the following documents must be submitted on or before 28.12.2020 up to 17.00 hrs . at the office
oftheundersigned .
(a) Original Power of Attorney for signing the BID .
(b ) Bid Securities in the form of Bank Guarantee shall be valid for 45 days beyond the validity of bid/ FDR from a
Nationalized/Scheduled Bank (Original copy)
(C) Original DD/ Banker's Cheque as cost of bid document is to be submitted Rs. 3000.00 for the above mentioned works in favour of " Assam State Road Board Maintenance (Roads) Fund " , A/C No. 10566991479 of S.B.I. New Guwahati Branch of Branch Code No. 221 towards cost of Bid document for the job .
(d) A hard copy of the Technical bid submitted online is to be submitted by the bidders in sealed cover
for evaluations during office hours on or before 28.12.2020 .
9. Biddersareadvised to scan their Technical Papers at 100dpi ( In Black & White mode) in
" pdf" format for multiple pages with maximum file size of 25 MB . If numbers of pages
exceeds , the bidders are advised to create multiple files and upload the same in " Upload Additional Documents" stage.
10.All the interested bidders are requested to read the bid document carefully before submission of
theirbid.
11. Theprospective bidders may visit the proposed work site before submission of tender .
12.Any modification of Tender may be seen in the PWD portal www.assamtenders.gov.in .
