The Chairman, Vice - Chairman and Members of the Sub Divisional ST Development Board shall hold their position in the board at the pleasure of the State Govt . The State Govt . may change the Chairman/ Vice- chairman/ Member of the board at any time . Moreover , the term of office of the board shall not exceed 3 years .
Function of the Boards:
i) To select and approve list of schemes/ beneficiaries under various developmental programmes funded by the Government.
ii) To oversee implementation of development schemes executed by various Sectoral Departments of the State Government for the benefit of relevant community .
iii ) To ensure progress of implementation of schemes and proper utilization of grants sanctioned under WPT & BC Department .
iv) To review the ST schemes and offer suggestions on proper implementation of the same to the State Government .
v) The Development Board shall sit atleast 3 ( three ) times in a financial year .
vi ) The Board shall monitor the implementation of schemes and report to the Government through SDWO .
TheGovernor of Assam is pleased to order that any of the members may preside over the meetings in absence of the Chairman/ Vice- Chairman on being unanimously agreed upon and one third of the total members of the Board shall form quorum for holding a meeting .

No. SYW.86/ 2016/ 285. - Whereas it had come to know that during the tenure of Smti . Monurama Das . as District Sports Officer , Barpeta , there were allegations of misutilization of Govt . fund under PYKKA Scheme for the Financial Year 2014-15 ; and
Whereas , a preliminary joint inquiry on the matter was conducted by 2 ( two) officers of the rank of Assistant Director, Sports & Youth Welfare . Assam ; and
Whereas , based on the preliminary inquiry report , Smti . Monurama Das , the then District Sports Officer, Barpeta was placed under suspension vide Notification No.SYW.137/2015/ 8 Dated 10/8/2015 and subsequently reinstated in service vide Notification No. SYW.198/2015 / 74 Dated 23/11/2015 in compliance of Hon'ble Gauhati High Court's Order Dated 15/10/2015 in WP( C ) 5744/2015 ; and
Whereas Departmental Proceedings was drawn up against Smti . Monurama Das . District Sports Officer vide Show Cause Notice No. SYW.137 / 2015/ 35 Dated 16/11/2015 ; and
Whereas Smti . Monurama Das had submitted her written statement of defence vide her letter dated 9/12/2015 and denied the charges framed against her and stated that the irregularities in the implementation of the scheme were committed inadvertently and unwillingly ; and 330

Whereas , having not been satisfied with the written statement of defence submitted by Smti . Monurama Das , and after careful consideration of all aspects, the Govt . decided to enquire into the allegations and therefore appointed the State Enquiry Officer . Assam as Inquiry Officer to enquire into the charges framed against Smti Monurama Das vide Notification No.SYW.86/ 2016 / 27 Dated 13/6/2016 ; and
Whereas , the Inquiry Officer after causing an inquiry into the charges submitted her report to the Disciplinary Authority vide Letter No. ABE.5 /2016/ 142 Dated 3/8/2018 wherein the Inquiry Officer concluded that the charges for violations of provisions of Rule 95 ( 1 ) of the Assam Financial Rules and Rule 3 ( 1 ) ( iii ) of the Assam Civil Service ( Conduct ) Rules . 1965 is proved beyond reasonable doubt from the available materials and records .
Whereas , the enquiry report was served to the delinquent officer for submitting her representation if any against the report vide letter No.SYW.86 / 2016 / 68 Dated 13/3/2019 .
Whereas , Smti . Monurama Das submitted her representation against the inquiry report vide her letter No. Nil dated 5/4/2019 expressing her dissatisfaction upon the inquiry report .
Whereas , after having considered the representation of the delinquent officer and after careful examination of the report of the Inquiry Officer and materials on records and also in consideration of the facts and circumstances of the case, it has been decided to impose the minor penalties of ' withholding 2 ( two ) annual increments with cumulative effect ' from the pay of the delinquent officer under Rule 7 ( ii ) of the Assam Services ( Discipline and Appeal ) Rules , 1964 ; and
Whereas , the Sports and Youth Welfare Department had sought the views of the Assam Public Service Commission regarding the proposed penalty against the delinquent officer and the Commission vide their endorsement under U/ O Issue No. 1528 dated 12/8/2020 agreed to the proposed penalties against the delinquent officer , Smti . Monurama Das ; and
Therefore , the Governor of Assam is pleased to impose the penalties of ' withholding 2 ( two ) annual increments with cumulative effect ' from the pay of the delinquent officer under Rule 7 ( ii ) of the Assam Services ( Discipline and Appeal ) Rules , 1964 against Smti . Monurama Das the then District Sports Officer , Barpeta , now District Sports Officer , Golaghat (U/ S ) .
The period of suspension w.e.f. 10/8/2015 to 15/10/2015 is treated as on duty for the purposes of pensionary benefits only. It has been decided to pay proportionate pay under the provision of sub- rule 5 and 9 of F.R.54 ( B) which is restricted to the subsistence allowance already paid to Smti . Monurama Das .
With this order the Departmental Proceedings drawn up against Smti. Monurama Das vide Show Cause Notice No. SYW.137 / 2015 / 35 Dated 16/11/2015 is accordingly disposed off.

2.Part IX- Advertisement and Notices sent by Offices financialy independent of Government and Centre and other Government Department are published on payment of charges at prescribed rate . Private advertisement and notices are also inserted on payment if received through the respective Deputy Commissioner or Sub - Divisional Officer.
3.Application for the Gazette should be addressed to the Publisher , Assam Gazette , Guwahati and must be accompanied by a remittance .
4.Applications for the free supply of the Gazette on " the Public service " should be addressed to the Under Secretary to the Government of Assam , General Administration ( Printing and Stationery Department . ) Dispur .
5. Complaints regarding non - receipt of any number, part or page of the Gazette should be forwarded within two weeks of the date on which such number or page is due .
6. Subscribers will please note that their Gazette will be discontinued at the date of expiry unless it is renewed before such expiry.
7. Remittances by money or Postal Order or Bank draft payable at the State Bank of India, New Guwahati will only be accepted . Out - station Cheques may kindly be avoided.
8. The half- yearly subscriptions will be half of the annual rate . Subscriptions are accepted circle annually or half- yearly commencing from 1st April to 31st March ofthe year and half-yearly from 1st April to 30th September and from 1st October to 31st March of the year.

SUBJECT : - Timely publication of Government Notifications and other important matters in the weekly Official Gazette .
I am directed to say that it has come to the notice of Government that important notification having bearing on statutes and matters of immediate public interest are sometimes published in the Official Gazette on date much later than prescribed. Government have decided , therefore , to introduce the following system with immediate effect, which must be strictly adhered to in sending notice to the Assam Government Press for publication in the Official Gazette .
1. In the first instance, it has to be noted that the printing of the weekly Gazette must be completed by the end of every Tuesday so that it may be duly published on every Wednesday.

2.Every notification and every other matter which is required to be printed and published in a particular issue of the Official Gazette must , therefore , reach the Director , Assam Government Press on the Monday of the week preceding the week in which it is required to be published . If this is not done it is infructuous requesting the Director , Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Director.
3. Wherever it is necessary to print and publish a notification on a specified date ( excluding such Notification or communicate as are to be published in Gazette extraordinary) clear instruction ofthat effect mustbe given to the Director, Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering .
4. To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application .
5. As for publication of any matters in a Gazette , Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue .
I am to request you to acknowledge the receipt of this letter and confirmed that the instructions have been duly voted. If you have suggestion on this behalf they may please be communicated.

The Kamarupa Anusandhana Samiti or the Assam Research Society, Gauhati is the main subject in the carrying on researches in the matter relating to History Archaeology Ethography, etc. It has a library of rare books . Journal /historical and antiquarian subjects . The premises of the Samiti , situated on the southern bank of the Dighali Tank , Gauhati , remains open from 2 p . m . to 5 p. m . on all days except Monday and Gazetted and local holidays or which it remains closed.
Information which may lead to the recovery of any historical religion article including more manuscript will be thankfully received .

The Reading Room at Belvedere and the Lending Section of this Library are open on all working days from 9 a. m. to 8. p . m . and from 10 a . m . to 5 p . m . on Sunday and holidays notified by the Library and the Second Saturday of every month .
The Reading Room at Esplanode is open on all working days from10 a. m . to 5 p . m.
The Childrens Wing at Belvedere remains open on all working days from 3 p. m . to 6 p . m . and Sundays and Holidays from 10 a. m . to 5 p . m . for the children between 5 and 14 years .
The Library is entirely closed on the Republic Day, Independence Day and Mahatma Gandhi's birth day on the 26th January, 15th August and 2nd October every year respectively .
Persons not less than 18 years of age are eligible to use the Library . Both the Reading Room and the Lending Section are free to be used by any one residing in any part of the India Dominion . There is no subscription to pay but only security is each essential for borrowing books .
