No. SKE.42/ 2021/ 32.- In pursuance of the decision taken in the cabinet meeting held on 07/07/2021 , it is decided to initiate online registration process in all the Employment Exchanges .
( 1 ) Software Development : The software developed by NIC , Guwahati under support of ARIAS Society will be used for online registration .
Maintenance of the Employment Portal : The Employment Portal will be hosted , maintained & updated/ upgraded by NIC with a provision for API linkage with NCS ( National Career Service ) Portal of the Government of India , under the Ministry of Labour & Employment .
(2) Launch of Employment Portal : Online Portal will be launched within a month from the date ofCabinet approval .
Information & Communication Technology ( ICT) Infrastructure : Necessary IT hardware furniture- fixtures , etc. Will be provided to all the Employment Exchanges within next 15 (fifteen) days .
(3) Manual Registration to be discontinued : Candidates who do not possess Aadhaar Card but applying online will have to approach their concerned Employment Exchange with relevant documents for physical verification , which is relaxed only upto 31 March , 2022 .
(4) Process of Registration : All new applicants will be allowed to register online . The applicants who have already registered and their cards are still valid, will be given option of entering their previous registration number to retain the date of their initial registration .
(5 ) AADHAAR based verification : The permanent address of the candidates in the Online Registration will be verified online through AADHAAR ( UIDAI Database ) and linked with AADHAAR in place of physical verification of documents in the existing system . Candidates having Aadhaar Card with permanent address within the state of Assam will be allowed to Register& Re- Register Online without visiting the Employment Exchange .
(6) Validity Period : The Registration of the candidates in the Employment Exchanges will be valid for a period of 3 ( three ) years . After completion of 3 ( three ) years , registration will automatically lapse unless it is renewed by the applicant .
(7) Validity of Present Registration : The existing manual database will be valid upto 31 March , 2022 .
Thisorder will supersede all the earlier Government Circulars related to Registration in Employment Exchanges .
Skill , Employment & Entrepreneurship Department will further issue necessary order / guidelines for proper management of new system of Online Registration in Employment Exchanges.
The Notification will come into force with immediate effect .

No.BPDD.61 / 2021/1. - Governor of Assam is pleased to decide defraying the cost of litigation on normative basis in respect of civil and criminal litigation faced by the government servants in the jurisdiction of the neighbouring states in connection with their actions taken for border protection . The legal expenses incurred on the litigations by the government servants will be borne by the Govt. of Assam as per procedure prescribed below: -
( a) Legal expenses shall be borne by the Government only if their role in Border Protection works is certified by Border Protection Department on recommendation of Deputy Commissioner of the concerned district.
( b) Expenses will be paid till the final disposal of the case even if the Government servant has superannuated in the mean time .
(c) Proposals are to be forwarded by Deputy Commissioners of concerned Districts to Border Protection and Development Department .
( d) A separate head of account to be created in the budget of Border Protection and Development Department to defray the expenses .
(e) The officer shall furnish a non duplicity certificate along with claim for payment.
(f) Following expenses shall be borne from the above head of account :
1. TA/ DA to the government servants for any litigation related travel for attending court as per admissibility .
2. Advocate fees , other legal expenses , conveyance and all miscellaneous
expenses incurred by the Advocate concerned will be paid as per approved rates of the Judicial Department .

2.Part IX- Advertisement and Notices sent by Offices financialy independent of Government and Centre and other Government Department are published on payment of charges at prescribed rate . Private advertisement and notices are also inserted on payment if received through the respective Deputy Commissioner or Sub -Divisional Officer.

SUBJECT : - Timely publication of Government Notifications and other important matters in the weekly Official Gazette .
I am directed to say that it has come to the notice of Government that important notification having bearing on statutes and matters ofimmediate public interest are sometimes published in the Official Gazette on date much later than prescribed . Government have decided, therefore , to introduce the following system with immediate effect , which must be strictly adhered to in sending notice to the Assam Government Press for publication in the Official Gazette . 1.Inthe first instance , it has to be noted that the printing of the weekly Gazette must be completed bythe end ofevery Tuesday so that it may be duly published on every Wednesday.

2. Every notification and every other matter which is required to be printed and published in a particular issue of the Official Gazette must , therefore , reach the Director , Assam Government Press on the Monday of the week preceding the week in which it is required to be published . If this is not done it is infructuous requesting the Director, Assam Government Press to publish such notification or other matter in the next issue of the Gazette , the expression usually inserted in all endorsements made to the Director.
3.Wherever it is necessary to print and publish a notification on a specified date ( excluding such Notification or communicate as are to be published in Gazette extraordinary) clear instruction of that effect must be given to the Director , Assam Government Press , both on the body of such notification within the indication at the top in the red ink and is a separate covering.
4. To achieve the objective in papers 2 and 3 , it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application .
5. As for publication of any matters in a Gazette , Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue .

The Reading Room at Esplanode is open on all working days from10 a. m . to 5 p . m.
The Childrens Wing at Belvedere remains open on all working days from 3 p . m. to 6 p . m. and Sundays and Holidays from 10 a . m . to 5 p . m . for the children between 5 and 14 years .
The Library is entirely closed on the Republic Day, Independence Day and Mahatma Gandhi's birth day on the 26th January, 15th August and 2nd October every year respectively.
Persons not less than 18 years of age are eligible to use the Library . Both the Reading Room and the Lending Section are free to be used by any one residing in any part of the India Dominion. There is no subscription to pay but only security is each essential for borrowing books .
