No.TAD /BC/ 717 / 2013 / 223. - In the interest of public service and with a view to confer greater functional and financial autonomy to the Assam Institute of Research for Tribals and Scheduled Castes , the Governor of Assam is pleased to notify setting up a Society in the name and style of the Assam Institute of Research for Tribals and Scheduled Castes Society .
The Society will be formed and will function in accordance with the provisions of the Memorandum of Association ( MoA ) and the Rules and Regulations framed for this purpose , copy of which are enclosed herewith , and shall be registered under the Societies Registration Act , 1860 (Act No. XXI of 1860 ) subject to the Rules and Regulations of the Society , the management , supervision and control of the affairs of the Society shall vest in the Board of Management having Hon'ble Minister WPT & BC Department as Chairperson . The Executive Committee of the Society having Senior Most Secretary of WPT & BC department shall work under the overall control and superintendence of the Board of Management .
The Governor of Assam is further pleased to notify that the Office of the Director of Assam Institute of Research for Tribals and Scheduled Castes will continue to exist and function and the Officers and Staffs thereof will continue to draw their salaries etc. as before from State Exchequer . However , the services of all such Officers and Staffs shall also be utilized by the Society for discharge of its functions .
The Director , Assam Institute of Research for Tribals and Scheduled Castes will take necessary steps for the formation and functioning of the Society accordingly.

The DWSM is empowered to award Schemes in packages upto 10 Cr . and packages of Schemes above 10 Cr . will be awarded by the Mission Directorate. The Deputy Commissioner / Principal Secretary cum Chairperson , DWSM in the 6th Schedule Areas shall be responsible for arranging Land for New Schemes. Further , the DWSMs are responsible for overall implementation , supervision and operation & maintenance on completion .
Further the Cabinet approved the framework for decentralization of Power for Speedy implementation of Jal Jeevan Mission with the following directions : -
1. The Cabinet authorized the Deputy Commissioner to utilize the funds up to Rs.10 crores with the approval of their Guardian Minister .
2. The Cabinet authorized a Standing Committee headed by the Deputy Commissioners be constituted to deal with all the issues relating to implementation of the Jal Jeevan Mission with the representative of APDCL , PWD and PHE Department .
3. The Cabinet authorized the Deputy Commissioners to allot land for Projects under Jal Jeevan Mission in rural areas without the requirement of obtaining approval of Revenue & D.M. Department .
4. The Cabinet also directed that the Tea Gardens be included under Jal Jeevan Mission for providing facilities under the Mission . In this regard , the garden management will arrange land for laying pipelines etc.
5. The Department also authorized services of 100 ( one hundred ) Engineers of Irrigation Department be taken for implementation of Jal Jeevan Mission .

Now, in exercise of the powers conferred under rule 6 ( 2 ) 2.2.1 of the Assam Services ( Discipline &Appeal ) Rules , 1964, Md. Abedin Joynal Bhuyan , Junior Engineer ( C) , PWRD , O/ o the State Quality Control & Monitoring Sub - Division - I , Bongaingaon is deemed to have been suspended w.e.f the date of hisarrest pending drawal of Departmental Proceedings against him .
It is not permissible for him without previous sanction of the Govt . to accept private employment or to do business while under suspension in view of the provision of Rule 12 of the Assam CivilService( Conduct ) Rules , 1965. If while under suspension he accepts private employment , does business in violation of Rule 12 of the Assam Civil Services ( Conduct) Rules , 1965 , he will be guilty of misconduct and will be liable to be dealt with accordingly . He is also liable in that case to forfeit his claim for subsistence allowance . The Head Quarter of Md . Abedin Joynal Bhuyan , Junior Engineer ( C ) , PWRD , during the period of suspension will be Bongaingaon . He will not leave the Head Quarter without prior written permission of the competent authority.
