All the candidates are directed to report without fail to the Director of Accounts & Treasuries , Assam Kar Bhawan , Dispur , Guwahati - 6 on 06/09/2021 at 9.00 a.m. for training in the Central Training Institute , Assam , Guwahati .
Further, verification of certificates of the candidates is fixed on 06/09/2021 at 9.00 a.m. at Directorate of Accounts & Treasuries , Assam, Dispur , Guwahati - 6 .
At the time of reporting at Directorate of Accounts & Treasuries , Assam , Dispur, Guwahati - 6 the candidates will have to submit physical fitness certificate from the Joint Director ofHealth Services of the concerned district after undergoing medical examination .
The candidates will have to submit bond in the prescribed form as given in Schedule - III of Rule 6 (2) of Assam Finance Service Rules , 2019 at the time of reporting in the Directorate of Accounts & Treasuries , Assam , Dispur , Guwahati - 6 .
The trainee will be required to appear in a Departmental Examination at the conclusion of the training and required to come out successful according to the standard prescribed by the Government.
The candidates appointed after 01/02/2005 shall be governed by a new set of Pension Rules under the " New Defined Contribution Pension Scheme " . The candidates so appointed will not be governed by the existing Assam Services ( Pension ) Rules , 1969 and orders issued thereunder from time to time .

No. SKE.199 /2020/112. - Under section 4( 4 ) ( b ) ( ii ) of the Central Aadhaar Act , 2016 ( as amended ) , allows use of Aadhaar authentication services on voluntary basis for online registration of residents in Employment Exchanges of Assam in terms of Rule 5 of the Aadhaar Authentication for Good Governance ( Social Welfare , Innovation , Knowledge ) Rules , 2020 .
Whereas Government of India vide Office Memorandum No.13 ( 4 ) / 2020 - EG - II ( Vol - X) dated 10th August , 2021 has conveyed the approval of the competent authority to allow use of Aadhaar authentication for purpose:
Aadhaar Authentication in Online Registration of Employment Exchanges is on voluntary basis and user organisations shall provide alternate means of online registration in Employment Exchanges.
Directorate of Employment & Craftsmen Training under Skill , Employment and Entrepreneurship Department shall comply with provisions of Aadhaar Act 2016 , Aadhaar Regulation , 2016 and the O.Ms , circulars and guidelines issued by UIDAI from time to time .

Functions of the Aayog :
1. The Rajya Siksha Aayog will be the highest education policy making body in the State of Assam and the Aayog will formulate the detailed guidelines for the State to follow in the field of both School and Higher Education and will channelize all the benefits accruing from the centre to the State in the most optimal and all inclusive manner , in the overarching spirit of NEP.
2. The Rajya Siksha Aayog will review all the statutory Acts , Rules , Regulations issued from time to time by the Government along with feasibility of ongoing development schemes and take steps for reviewing the same as per need of the hour so as to adapt to changed situations and make the system dynamic , student and teacher friendly . The Aayog shall also give specific attention to the areas where the Education Department is facing Court litigations and will devise appropriate mechanism for immediate redressal ofthe Court litigations .
3. The Aayog will carry out a State- wide review of Teacher Administration and examine the norms and procedure of teacher selection as per Rules/Acts in force , suggest modification/ amendment of existing Rules /Act, if deemed necessary. The Aayog shall also review the training component of the teachers , their service conditions , service regularisation , rationalisation of teachers , transfer and posting of teachers as per Transfer Policy Act, 2020 , immediate release of pension to the pensioners , career progression and bring necessary changes so as to make the system simple, transparent , friendly and dynamic .
This will come in to force with immediate effect .

No.IPRD.30/ 2011/263. - Whereas , Sri Ranjit Gogoi has been placed under suspension vide notification No.IPRD . 107/2017/246 , dtd . 14/11/2017 w.e.f. 07/11/2017 , the date of his arrest in connection with vigilance SP Case No.08 /17 . On receipt of the report/consent receivedfrom Irispector General of Police , CM's Special Vigilance Cell in regards to sharing of enquiry report , Departmental Proceeding was initiated against Shri Ranjit Gogoi and other accused . The Judicial Department has also advised to review the suspension of the charged officer and thereafter passed a Reasoned Order extending the suspension order by stating the grounds and the review exercise is to be carried out every three months and a decision either to lift or continue the suspension must be taken upon due application of mind on each occasion . Accordingly , the suspension of Sri Ranjit Gogoi was reviewed and decided to continue the suspension of Sri R. Gogoi vide Govt . Order No. IPRD.30/2011 / 261 , Dated Dispur , the 31/01/2021 ; and
Whereas , after due consideration of all facts and circumstances relating to this matter it is seen that the Departmental Proceeding drawn up against Shri Ranjit Gogoi is yet to come to its logical conclusion . The entire Departmental Proceeding against the charged officer was based on official records pertaining to the office Shri Ranjit Gogoi held before the suspension and the period of his incumbency as Director of Information & Public Relations , Assam . All the relevant documents containing evidence against Shri Ranjit Gogoi is in public domain and is accessible by office of the Director of Information & Public Relations , Assam. Thus , it is considered expedient to ensure that confidentiality of the relevant documents and ensuring measures to avoid any tampering what so ever is prime importance for judicious objective and factbased conclusion of Departmental Proceeding instituted ; and
Whereas , although , as per report of the Superintendent of Police, Chief Minister's Vigilance Cell , vide his letter No.SVC / R.S.I / Case No.08 / 2017/2020 /1491 , dtd.30.12.2020 , the charge-sheet against the charged officer has been submitted before the Hon'ble Gauhati High Court,re - instatement of the charged officer may influence such material witnesses which will result in less than judicious and objective conclusion of the matter. Further , intimidation or coercion of witnesses against the charged officer also cannot be ruled out ; and
The last review was done on 31/01/2021 and the period of 3 months expired on 30/04/2021 . But due to the prevailing pandemic situation , the review was not undertaken during this time; and Therefore , after careful examination of the case , the Governor of Assam is pleased to decide that Shri Ranjit Gogoi may not be re - instated in service till such time as the Departmental Proceeding drawn up against him is brought to logical conclusion .
