The Notification issued vide No. PHED.148 /2021 / 86 dtd . 02/08/2021 against point No.1 which stated " The Cabinet authorized the Deputy Commissioners to utilize the fund up to Rs . 10 crores with the approval of their Guardian Minister " is also clarified as follows:
( 1 ) Administrative Approval (A.A.) upto Rs.10.00 crores and approval of payment of Bills of Contractors shall be done with approval of Chairman , DWSM . Technical Sanction (TS) shall be accorded as per Delegation of power as indicated above .
(2) Award of works by DWSM upto Rs.10.00 crores shall be done with approval of Guardian Minister .

No.PHED.221/ 2021/ 26. - In view of the decision of the Council of Ministers in its Meeting held on 26/08/2021 , the Governor of Assam is pleased to create 3nos of PHE Divisions viz . MAJULI , BAJALI & SOUTH SALMARA MANKACHAR PHE DIVISION respectively with its Office at the District H.Q. i.e. KAMALABARI , PATHSALA & HATSINGIMARI and shifting of NAZIRA PHE DIVISION to SONARI by renaming it as CHARAIDEO PHE DIVISION to dispense with administrative bottlenecks in the implementation of Jal Jeevan Mission in the newly formed Districts .
The jurisdiction of the Division will be same as the administrative jurisdiction of the respective Districts . The G.Ps falling under the Divisions along with maps are enclosed at Annexure- I to Annexure - VI respectively . The Divisions will also look after SBM (G) and all other activities that any Division under the PHED is vested with . The present Kamalabari PHE Sub - Division, Pathsala PHE Sub - Division & Hatsingimari Sub- Division will continue to function as at present but under the administrative control of the newly created Divisions respectively.
In this connection following points to be noted: -

a. Pathsala PHE Sub -Division will hand over additional 20 Nos . G.Ps , that don't fall under Bajali District to Barpeta PHE Division. The List of those 20 Nos . G.Ps with Dev . Block is enclosed herewith as Annexure-VII .
b . Hatsingimari PHE Sub - Division will hand over additional 31 Nos . GPs i.e. those that don't fall under South Salmara Mankachar District to Dhubri PHE Division . The List of those 31 Nos . G.Ps with Dev . Block is enclosed herewith as Annexure -VIII .
C. It is decided to shift the PHE Divisional Office at Nazira to Sonari , the District H.Q of Charaideo renaming it as Charaideo PHE Division . The jurisdiction of the Division will be same as the administrative jurisdiction of Charaideo District (map enclosed at Annexure - IX) i.e. 39 (thirty nine) nos . GPs under Sapekhati , West Abhoypuria (Sonari) , Sonari (Mahmora) , Lakwa & Sivasagar (Part) Development Block as per Annexure -X enclosed .
d. Charaideo PHE Division will hand over the Nazira PHE Sub - Division along with 20 Nos . G.Ps (Annexure - XI) , those don't fall under Charaideo District to Sivasagar PHE Division , retaining the 7 nos . G.Ps under Nazira PHE Sub- Division that fall under Charaideo District which shall be transferred to Sonari PHE Sub - Division is as per Annexure -XII enclosed .
e. It is decided to create 3 posts of Executive Engineer along with other Technical and support staff ( Non -Technical ) for the divisions to be created newly in Majuli , Bajali and South Salmara Mankachar Districts . The posts created and the financial implications for creation of the new Divisions along with the Salary component for the Technical and Non- Technical Staff are enclosed at Annexure XIII , Annexure - XIV , Annexure -XV and Annexure - XVI .
