The service shall be governed by the "New Defined Contribution Pension Scheme", 2009 issued vide Finance Deptt's O.M. BW.7/2008/pt/40 dated 6th October, 2009.

The service is transferable and the incumbent is liable to be posted anywhere as Junior Engineer within the State of Assam.

The incumbent posted in the Development Block will submit joining report to the respective Block Development Officer within 15 (fifteen) days invariably from the date of issue of this order with copies to the undersigned and concerned Chief Executive Officer, Zilla Parishad/Project Director, DRDA.

No. T.A./D.A. for joining in the new assignment is admissible. The inter-se-seniority will be fixed as per recommendation of the Assam Public Service Commission and other existing rules in force.

If the candidate or anyone of his/her family member has been enjoying the benefit under "Orunodoi" Scheme they have to surrender the benefit of the Scheme by giving an undertaking as per prescribed format at the time of joining.

Rajashree Sharma joined as Wildlife Research & Education Officer on 22nd February, 1995 as per order FRE.102/94/19 dated 22nd February, 1995, the temporary post of WLR & EO was permanently retained by the Govt. of Assam w.e.f. 1st January, 2001 vide No. FRS.104/95/62 dated 14th February, 2001.

Whereas, Smti. Rajashree Sharma, Wildlife Research & Education Officer was allowed voluntary retirement vide Government Notification No.FRE.165/2002/277 dated 2nd November, 2012.

Whereas, Smti. Rajashree Sharma had applied for her pensioner benefits.

Whereas, Smti. Rajashree Sharma was absent from her duties for a total period of 7 years 3 months and 28 days.

Whereas, views of Finance (Esstt-A) Department was obtained and Finance (Esstt-A) Department vide U.O. No.368/16 dated 28th September, 2016 observed that-

" .... as per FR-18, the incumbent should have been removed from the service after following due process. So, Department is requested to examine the case in the light of FR-18 and to ensure how VRS was granted in spite of the willful absence beyond 5 years and why Department has prepared to regularize the period of absence more that 5 years."

Whereas, Judicial Department was obtained and Judicial Department vide U.O. No.580 /19 dated 18th November, 2019 observed that-

" .... Since in the present case V.R. order was passed illegally, the same may be withdrawn. And a fresh D.P. may be initiated for the un-authorised absent, so as to invoke FR-18 as advised by Finance Department and conclude the same in accordance in law. "

And, therefore, in view of the above, the Governor of Assam is pleased to withdraw the Voluntary Retirement order No.FRE.165/2002/277 dated 2nd November, 2012.

No. PEL.40/2022/31.- Pursuant to the state Cabinet decision dated 5th July, 2022, Govt. of Assam has in principle accorded approval of notifying for taking over of amount of consumer dues waived off in the process of cleansing of books of APDCL during FY 2021-22 & FY 2022-23 with the condition that APDCL will make the linking of AADHAR and EPIC compulsory while new consumer connection is provided. APDCL will further link AADHAR and EPIC even for the old connections, phase wise, to avoid ghost connections.

Subsequent to this Government Notification, APDCL will carry out the needful book adjustment in its statement of accounts and move for budgetary allocation on the basis of audited statement of accounts with detailed report of such book adjustments mentioning overall implications to Govt. of Assam.

In continuation of this office Press Notice No.ARRTI/QSM/2022-23/5650, dated 25th August, 2022, Expression of Interest (EOI) are invited from experienced and retired Senior Engineer from State/Central Government Organization & Undertaking or Graduate Engineer having minimum 2 years experience in Road & Bridge Construction Project with adequate knowledge in quality control of roads and bridges works within 15th October, 2022 for empanelment as Senior State Quality Monitor (SSQM)/State Quality Monitor (SQM) for inspection of Road Works under MUKHYA MANTRIR PAKIPATH NIRMAN ACHANI (New Connectivity), MUKHYA MANTRIR UNNOTO PAKIPATH NIRMAN ACHANI (Upgradation of Roads), MUKHYA MANTRIR MOTHAURI PAKIKARAN ACHANI (Road over Embankment), MUKHYA MANTRIR PATH NOBIKARAN ACHANI (Renewal of Roads) in the state of Assam as per programme guidelines issued by the Assam Public Works Roads Department, Government of Assam.
