TERMS OF REFERENCE OF THE COMMITTEE

(a) Whether the entire results of the 2013 civil services examination be set aside ?

(b) In case the above is recommended, whether the candidates would be entitled to notice and consequential hearings following the basic principles of natural justice ?

(c) In view of the differing nature of 'omissions' - ranging from increase of marks, change of answer- scripts to complete absence of answer scripts which have come to light, would the action be uniform or graded, depending on the nature of irregularity ?

(d) To arrive at a conclusion, the Committee may also interact with other stakeholders, viz retired and serving civil servants, members of the civil society etc.

The Committee will submit its report within a period of three months from the date of issue of this notification.

In whereas it is considered expedient by the Government of Assam to refer the dispute for adjudication to Presiding Officer, Industrial Tribunal, Dibrugarh, constituted under Section 7-A of the Industrial Disputes Act, 1947 (Act XIV of 1947).

No. DCT(A). 142/2022/5.- Whereas it is observed from the records that the Asha V.O.C.S. Ltd. registered under the Assam Coop: Societies Act. 2007 (Act IV of 2012) bearing registration No. B-245 of 2016-2017 Dtd.23rd February, 2016.

Whereas the society has ceased functioning since long and the members have not taken step for its revival.

Whereas inspection under Section 88 (1) of the Assam Coop; Societies Act. (2007) reveals that the society leaves no scope for its revival and suggests for liquidation.

Governor of Assam is pleased to demarcate the Ulukunchi PHE Sub-Division and Amtereng PHE Sub- Division under the newly created Ulukunchi PHE Division which shall comprise as follows -

1. Amtereng PHE Sub-Division with Head Quarter at Amtereng shall have an administrative jurisdiction covering the whole areas of Duaramla GP/MAC constituency under KAAC and whole area of Lower Chinthong upto Rongjangphong of Chinthong GP/ MAC constituency.

Moreover, the respective staffs and officials shall also come under the jurisdiction of Amtereng PHE Sub-Division and thereby under Ulukunchi PHE Division.

2. Ulukunchi PHE Sub-Division which is under Hamren PHE Division at present shall be henceforth transferred along with all the Technical & Non-technical Officials and materials to Ulukunchi PHE Division with new Head Quarter at Umlapher and the administrative jurisdiction shall cover the whole area of Amri GP/MAC Constituency under KAAC and whole area of Upper Chinthong upto Rongjangphong of Chinthong GP/ MAC constituency.

3. 255 Villages under Amri GP/MAC area, Duaramla GP/MAC area and Chinthong GP/MAC area henceforth shall be under Ulukunchi PHE Division and the same shall be segregated and included in the IMIS Portal for Ulukunchi Division.

No. PHED.15/2022/33.- Ministry of Jal Shakti launched a campaign "Catch the Rain" with the tag line "Catch the rain, where it falls, when it falls" in 2020 to nudge the states and all stakeholders to create Rain Water Harvesting Structures (RWHS) suitable to the climatic conditions and sub-soil strata, with people's active participation. Under this campaign, drives to make check dams, water harvesting pits, rooftop RWHS etc; removal of encroachments and de-silting of tanks to increase their storage capacity; removal of obstructions in the channels which bring water to them from the catchment areas etc; repairs to step-wells and using defunct bore-wells and unused wells to put water back to aquifers, watershed development, rejuvenation of small rivers and rivulets, revival of wetlands and protection of flood banks, springshed development, protection of water catchment areas, intensive afforestation, setting up of Jal Shakti Kendras (JSK) in all districts etc., are to be taken up with the active participation of people.

In order to make this campaign successful, the Governor of Assam is pleased to constitute a Co- ordination. Committee with the Senior Most Secretaries of the following departments who are identified as

facilitate the implementation, monitoring and reporting of the progress of Jal Shakti Abhiyan : Catch the Rain ( JSA:CTR ).

And whereas, the order of suspension was revoked vide order No FRE.l83/2016/102, dated 18th February, 2022 by the competent authority and whereas, Sri Kadam Suhas Tarachand , IFS, submitted his reply that verbal permission of the Head of the Forest Division, Bodoland Territorial Council was obtained before proceeding on leave and that the disposal of files was not deliberately delayed and was cleared.

Therefore, upon perusal of all records and written submission, the explanation submitted by Sri Kadam Suhas Tarachand , IFS , then Divisional Forest Officer, Haltugaon, Kokrajhar is accepted and the matter closed .
