No. ASPIRe/65/2019/325.- The State Government has set up and is maintaining the State Public Procurement Portal (SPPP) which is accessible at the URL https://sppp.assam.gov.in.

As mandated under Rule 17 of the Assam Public Procurement Rules, 2020 and all other power vested in the Finance Department on this behalf, it is directed that:

1. It is mandatory for all Procuring Entities (as defined under Sub-Section 2 of the Section 3 of the Assam Public Procurement Act. 2017) to publish all tender/bids on the State Public Procurement Portal (SPPP) of Assam. Furthermore, it may be noted that the Rule 17 (1) of the Assam Public Procurement Rules, 2020 mandates that all Bid inquiries, Request for Expressions of Interest (REoI), Request for Proposal (RFP), Notice Inviting Tender (NIT), Notice Inviting Bid (NIB) for pre- qualification or registration and Extension of Bid should be published on the State Public Procurement Portal (SPPP) of Assam by the concerned Procuring Entity.

2. All tenders / bids published on e-Procurement Portal (https://assamtenders. gov.in) by the Procuring Entities gets automatically published on the State Public Procurement Portal (SPPP) of Assam. If any Procuring Entity invites bids through e-Procurement Portal (https://assamtenders.gov.in), the same is automatically reflected in the SPPP, hence no additional effort is required from the Procuring Entity to update the same in SPPP.

3. The provisions of State Public Procurement Portal (SPPP) of Assam shall not apply to procurements made by way of Request for Quotations, Spot Purchase, Government e-Marketplace (GeM), Community Procurement, e-Commerce websites and execution of works through Construction Committees as per Rule 17 (8) of the Assam Public Procurement Rules, 2020.

Whereas the Governor of Assam is further satisfied that it is necessary and expedient to place the said Sri Tarun Sonowal, Junior Engineer, Sivasagar WR Division, Sivasagar under suspension in public interest.

Therefore pending drawal of departmental proceedings, Sri Tarun Sonowal, Junior Engineer, Sivasagar WR Division, Sivasagar is placed under suspension under Rule 6 (i) of the Assam Services (Discipline and Appeal) Rules, 1964 with immediate effect.

Government have decided, therefore, to introduce the following system with immediate effect, which must be strictly adhered to in sending notice to the Assam Government Press for publication in the Official Gazette.

1. In the first instance, it has to be noted that the printing of the weekly Gazette must be completed by the end of every Tuesday so that it may be duly published on every Wednesday.

2. Every notification and every other matter which is required to be printed and published in a particular issue of the Official Gazette must, therefore, reach the Director, Assam Government Press on the Monday of the week preceding the week in which it is required to be published. If this is not done it is infructuous requesting the Director, Assam Government Press to publish such notification or other matter in the next issue of the Gazette, the expression usually inserted in all endorsements made to the Director.

3. Wherever it is necessary to print and publish a notification on a specified date (excluding such Notification or communicate as are to be published in Gazette extraordinary) clear instruction of that effect must be given to the Director, Assam Government Press, both on the body of such notification within the indication at the top in the red ink and is a separate covering.

4. To achieve the objective in papers 2 and 3, it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application.

The Library is entirely closed on the Republic Day, Independence Day and Mahatma Gandhi's birth day on the 26th January, 15th August and 2nd October every year respectively.

Persons not less than 18 years of age are eligible to use the Library. Both the Reading Room and the Lending Section are free to be used by any one residing in any part of the India Dominion. There is no subscription to pay but only security is each essential for borrowing books.
