No. CON.44/2021/38.- In the interest of Public Service, the Governor of Assam is pleased to designate the following officers to independently oversee and report directly to the Hon'ble Chief Minister/ Minister-in-Charge, PWD, Assam for smooth implementation of the new ongoing Projects of the Hon'ble Chief Minister, Assam:

(A) Shri Bibhuti Saikia, Spl. Secretary, PWRD: He will submit files relating to "Mukhya Mantrir Pakipath Nirman Achani" to the Hon'ble Chief Minister/Minister-in-Charge, PWD, Assam and will be assisted in the process by the Chief Engineer (Roads), PWRD.

(B) Shri Dibyajyoti Saharia, Spl. Secretary, PWRD : He will submit files relating to "Mukhya Mantrir Unnoto Pakipath Nirman Achani" and "Mukhya Mantrir Path Nobikaran Achani" to the Hon'ble Chief Minister/ Minister-in-Charge, PWD, Assam and will be assisted in the process by the Chief Engineer (Border Roads), PWRD.

(C) Shri Hiranmoy Sen, O.S.D, PWRD : He will submit files relating to "Mukhya Mantrir Mathauri Pakikaran Achani" to the Hon'ble Chief Minister/ Minister-in-Charge, PWD, Assam and will be assisted in the process by the Chief Engineer ( Roads), PWRD.

As per Finance Department's Notification issued vide NO.BB.52/2022/01, dated-20th May, 2022, the respective State Level Committees constituted by PWRD for the purpose will be responsible for selection of projects and Administrative Approval will be issued by the Chief Engineer (Roads), PWRD for the same.

For disposal of bid evaluation reports and other contract matters, the existing arrangement of Govt. approval will continue.

Considering the above, jurisdiction and responsibilities of the aforesaid officers will be as follows:

Jurisdiction: Jurisdiction over the respective schemes all over the state of Assam including the 6th Scheduled Areas.

Responsibilities: They will be responsible for monitoring, supervision, correspondence, and issuance of instructions to the concerned Chief Engineer, PWRD and timely implementation of the respective schemes as per specification.

RAJESH KEMPRAI, Special Commissioner & Spl. Secretary to the Government of Assam, Public Works Roads Department, Dispur.

(Standard Laboratory), Assam was placed under deemed suspension vide Notification No. FSA.213/ 2015/105, dated 11th July, 2022 consequent upon his arrest by a team of the Directorate of Vigilance and Anti-Corruption, Assam on 8th July, 2022 in connection with ACB PS Case No. 16/2022 U/S 7(a) of PC Act, 1988 (as amended in 2018)and placing him under judicial custody.

Whereas, Departmental Proceeding against the Delinquent Officer has been initiated on 16th September, 2022 i.e. within three months from the date of suspension by serving Show Cause Notice to the Delinquent Officer and after receiving reply from the Delinquent Officer the State Enquiry Officer has been notified as Enquiry Officer to enquire into the charges framed against him vide Notification e-File No. 219690/269, dated 11th October, 2022.

Considering the facts stated above and since the matter is under investigation of the State Enquiry Officer, therefore, in pursuance of the Govt. OM No. ABP.13/2018/Pt/35, dated 4th February, 2020 the suspension of Shri Sashindra Nath Baishya affected vide Notification No. FSA.213/2015/ 105, dated 11th July, 2022 is hereby extended until further order.

Now, therefore, in exercise of the powers conferred by Sanction 17(1) of the Industrial Disputes Act, 1947 (Act. XIV of 1947) as amended, the Governor of Assam, is pleased to direct that the said Award to publish by notifying at the Office of the Labour Commissioner, Gopinath Nagar, Guwahati.
