No. E-238074/471.- The Scheme of waiving of examination fees was introduced in the State budget during the year 2016-17 and Government decided in principle to exempt the fees payable to the Assam Higher Secondary Education Council for appearing in the Higher Secondary Examination and Board of Secondary Education Assam for appearing in the HSLC/AHM Examination from the Government/Provincialised/Recognized Venture School/Colleges for the Students whose parental annual income taken together from all sources is Rs.1.00 Lakh or below.

The scheme has been implemented for extending its benefit to the students, with an objective to extend the scope of the scheme to reach more students belonging to economically weaker sections of the society and after care consideration of all aspects, Government of Assam have decided to enhance the parental annual income level from the earlier amount of Rs.1.00 Lakh to Rs.2.00 Lakhs vide Notification No PMA(S)25/2017/120 dated 22nd August, 2019. The Government has decided to continue the annual parental income as referred to in the aforesaid Notification dated 22nd August, 2019.

For exempting the examination fees, centre fees, school fees for the examination etc. of the student, the parents/guardians have to declare their income and the student will be eligible only if income from all sources of the family is Rs.2.00 Lakh (Rupees Two Lakh) only or below per annum.

The other terms and conditions will remain same as per earlier Notification No.PMA(S)25/ 2017/19 dated 24th May, 2017.

I/c Diplonga Range under Sonitpur East Division, Biswanath Chariali was arrested on 29th August, 2022 by Borghat police under Tezpur P.S. of Sonitpur district in conncction with Case No. Tezpur PS-938/22 U/S 386/ 354 A(ii) IPC and remained in judicial custody till 29th September, 2022.

Now, therefore, pending drawal of Departmental Proceeding and arrest in conneetion with Case No. Tezpur PS-938/22 U/S 386/354 A(ii) IPC, Sri Ajit Kr. Gogoi. Forest Ranger, i/c Diplonga Range under Sonitpur East Division, Biswanath Chariali is placed suspension (deemed suspension) w.e. f. 29th August, 2022 i.e. the date of his detention.

Headquarter of the suspended officer is fixed at O/o the DFO, Sonitpur East Division, Biswanath Chariali.

During the period of suspension, subsistence allowance is allowed to Sri Ajit Kr. Gogoi, Forest Ranger as per prescribed provision FR 53 (I) (ii) (a) subject to condition onder sub- Rule (2) of

F.R.53.

Term of Office:

The Term of office of the Chairperson and members (other than ex-officio members) shall be 3 (three) years.

Power, function and responsibilities:

Without prejudice to the provision of the Biological Diversity Act,2002 (Act 18 of 2003) the Assam State Biodiversity Board shall exercise powers, perform function and discharge responsibilities as laid down and mandated under the" Assam Biodiversity Rules, 2010".

Powers and responsibilities of the Chairperson:

The Chairperson shall exercise such powers and discharge such responsibilities as laid down and mandatory under section-15 of the "Assam Biodiversity Rules, 2010" .

Function of the Secretary:

The Secretary of the Assam State Biodiversity Board shall perform such function as laid down and mandatory under section-11 of the "Assam Biodiversity Rules,2010".

Terms of Reference of the Assam State Bio-diversity Board:

1. The Activities of the Assam State Biodiversity Board shall be essential and strictly governed by the provisions of the Assam Biodiversity Rules, 2010.

2. The Assam State Biodiversity Board shall consult the National Bio-diversity Authority (NBA) and the Biodiversity Management Committees, as and when required, while taking decision relating to use of biological resources of the state and traditional knowledge associated with such resources.

3. The Assam State Biodiversity Board shall, in the discharge of its functions and responsibilities under the Assam Bio-diversity Rules, 2010 be bound by such direction on question of policy as the state Government may give of it writing from time to time under sub-sections (1) of section -49 of the Biological Diversity Act, 2010. Provided that the Assam Biodiversity shall as far as practicable be given an opportunity to express its views before any direction is given under the said provision.

4. The Principal Chief Conservator of Forests / Addl PCCF (Biodiversity) will function as the Secretary of the Assam State Biodiversity Board.

5. The Assam State Biodiversity Board would meet from time to time as required.

6. TA/DA of non-official members would be born out of funds provided by the State Government for the purpose/State Biodiversity Fund. TA/DA of officials members would be borne by their respective parent Departments.

The SLSC will be responsible for the following:
     1.   Sanctioning the projects under stream-I of the RKVY.
     2.   Monitoring the progress of the sanctioned projects/ schemes.
     3.   Reviewing the implementation of the schemes objectives and ensure that the programmes
          are implemented is accordance with the guidelines laid down.
     4.   Furnishing that no duplication of efforts or resources takes place.
     5.   Commissioning/undertaking field studies to monitor the implementation of the projects.
     6.   Initiating evaluation studies from time to time, as may be required.
     7.   Undertaking any other project of importance to the state's Agriculture and allied sectors.
     8.   Ensuring that there are no inter-district disparities with respect to the financial patterns/

subsidy assistance in the projects.

The SLSC shall meet as often as required but shall meet at least once in a quarter.

The SLSC may co-opt two more members from Agricultural Research Organizations, reputed NGOs working in the field of Agriculture, Deputy Commissioners of important districts, and leading farmers.
