Whereas, Departmental Proceeding was drawn up against Shri Saibar Rahman, ACS vide Show Cause Notice No. AAP 108/2021/34 dated 8th November, 2021;

Whereas, considering the seriousness of the charge the period of suspension of Shri Saibar Rahman was extended for a period of 3 (three) months w.e.f 24th November, 2021vide Order No. AAP.108/2021/38 dated 22nd November, 2021, then for a period of another 3 (three) months w.e.f 24th February, 2022 vide Order No. AAP.108/2021/46 dated 22nd February, 2022, subsequently for a period of another 3 (three) months w.e.f. 24th May, 2022 vide Order No. AAP.108/2021/76 dated 12th July, 2022, then for a period of another 3 (three) months w.e.f. 24th August, 2022 vide Order No. AAP.108/2021/79 dated 20th September, 2022 and lastly for a period of another 3 (three) months w.e.f. 24th November, 2022 vide Order No. AAP.108/2021/89 dated 24th November, 2022;

Whereas, Shri Saibar Rahman, ACS submitted reply to the Show Cause Notice dated 8th November, 2021 on 23rd November, 2022 which was examined by the Disciplinary Authority and found it not to be satisfactory and decided to hold an enquiry into the charges framed against him by appointing an Inquiring Authority;

Whereas, an Inquiring Authority has been appointed vide order dated 30th January, 2023 and the report of the Inquiring Authority is awaited;

Whereas a Review Committee has been constituted to review the case of suspension and after examining all the records of the cases against Shri Saibar Rahman, ACS and considering the seriousness of the charges which involve moral turpitude, corruption and misuse of official power for personal gain, the Review Committee has recommended for extension of his suspension period. The Disciplinary Authority has hence decided that re-instatement at this stage may not be in the interest of public service and may cause embarrassment to the Government in the public eye;

Now, therefore, the Governor of Assam, is pleased to extend the period of suspension in respect of Shri Saibar Rahman, ACS for a further period of 3 months w.e.f. 24th February, 2023 or till further order.

No. E-274409.- In pursuance to the instructions issued by NITI Aayog, Governor of Assam is pleased to select the following 20 Blocks as Aspirational Blocks for the state of Assam. These Aspirational Blocks have been selected based on Mission Antyodaya Survey 2020 by Ministry of

Education, Agriculture and Water Resources, Basic Infrastructure, Social Development and Financial Inclusion. The relevant Departments therefore are Health and Family Welfare, Women & Child Development, Education, Agriculture, Irrigation, P&RD Department.

The following arrangements are being proposed for implementation of the Aspirational Block Programme -

1. One ADC from each district of the 20 backward development blocks is proposed to be nominated as nodal officer for the Aspirational Block Programme.

2. A Block Level Implementation cum Monitoring Committee for the Aspirational Block Programme may be constituted in each 20 Aspirational Blocks. The proposed composition of the committee is :

This committee will meet fortnightly to review implementation progress.

3. A District Level Implementation Committee of the concerned districts of the Aspirational Blocks may be constituted. The proposed composition of this committee is:

Member Secy. : ADC (Chairman of Block Committee)

Member : District Heads of Health, Women and Child Development, Education, Agriculture, Irrigation, P&RD Department.

In Sixth Scheduled Areas, the District Level Implementation Committee will have the following composition.

This committee will monitor the progress on monthly basis.

Member Secy. : CEO, Zilla :Parishad/PD DRDA

Members : Hon'ble MLAs of the districts

This Committee will oversee the overall progress in every sector as envisaged in the programme and give necessary guidance.

The concerned Deputy Commissioner will issue Notifications for formation of Block Level Implementation cum Monitoring Committee, District Level Implementation Committee and District Level Advisory Committee.

ANNUAL TENDER

No.CDO/MT/10/Tender/2023-24/1685-93.- Sealed quotation affixing court fees stamp of Rs.8.25 ( Rupees eight and twenty five paise) only are invited from the intending supplier of new spare motor parts/repairing works of the Departmental vehicles/motor & Generators as per list enclosed Annexure for the financial year 2023-24 to the office of Assam Commando Battalion, Mandakata North Guwahati-30.

The quotation will be received up to 13:00 hrs. on 20th March, 2023 and will be opened on the same day at 14:30 hrs. in presence of willing quotationer or their authorized agent.

Each quotation must be accompanied by Earnest Money of rupees 5000 (Rupees five thousand) only duly pledge for favour of Commandant of Assam Commando Battalion, Mandakata, in form of NSC/KVP/Bank Draft/ FDR etc. The Earnest will be refundable to the unsuccessful quotation after the finalization of the contract and will be refunded to the successful quotation after the supply is completed for the current financial year. If successful quotation failed to the supply the spare motor parts/repairing works with the articles with the stipulated time than the Earnest Money will be liable to be forfeited.

The successful Quotation must have in a position to supply the new spare motor parts/repairing works to the departmental vehicles/motor cycles and generators according to our demand within 03 (three) days from the date of receipt of the formal order at the Commandant of Assam Commando Battalion, Mandakata. No extra charge will be paid to the supplier for carrying the articles to the headquarters.

The quotationer must be types or written in ink and quotationer should quote their rates in both word and figure items wise, any correction should be duly initiated. Rates should be quoted exclusive of GST.

The quotationer must submit PAN Card, up-to-date Trade License, GST Registration Certificate, soundness certificate of institutional Bank/Nationalized Bank and up-to date Income Tax Certificate with their quotation.

"Quotation for supply of new spare motor parts/repairing works of the departmental vehicles /motor cycles and generators" must be on the sealed envelop. The rates in the quotation should be final for the entire financial year 2023-24 in respect of the rates in markets. Payment will be made on availability of fund and no extra charge will be entertained for any late payment.

The undersigned is not bound to accept the lowest rates in the quotation and reserves the right to reject any or all the quotation with out assigning any reason thereof.
