ECF HMB. No. 520074/16.- In the interest of administrative expediency and after careful consideration of the nature of duties like law and order and other security related duties being performed by ASRF and AISF Battalions under DGCD & CGHG, the Governor of Assam is hereby pleased to order that the Assam Special Reserve Force (ASRF) Battalions-I & II and Assam Industrial Security Force (AISF) Battalions-I & II be brought under the administrative control of the Director General of Police, Assam Ulubari, Guwahati- 7.
Budgetary provision and other related expenditures in respect of the said Battalions shall also be brought under the budget grant of the Director General of Police, Assam in due course.
This Notification shall come into force with effect from 1st August, 2024.

E. File No. 221478/644.- Hon'ble Supreme Court of India vide order dtd. 20th April, 2023 in Mise Application No. 94 of 2022 in SMW(C) No.6 of2020 at para 5 mentioned inter-alia as follows:
......... "28.60 crores migrants/unorganised workers are registered on eShram Portal which is a commendable job. However, out of 28.60 registrants on eShram 20.63 crores are registered on ration card data. Meaning thereby, the rest registrants on eShram are still without ration cards"......
In pursuance of this, Department of Food & Public Distribution, Govt. of India vide letter F. No. 21(2)/2021-Comp Cell (375252) dtd. 19th June, 2023 directed the State Govt. to issue ration card to registrants under eShram Portal referring the communication from the Ministry of Labour & Employment vide D.O. No M-16018/34/2022-SS-III dtd. 12th June, 2023. Accordingly, the State Govt. obtained the data of eShram migrants from Labour Welfare Department, compared the data with NFSA database to determine that 12,55,402 registrants are without Ration Card. On verification in the month of April, 2024, it364 THE ASSAM GAZETTE, AUGUST 14, 2024 [ PART-II A was derived that 6,31,600 numbers of registrants have been included in the RCMS and are getting NFSA rice. The remaining data of 6,21,880 nos. of registrants was shared with DCs/Principal Secretaries of autonomous councils and instructed them to take steps for implementation of Hon'ble Supreme Court order after following the State NFSA Rules, to determine eligibility.
In view of above and in order to implement the orders of Hon'ble Supreme Court in the above case diligently, Governor of Assam is pleased to direct that the genuine beneficiaries are to be identified from the shared list derived from eShram Portal by following the criteria as given below:
(i) All those registered under eShram Portal before 20th April, 2023 (i.e. the date of order of Hon'ble Supreme Court) shall be considered within the current target.
(ii) The registrants under eShram Portal shall be verified that they are genuine unorganized labourers as per the definitions and guidelines in vogue.
The term unorganized worker has been defined under the Unorganized Workers' Social Security Act, 2008, as a home based worker, self- employed worker or a wage worker in the unorganized sector and includes a worker in the organized sector who is not covered by any of the Acts mentioned in Schedule - I I of Act i.e. the Employee's Compensation Act, 1923 (3 of 1923), the Industrial Disputes Act, 1947 (14 of 1947), the Employees' State Insurance Act, 1948 (34 oj 1948), the Employees Provident Funds and Miscellaneous Provision Act, 1952 (19 of 1952), the Maternity Benefit Act, 1961 (53 of 1961) and the Payment of Gratuity Act, 1972 (39 of 1972).
(iii) The eligibility of the registrants shall be examined as per the current provisions of State NFSA rules and due procedure as outlined in the Rules shall be followed.
All concerned in the districts are requested to make concerted efforts to ensure that all those eligible registrants under eShram Portal as per the above criteria shall be issued ration cards without any further delay in compliance of the order of Hon'ble Supreme Court.

The Tribal Language Examination will be held on 1st September, 2024 in Guwabati Centre (O/o Assam Public Service Commission).
Candidates who had opted for Jorhat and Silchar Centre will have to appear in Guwahati Centre (O/o Assam Public Service Commission).
