NOTIFICATIONS
The 7th September , 2024
eCF No. 514667/102.- Whereas , Smti . Lovely Doley, the then District Librarian , Tinsukia was arrested on 17th November, 2022 against a Registered Case under Tinsukia Police Station bearing No. 1122/22 u/ s 14) of the Child & Adolescent Labour (Prohibition & Regulation) Act. , and was forwarded to Judicial custody. However, Smti . Lovely Doley did not inform her Superior Officer of her arrest which is regarded as suppression of material information .
Whereas , Smti . Lovely Doley, the then District Librarian , Tinsukia was in District Jail , Tinsukia for the period w.e.f. 19th November , 2022 to 1st December , 2022 in connection with Tinsukia P.S. Case No.1122 / 22 as per the report of Additional Superintendent of Police (Crime) , Tinsukia and the case is under trial .
Now, therefore , in exercise of powers conferred under Rule 6( 1 ) ( c) of the Assam Services (Discipline & Appeal) Rules , 1964 , Smti . Lovely Doley , the then District Librarian , Tinsukia and now District Librarian , Golaghat is placed under suspension with immediate effect pending drawal of Departmental Proceedings against her .
It is not permissible for her without previous sanction of the Govt . to accept private employment or to do business while under suspension in view of the provision of Rule 12 of the Assam Civil Services ( Conduct) Rule , 1965. If while under suspension she accepts private employment , does business in violation of Rule 12 of the Assam Civil Services (Conduct) Rule , 1965 , she will be guilty of misconduct and will be liable to dealt with accordingly. She is also liable in that case to forfeit her claim for subsistence allowance . The Head Quarter of Smti . Lovely Doley will be Golaghat . She will not leave the Head Quarter without prior written permission of the competent authority.
Now, disciplinary proceedings have been contemplated against Smti . Lovely Doley, for the aforesaid act .
This is issued with the approval of Hon'ble Minister, Education (Directorate of Library Services ) , Assam .

No. eCMP.430339 /2.- Whereas as a result of an enquiry/ inspection conducted by Sri Rintu Kr. Borah Assistant Registrar of Cooperative Societies , Head Office under section 88 of Assam Cooperative Societies Act , 2007 (Act . IV of 2012 ) into the affairs of Assam Weavers Coop Spinning Mills Ltd. , Dhekiajuli it was found that :
1. The Society had ceased working since 2006-07
2. There is no any business transaction in the books and accounts of the society.
Now, therefore, in exercise of powers conferred under provision of Section 94 (2) ( ii ) of the Assam Cooperative Societies Act, 2007 ( Act . IV of 2012) , I Shri Narayan Konwar, IAS , Registrar of Cooperative Societies , Assam , Khanapara , Guwahati is of the opinion that the society is ought to be dissolved and therefore hereby cancel the registration of the Assam Weavers Coop Spinning Mills Ltd. bearing Registration No. G- 24/ 81-82 dated 27th September , 1981 with immediate effect .
Further , in exercise of the powers conferred under section 95 ( I) of the Act , referred above , I do hereby appoint Sri Santosh Bhowmik, Sub - registrar of Cooperative Societies (A) , Office of the District Deputy Registrar of Cooperative Societies , Sonitpur , Tezpur as a Liquidator of the Assam Weavers Coop Spinning Mills Ltd.
The Liquidator as appointed will prepare the Assets and Liabilities statement within 2 (Two) months of taking over charge and submit it to the undersigned for further decision regarding for disposal of Assets and Liabilities .
All claims against dissolved Assam Weavers Coop Spinning Mills Ltd. must be submitted to the Liquidator within 2 (two ) months from the date of publication of this notice.
