No. E. 247809/786.- In compliance to the Section 12(1) C of the Right to Education Act, 2009 and in partil modification of the OM No. PMA/ 73-2021/47 dated 2nd September, 2021 the Governor of Assam is pleased to notify that, in order to promote Vernacular Education in the State, the portal for the effective implementation of the Section 12(1) C of the Right to Education Act, 2009, that shall be made functional, shall initially facilite the receipt of claims for reimbursment against the admission of students under Section 12(1) C of the Vemacular medium unaided and non minority privet Schools after proper scrutinySubject - Online Portal for implementation of the Section 12(1) C of the Right to Education Act, 2009Subject - Online Portal for implementation of the Section 12(1) C of the Right to Education Act, 2009 on the admissibility by the specific Committee as reflected in the OM dated 2nd September, 2021.

Further it is notified that the during the registration of school in the said portal, the schools should have complied with the eligibility provisions for recognition/ permission of the School under the Assam Right of Children to Free and compulsory education rules 2011; The Assam Non Governmental Educational Instutions (Regulation and management) Act 2006 as Amended 2018; The Assam Non Governmental Educational Instutions (Regulation of Fees) Rules 2020 and shall mandatorily have UDISE (Unified District Information System for Education) code/ number.

d. Review the status of rooftop solar installation in Government Buildings and to monitor and supervise implementation of the Action Plan for saturation of all government buildings in a time-bound manner.

e. Facilitate convergence of efforts between Departments at the field level to maximize impact of awareness , capacity building and rooftop solar installation particularly in existing beneficiaries of other government schemes.

f. Coordinate with Ministry of New and Renewable Energy, Government of India regarding scheme implementation and to suggest measures to improve scheme implementation in the State.

The State Implementation Agency (APDCL) for PM- Surya Ghar: Muft Bijli Yojana shall provide the necessary secretarial assistance to the SLCC.
