ORDER
The 27th January, 2025
No. eCF.351942/19.- Whereas, as per inspection report under Section 88 of the Assam Cooperative Societies Act 2007 submitted by Zonal Joint Registrar of Cooperative Societies, Guwahati Vide his letter No. eCF 351942/14 dated 3rd October, 2024, it appears that Assam State Cooperative Agriculture and Rural Development Bank Ltd. has ceased working for long period of time and declared objects are not likely to be achieved and economically not found viable and also ceased to comply materially with any condition as to registration in the Assam Cooperative Societies Act 2007, rules or Bye-laws of the Society.
Whereas, as per direction of the Hon'ble Gauhati High Court in Case No WP ( C ) 404/2020 dated 9th January, 2025 the Hon'ble court made it clear that the pendency of the present writ petitions shall not be bar for the Registrar of the Cooperative Societies to proceed under Section 94 and 95 of the Assam Cooperative Societies Act 2007.
Now, therefore, in exercise of power conferred under Sub- Section 2 of Section 94 of the Assam Cooperative Societies Act 2007 (Act IV of 2012) I, Sri Narayan Konwar, IAS, do hereby cancel the registration of Assam State Cooperative Agriculture and Rural Development Bank Ltd. (ASCARD) with immediate effect.
Further, in exercise of the power conferred under Section 95 (1) of the Act referred above, I do hereby appoint Sri Mohon Teron, Joint Registrar of Cooperative Societies, Head. 2. Part IX- Advertisement and Notices sent by Offices financialy independent of Government and Centre and other Government Department are published on payment of charges at prescribed rate. Private advertisement and notices are also inserted on payment if received through the respective Deputy Commissioner or Sub-Divisional Officer.
3. Application for the Gazette should be addressed to the Publisher, Assam Gazette, Guwahati and must be accompanied by a remittance.
4. Applications for the free supply of the Gazette on "the Public service" should be addressed to the Under Secretary to the Government of Assam, General Administration (Printing and Stationery Department.) Dispur.
5. Complaints regarding non-receipt of any number, part or page of the Gazette should be forwarded within two weeks of the date on which such number or page is due.

Lett. No. PG. 22/70/P-II/1, dated Shillong, the 2nd June, 1970 from the Chief Secretary to the Government of Assam to all Administrative Departments, all Head of Departments, All Deputy Commissioners and Sub-Divisional Officers.
SUBJECT :- Timely publication of Government Notifications and other important matters in the weekly Official Gazette.
I am directed to say that it has come to the notice of Government that important notification having bearing on statutes and matters of immediate public interest are sometimes published in the Official Gazette on date much later than prescribed. Government have decided, therefore, to introduce the following system with immediate effect, which must be strictly adhered to in sending notice to the Assam Government Press for publication in the Official Gazette.
1. In the first instance, it has to be noted that the printing of the weekly Gazette must be completed by the end of every Tuesday so that it may be duly published on every Wednesday.
[PART IX THE ASSAM GAZETTE, FEBRUARY 5, 2025 942. Every notification and every other matter which is required to be printed and published in a particular issue of the Official Gazette must, therefore, reach the Director, Assam Government Press on the Monday of the week preceding the week in which it is required to be published. If this is not done it is infructuous requesting the Director, Assam Government Press to publish such notification or other matter in the next issue of the Gazette, the expression usually inserted in all endorsements made to the Director.
3. Wherever it is necessary to print and publish a notification on a specified date (excluding such Notification or communicate as are to be published in Gazette extraordinary) clear instruction of that effect must be given to the Director, Assam Government Press, both on the body of such notification within the indication at the top in the red ink and is a separate covering.
4. To achieve the objective in papers 2 and 3, it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application.
5. As for publication of any matters in a Gazette, Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue.
I am to request you to acknowledge the receipt of this letter and confirmed that the instructions have been duly voted. If you have suggestion on this behalf they may please be communicated.

The Kamarupa Anusandhana Samiti or the Assam Research Society, Gauhati is the main subject in the carrying on researches in the matter relating to History Archaeology Ethography, etc. It has a library of rare books. Journal/historical and antiquarian subjects. The premises of the Samiti, situated on the southern bank of the Dighali Tank, Gauhati, remains open from 2 p. m. to 5 p. m. on all days except Monday and Gazetted and local holidays or which it remains closed.
Information which may lead to the recovery of any historical religion article including more manuscript will be thankfully received.

The Reading Room at Belvedere and the Lending Section of this Library are open on all working days from 9 a. m. to 8. p. m. and from 10 a. m. to 5 p. m. on Sunday and holidays notified by the Library and the Second Saturday of every month.
The Reading Room at Esplanode is open on all working days from10 a. m. to 5 p. m.
The Childrens Wing at Belvedere remains open on all working days from 3 p. m. to 6 p. m. and Sundays and Holidays from 10 a. m. to 5 p. m. for the children between 5 and 14 years.
The Library is entirely closed on the Republic Day, Independence Day and Mahatma Gandhi's birth day on the 26th January, 15th August and 2nd October every year respectively.
Persons not less than 18 years of age are eligible to use the Library. Both the Reading Room and the Lending Section are free to be used by any one residing in any part of the India Dominion. There is no subscription to pay but only security is each essential for borrowing books.
