No. ECF 674630/5.- WHEREAS, perued the report submitted by the Registrar of Cooperative Societies, Assam on the formal complaint lodged by the Akshar Foundation vide letter No. CE. No. I/1151496/2025 dated 8th July 2025 regarding a serious incident of misconduct that allegedly occurred on the evening of 3rd July, 2025 at the Assam Administrative Staff College Hostel, involving interns from the University of Oxford, London who were accommodated at the said facility; and

Whereas, it appears from the report that Sri Duralav Bora, District Deputy Registrar of Cooperative Societies, Sribhumi District, Assam allegedly engaged in inappropriate and unbecoming conduct towards the interns, raising serious concerns regarding the safety and dignity of the guests accommodated at the Government facility and such conduct has adverse implications on the image of the Government and its institutions.

Now, therefore, in the interest of detailed enquiry and pending drawal of departmental proceeding, the said Sri Durlav Bora, District Deputy Registrar of Cooperative Societies, Sribhumi District, Assam is hereby placed under suspension with immediate effect in terms of sub rule (1) of rule 6 of the Assam Services (Discipline & Appeal) Rules, 1964 and he shall remain under suspension until further orders.

It is further ordered that during the period this order shall remain in force, the headquarters of the said Sri Durlov Bora, District Deputy Registrar of Cooperative Societies, shall be Sribhumi and he shall not leave headquarters without obtaining previous permission of the undersigned.

SUBJECT :- Timely publication of Government Notifications and other important matters in the weekly Official Gazette.

I am directed to say that it has come to the notice of Government that important notification having bearing on statutes and matters of immediate public interest are sometimes published in the Official Gazette on date much later than prescribed. Government have decided, therefore, to introduce the following system with immediate effect, which must be strictly adhered to in sending notice to the Assam Government Press for publication in the Official Gazette.

1. In the first instance, it has to be noted that the printing of the weekly Gazette must be completed by the end of every Tuesday so that it may be duly published on every Wednesday.

2. Every notification and every other matter which is required to be printed and published in a particular issue of the Official Gazette must, therefore, reach the Director, Assam Government Press on the Monday of the week preceding the week in which it is required to be published. If this is not done it is infructuous requesting the Director, Assam Government Press to publish such notification or other matter in the next issue of the Gazette, the expression usually inserted in all endorsements made to the Director.

3. Wherever it is necessary to print and publish a notification on a specified date (excluding such Notification or communicate as are to be published in Gazette extraordinary) clear instruction of that effect must be given to the Director, Assam Government Press, both on the body of such notification within the indication at the top in the red ink and is a separate covering.

4. To achieve the objective in papers 2 and 3, it is essential that proper discretion should be exercised by the concerned officers in the Department or office and all matters for publication in the Gazette should scrutinised and sent to the Press after careful application.

5. As for publication of any matters in a Gazette, Extraordinary, the existing procedure whereby the prior approval of the General Administration Department is to be obtained will continue.

I, Nurmahammad Ali son of Late Rahman Ali an inhabitant of Village-Pialikhata, P.O.-Baihata Chariali, P.S.-Changsari in the District of Kamrup have changed my name from Nurmahammad Ali to Nurmahmmad Ali Khandakar by swearing an affidavit in the Court of Notary at Amingaon on dated 11th August, 2025.

Henceforth, I shall be known as Nurmahmmad Ali Khandakar instead of Nurmahammad Ali for all purposes.
