S.O. 75(E).—IJI exercise of the powers conferred by .sub-section (2) of Section 14 of the Explosives Act, 1884 (4 of 1884), the Central Government hereby exempts IWs. Oil and Natural Gas Corporation Limited, Exploration Business Group, "Priyadarshini", Eastern Express Highways, Sion, Muinbai-400022, from the provisions ofsub-mJe (2) of rule 31 of the Explosives Rules, 1983 (hereinafter referred to as Ihc said rules), for import of the following explosives from M/s. Halliburton Energy Services, 8432, South 1-35 W, Alvarado, Texas, United States of America at Mumbai airport, namely :—

5.2 2 The explosives mentioned in paragraph 1 Shall be imported subject to the following conditions, namely :—
1I) necessary clearances are obtained from the Director General of Civil Aviation and the Airports Authority of India and conditions, if any, imposed by these two authorities shall be complied with;
(2) explosives conforming only to Division 1.4 of the classification given in section 3 of the International Air Transport Association Dangerous Goods Regulations, 1996 shall be imported;
(3) relevant provisions relating to the possession, transport, use and import of explosives, as contained in the said rules, except sub-rule (2) of rule 31, shall be complied with;
(4) adequate number of explosives van, licensed under the said rules, shall be kept ready at Ihc airport so that the explosives can be removed expeditiously from the aircraft after its landing;
(5) aircraft shall be parked at a remote place at the airport and an area of at least five hundred square metres around the aircraft and explosives van shall be cordoned off by providing adequate number of security guards in consultation with Director General of Civil Aviation before (lie transfer of explosives from aircraft to van is started. The arrangement shall continue till such transfer is completed and the van is duly locked and leaves the site;
