का. आ. 127 ( अ ) केन्द्रीय सरकार, विकास परिषद् ( प्रक्रिया संबंधी) नियम , 1952 के नियम 2 , नियम 4 और नियम 5 के साथ पठित उद्योग ( षिकास और विनियमन ) अधिनियम, 1951 ( 1951 का 65 ) की धारा 6 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए निम्नलिखित व्यक्तियों को वस्त्रउद्योग के लिए विकास परिषद् के सदस्यों के रूप में राजपत्र में इस आदेश के प्रकाशन की तारीख से दो वर्ष की अषधि के लिए, नियुक्त करती है, अर्थात्:-

2. परिषद् के कार्य निम्नलिखित हैं: -
अनुसूचित वस्त्र उद्योगों से संबंधित विषयों पर, जिन पर इसकी मलाह चाही गई है विचार करना और सरकार को सिफारिश करना और जिसके परिणामस्वरूप:-
( 1) अनुसूचित वस्त्र उद्योग की उत्पादकता और दक्षता में वृद्धि;
( ii ) उक्त उद्योग की सेवाओं में सुधार और विकास;
(iii ) विश्व बाजार में उक्त उद्योग और इसके उत्पादों की प्रतिस्पर्धा में वृद्धि;
होंगी जिसके अंतर्गत प्रौद्योगिकी उन्नति, क्षमता का उपयोग , कच्चे माल की उपलब्धता, उद्योग लगे हुए या लगाए जाने के लिए प्रस्तावित व्यक्तियों का प्रशिक्षण या पुनर्प्रशिक्षण उन्नत वैज्ञानिक और पौद्योगिक अनुसंधान उत्पादों का मानकीकरण, और आर्थिक योजना के लिए डाटाबेस के विकास के लिए उक्त उद्योग से आंकड़ों का संग्रहण

S.O. 127 ( E) . In exercise of the powers conferred by section 6 of the Industries (Development and Regulation ) Act , 1951 ( 65 of 1951 ) , read with rules 2 , 4 and 5 of the Development Councils ( Procedural ) Rules , 1952 , the Central Government hereby appoints the following persons to be members of the Development Council for Textile Industry for a period of two years from the date of publication of this Order in the Official Gazette , namely: -

2. Functions of the Council are to:
consider and make recommendations to Government on matters concerning the Scheduled Textiles Industry on which its advice is sought and which lead to:
( i) the increase in productivity and efficiency of the Scheduled Textiles Industry;
(ii ) improvement and development of the services of such Industry;
( iii ) increased competitiveness of such industry and its products in the global market,
including recommendations on measures necessary for technological upgradation; capacity utilization ; availability of raw material ; training or retraining of persons engaged or proposed to be engaged in the industry; enhanced scientific and technical research; standardisation of products ; and the collection of statistics from such industry for development of a database for economic planning.
