Whereas the Central Government is of the opinion that it is necessary to appoint a Commission of Inquiry forthe purpose of making an inquiry into the causes of the accident involving collision of 3005 Up Howrah-Amritsar Mail with the derailed wagons of down Foodgrain Special on the Ambala-Ludhiana Section of Northern Railways Ambala Division on 2-12-2000.
