का.आ. 1138 (अ) .-केन्द्रीय सरकार राष्ट्रीय राजमार्ग ( राष्ट्रीय राजमार्ग प्रखंड और स्थायी पुल लोक वित्तपोषित परियोजनाओ के उपयोग के लिए फीस ) नियम , 1997 के नियम 3 और नियम 9 के साथ पठित राष्ट्रीय राजमार्ग अधिनियम , 1956 ( 1956 का 48) की धारा द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , अधिसूचित करती है कि राष्ट्रीय राजमार्ग स० 6 के 235/2 कि० मी० पर शक्ति नाले पर स्थाई पुल के उपयोग के लिए यांत्रिक यानो पर नीचे अनुसूचि में विनिर्दिष्ट दरों पर फीस उदग्रहीत और संदत्त की जाएगी और मुख्या इंजीनियर ( राष्ट्रीय राजमार्ग ) , लोक निर्माण विभाग , रायपुर या उसके प्राधिकृत प्रतिनिधि को इस अधिसूचना के प्रकाशन की तारीख से उक्त अनुसूचि में विनिर्दिष्ट दरों पर फीस संगृहीत और प्रतिधारित करने के लिए प्राधिकृत करती है ।

टिप्पण:
1. जब उसी यान को एक दिन में एक से अधिक बार पुल पार करना हो तो उपयोग कर्ता को यह विकल्प होगा कि वह पहली बार पुल पार करते समय, उपर विनिर्दिष्ट दरों का डेढ गुणा संदाय कर दे या यदि यांन को, पुल पूर्ण मास या उससे भी अधिक ज्यादा अवधि, के लिए निरंतर और बार बार पार करना पडता है तो यान का स्वामी तीस एकल दरों के बराबर प्रभारों का अधिक लम्वी अवधि का संदाय करके मासिक पास प्राप्त कर सकता है ।
2. निम्नलिखित प्रकार के यानों को फीस से छूट प्रदान की गई है, अर्थात: -
(i ) रक्षा यान;
(ii ) अति महत्वपूर्ण व्यक्ति प्रतीक वाले यान ;
(iii) पुलिस यान ;

(iv) अग्नि शमन यान ;
(v) एंबुलेंस ;
(vi ) अंत्येष्टि यान ;
(vii ) डाक व तार विभाग के यान; और
(viii) केंद्रीय सरकार और राज्य सरकार के यान
3. शासकीय रूप से निम्नलिखित से संबधित यान , अति महत्वपूर्ण व्यक्ति प्रतीक वाले यान समझे जाऐंगे , अर्थातः-
(i) भारत के राष्ट्रपति,
(ii) भारत के उपराष्ट्रपति,
(iii) केन्द्रीय और राज्य मंत्री,
( iv) लोक सभा/राज्य सभा, राज्य विधान मंडलों में विपक्ष के नेता जिनकी प्रास्थिति केबिनेट मंत्री की हो,
(v) राज्यों के राज्यपाल ,
(vi ) सधं राज्य क्षेत्रों के उप राज्यपाल ,
(vii) केन्द्रीय और राज्य विधान मंडलों के अध्यक्ष या सभापति ,
(viii) भारत के दौरे पर उच्च पदस्थ विदेशी व्यक्ति,
(ix) सी डी ( राजनयिक कार ) प्रतीक वाली कारों का उपयोग कर रहे भारत में रह रहे विदेशी राजनयिक ,
4 उपर उल्लिखित दरें पुल के आसपास सहजदृश्य स्थानों पर सन्निर्मित किसी बोर्ड पर अग्रेजी, हिन्दी दोनों और जिस क्षेत्र में स्थायी पुल स्थित हैं उस क्षेत्र की प्रादेशिक भाषा में , सुपाठ्य रूप में लिखित या मुद्रित रूप में , संप्रदशिर्त की जाएंगी । यांत्रिक वाहनों का प्रत्येक चालक , स्वामी या भारसाधक व्यक्ति , स्थायी पुल पार करने से पूर्व या इसे पार करनें के पश्चात , क्रास बार पर अपना यान रोकेगा और संग्रहण बूथ पर यानों की बाबत उदग्रहणीय फीस का संदाय करेगा। मुख्य इंजीनियर ( राष्ट्रीय राजमार्ग ) , लोक निर्माण विभाग, रायपुर द्वारा , पुल पार करने वाले किसी यात्रिक यान की बाबत फीस के संग्रहण के लिए प्राधिकृत व्यक्ति बदले में राष्ट्रीय राजमार्ग ( राष्ट्रीय राजमार्ग, प्रखंड ओर स्थायी पुल- लोक वित्त पोषित परियोजनाओं के उपयोग के लिए फीस ) नियम , 1997 के नियम 7 के उपनियमों की अपेक्षानुसार एक रसीद दो प्रतियों में तैयार करेगा और रसीद की एक प्रति यान के चालक या स्वामी या भारसाधक व्यक्ति को देगा ।

NOTIFICATION
NewDelhi , the 19th November, 2001
S.O. 1138 (E ) . In exercise of powers conferred by section 7 of the National Highways Act , 1956 (48 of 1956) , read with rules 3 and 9 of the National Highways ( Fees for the Use of National Highway Section and Permanent Bridge Public Funded Projects) Rules , 1997 , the Central Government hereby notifies that there shall be levied and paid fees on mechanical vehicles for the use of permanent bridge across Shakti Nallah on National Highway No 6 at km 235/2 at the rates specified in the Schedule below and hereby authorizes the Chief Engineer (National Highway) , Public Works Department , Raipur or his authorised representative to collect and retain fees at the rates specified in the said Schedule from the date of publication of this notification .

NOTE:
1. When the same vehicle has to cross the bridge more than once in a day , the user shall have the option to pay one and a half times the rates specified above while crossing the bridge in the first trip itself, or if the vehicle has to cross the bridge continuously and quite frequently for the entire month or even beyond that, for much longer period , the vehicle owner can have a monthly pass on the payment of charges equal to thirty single rates .
2. The following types of vehicles are exempted from the fees , namely: -
(i) Defence vehicles ;
(ii) Vehicles with VIP symbols
(iii) Police vehicles ;

(iv) Fire Fighting vehicles ;
(v) Ambulances ;
(vi) Funeral Vans
(vii) Post and Telegraph Department Vehicles ; and
(viii) Central and State Government Vehicles .
The vehicles officially belonging to the following shall be deemed to be vehicles having VIP symbols , namely: - 3.
(i) President of India;
(ii) Vice President of India
(iii) Central and State Ministers ;
(iv) Leaders of Opposition in Lok Sabha , Rajya Sabha and State Legislatures having the status of a Cabinet Minister;
(v) Governors of States;
(vi) Lieutenant Governors of Union Territories ;
(vii) Speakers or Chairmen of Central and State Legislatures ;
(viii) Foreign Dignitaries on State visit to India;
( ix) Foreign Diplomats stationed in India using cars with CD (Car Diplomatic) symbols ;
4. The above mentioned rates shall be displayed on a Board erected at conspicuous places in the vicinity of the bridge, both legibly written or printed in English , Hindi and the regional language of the area in which the permanent bridge is situated . Every driver , owner or person in charge of the mechanical vehicles shall , before crossing the permanent bridge or after having crossed it , stop his vehicle at the cross bar and pay the fee leviable in respect of the vehicles at the fee collection booth . The person authorised by the Chief Engineer (National Highway) , Public Works Department , Raipur to collect fee in respect of any mechanical vehicle crossing the bridge shall in return , prepare a receipt in duplicate as required under sub - Rules of Rule 7 of the National Highways (Fees for the use of National Highways , Section and Permanent Bridge- Public Funded Project ) Rule 1997 and hand over one copy of the receipt to the driver or owner or person in charge of the mechanical vehicle.
