संख्या एम -12011 / 1 /2000- बजट एवं वित्त. भारतीय सांख्यिकीय संस्थान अधिनियम, 1959 ( 59 का 57 ) के खण्ड 9 के उपखण्ड ( 1 ) के प्रावधानों के अनुसरण में, भारत सरकार मे निम्नलिखित व्यक्तियों को शामिल कर भारतीय सांख्यिकीय संस्थान, कोलकाता के लिए एक संवीक्षा समिति का गठन करने का निर्णय लिया है:

[PART I-SE 1 ] 2. समिति के विचारार्थ विषय :
( i ) संस्थान के कार्य की पुनर्संरचना/पुनर्संगठन पर सलाह देने की दृष्टि से पिछले दो दशकों के दौरान संस्थान की विभिन्न इकाईयों/ विभागों/प्रभागों के कार्य निष्पादन की समीक्षा करना ।
(ii) अब तक प्राप्त किए अनुभव को ध्यान में रखते हुए भारतीय सांख्यिकीय संस्थान अधिनियम, 1959 और इसके संगम ज्ञापन में किसी संशोधन की आवश्यकता की जांच करना।
(iii ) संस्थान और इसके संकाय द्वारा किए गये परामर्शी कार्य के ढांचे की समीक्षा करना और विस्तार जिसके लिए सांख्यिकीय गुणवत्ता नियंत्रण और प्रचालन अनुसंधान को शामिल करते हुए विभिन्न क्षेत्रों में परामर्शी कार्य वाणिज्य या स्व- वित्त आधार पर प्रचालित किया जा सकता है , की जांच करना ।
( iv ) संस्थान के प्रशासनिक ढांचे, प्रबंध, कार्मिक नीति और वित्तीय एवं बजटीय नियंत्रण की समीक्षा करना और उन परिवर्तनों का सुझाव देना जिनमें, अन्य बातों के साथ- साथ आसूचना प्रौद्योगिकी विज्ञान लाने , एक संविदा आधार पर बाहरी स्रोत कार्य, स्टाफ संख्या और वर्ग का यौक्तिकीकरण और उपयुक्त स्तरों पर प्रयोक्ता भार लगाना शामिल है ।
(v) संगठन में आंतरिक संसाधन उत्पादन को अधिकतम करने के लिए संसाधन उत्पादन गतिविधियों के विस्तार/ वृद्धि और उद्योगों के साथ अधिक सहयोग , अन्य बातों के साथ - साथ शामिल करते हुए साधनों का सुझाव देना ताकि सरकारी बजटीय सहायता पर निर्भरता को न्यूनतम किया जा सके ।
(vi) उसकी वर्तमान अरूरत और भावी वृद्धि के लिए संस्थान के विद्यमान भवनों, उपकरणों और अन्य परिसम्पत्तियों की पर्याप्तता का आंकलन करना ।
3. भारतीय सांख्यिकीय संस्थान अधिनियम , 1959 की धारा 9 की उप- धारा ( 2 ) के उपबन्धों के अनुसार, संस्थान को समिति के गठन के बारे में सूचना दे दी गई है और एक ऐसा प्रतिनिधि नियुक्त करने के लिए कहा गया है जिसके पास समिति द्वारा किए गए मूल्यांकन या निरीक्षण अथवा समीक्षा पर सुनवाई और उपस्थित होने का अधिकार होगा ।
4. समिति अपनी कार्य पद्धति निर्धारित कर सकती है । यह अपने सदस्यों में से ऐसी उप -समितियाँ नियुक्त कर सकती है जैसा वह आवश्यक समझे और वह देश के भीतर या बाहर के सन्दर्भ में उठने वाले मामले या किसी बिन्दु पर परामर्शदाताओं और विशेषज्ञों की सलाह ले सकती है, जैसा भी आवश्यक समझा जाए।
5. समिति इस अधिसूचना के जारी करने की तारीख से छः महीने के भीतर अपनी रिपोर्ट प्रस्तुत करेगी ।
6. समिति का मुख्यालय नई दिल्ली में होगा ।

No. M- 12011/1 /2000-B &F .--In pursuance of the provisions of Sub- section ( 1 ) of Section 9 of the Indian Stastistical Institute Act, 1959 (57 of 1959 ), the Government of India has decided to constitute a Review Committee for the Indian Statistical Institute , Kolkata with the following persons :

-Member- Secretary 2. The terms of reference of the Committee will be :
(i) To review the performance of various units/departments /divisions of the Institute during the last two decades with a view to advise on the reorganisation/restructuring of the work of the Institute.
(i) To examine the need for any amendments to the Indian Statistical Institute Act, 1959 and its Memorandum ofAssociation in the light of the experience gained so far.
(iii) To review the framework of consultancy work undertaken by the Institute and its faculty and examine the extent to which the consultancy work in various fields including statistical quality control and operation research can be operated on commercial or self-financing basis.
(iv) To review the administrative setup , management , personnel policy, financial and budgetary control of the Institute and suggest changes which may include, amongst others , harnessing information technology , outsourcing work on a contract basis rationalization of staff strength and categories and levying user charges at appropriate levels .
(v) To suggest ways and means including, amongst others , greater collaboration with industries and expan- sion/addition of resource generating activities to maximise internal resource generation in the organisation so that the dependence on Government budgetary support can be kept at a minimum.
(vi) To assess the adequacy of the Institute's existing buildings , equipments and other assets for its present requirement and future growth .
3. In accordance with the provisions of Sub - section (2) of Section 9 of the Indian Statistical Institute Act , 1959 , the Institute has been informed about the setting up of the Committee and asked to appoint a representative who shall have the rightto be present and be heard at the review, inspection or evaluation made by the Committee.
4.The Committee may settle its own procedure of work. It may appoint such sub- committees as it may consider necessary from amongst its members and may take the advice of the consultants and experts on any point or matter arising out of its terms of reference from within the country or outside , as it may deem necessary .
5.The Committee shall submit its report within six months from the date of issue of this Notification .
6. The headquarters of the Committee shall be at New Delhi .
