का.आ. 110( अ ).-केन्द्रीय सरकार, ठेका श्रम ( विनियमन और उत्सादन ) अधिनियम, 1970 ( 1970 का 37 ) की धारा 10 की उप - धारा (1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय ठेका श्रम सलाहकार बोर्ड से परामर्श करने के पश्चात् और उक्त अधिनियम की धारा 10 की उपधारा ( 2 ) में विनिर्दिष्ट ठेका श्रम के लिए उपबंधित कार्य की दशाओं और फायदों तथा अन्य सुसंगत कारकों को ध्यान में रखते हुए, राजपत्र में इस अधिसूचना के प्रकाशन की तारीख से भारतीय विमान पत्तन प्राधिकरण के स्थापन में कार्गो टर्मिनल में, इंदिरा गांधी अंतरराष्ट्रीय विमान पत्तन प्राधिकरण , नई दिल्ली के एअर कार्गो टर्मिनल में, कम्प्यूटर डाटा भरण प्रचालन के कार्यों में ठेका श्रम के नियोजन को प्रतिषिद्ध करती है ।

S.O. 110 (E) .-In exercise of the powers conferred by Sub -section ( 1) of Section 10 of the Contract Labour (Regulation and Abolition) Act, 1970 (37 of 1970), the Central Government, after consultation with the Central Advisory Contract Board and having regard to the conditions of work and benefits provided for the contract labour and other relevant factors specified inSub-section (2) of Section 10 of the said Act , hereby prohibits employment of contract labour in the work of Computer DataFeeding Operations at Cargo Terminal in the establishment of the Airport Authority of India, Air Cargo Terminal, Indira Gandhi International Airport, New Delhi with effect from the date ofpublication of this notification in the Official Gazette.

का.आ. 111 ( अ ).-केन्द्रीय सरकार, ठेका श्रम ( विनियमन और उत्सादन ) अधिनियम, 1970 ( 1970 का 37 ) की धारा 10 की उप - धारा ( 1 ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, केन्द्रीय ठेका श्रम सलाहकार बोर्ड से परामर्श करने के पश्चात्और उक्त धारा 10 की उपधारा ( 2 ) के खंड ( क ) से ( घ ) तक में विनिर्दिष्ट ठेका श्रमिकों के लिए उपबंधित कार्य की दशाओं और फायदों तथा अन्य सुसंगत कारकों को ध्यान में रखते हुए, विशाखा टर्मिनल में स्थित इंडियन आयल कार्पोरेशन लिमिटेड के स्थापनों में नीचे अनुसूची में विनिर्दिष्ट किसी प्रक्रिया, प्रचालन या संकर्म में ठेका श्रम का नियोजन, राजपत्र में इस अधिसूचना के प्रकाशन की तारीख से प्रतिषिद्ध करती है ।
अनुसूची
1. विद्युत अनुरक्षण ।
2. तालाब फार्म क्षेत्र को सुव्यवस्थित रखना जिसके अंतर्गत सभी तालाबों के वर्तुल गालों को किसी जल ठहराव से मुक्त और शुष्क रखना तथा तालाबों की बालू की तह वाली नींव, गमनपथ और बांध की दीवारों पर से वनस्पति को हटाना भी सम्मिलित है । 3. अपशिष्ट सामग्री और वालू तेल अपमिश्रण से बनने वाले किसी कच्चे केक जो कतरन और खुदाई से बनते है, को हटाकर सफेद तेल और काले तेल की टेंकलॉरी की भराई और लदाई खड्डों को चालू रखना ।
4. टर्मिनल परिसरों के भीतर यार्ड सड़कों को सुष्यवस्थित रखना जिसके अंतर्गत सूखी पत्तियों, घास और अन्य कूड़ा करकट जैसे अपशिष्ट कागज, प्रयुक्त रुई अपशिष्ट, लकड़ी के टुकड़े आदि हैं , टर्मिनल परिसरों से हटाना भी हैं , और दिन प्रतिदिन के आधार पर टिन के कचरे को खाली करना ।
5. मुख्य टर्मिनल प्रबंधक बंगला क्षेत्र को सुष्यवस्थित रखना जिसके अंतर्गत क्षेत्र में सड़क क्षेत्रों का अनुरक्षण भी है । 6. सफेद तेल और काले तेल जी पी-5 के पंपों के निकट तेल छलकाव को हटाना और अग्निशमन पंप हाउसिस को साफ रखना, पंप हाउसिस और बहुबलित क्षेत्रों को स्वच्छ और सुव्यवस्थित रखना जिसके अंतर्गत पंपो हाउसों के किसी भी और पाइप लाइनों के नीचे निगर्तों में तेल का संग्रहण करना भी है और क्षेत्र को शुष्क, स्वच्छ और सुव्यवस्थित रखना ।
7. तुरंत काले तेल और सफेद तेल के टैंक लॉरी भरण शेड पर से शुष्क बालू से तेल छलकाव को हटाना और सभी खाड़ियों का सुष्यव- स्थित रूप से अनुरक्षण करना जिसके अंतर्गत एवियेशम , फ्यूल नियर टैंक लारी फिलिंग निगर्त भी हैं जो टैंक लारी फिलिंग शेड पर स्थितहै ।
8. शुष्क बालूसे टेंक बेगन गैन्टरी पर तेल छलकाव को हटाना और गैन्टरी क्षेत्र को सदैव शुष्क और स्वच्छ रखना जिसके अंतर्गत जहां भी आवश्यक हो गैन्टरी और ट्रैक्स के बीच में और उसके नीचे बालू बिछाना भी है ।
9. सूखी घास को हटाकर, शुष्क बालू का उपयोग करके तेल छलकाव को हटाकर भंडारों, ल्यूथ स्टेकिंग यार्ड के अंदर और बाहर सुष्यवस्थित अनुरक्षण करना और ल्यूब तेल बैरल के मुखौटों को स्वच्छ और साफ रखना ।
10. टर्मिनल परिसरों के भीतर सभी कार्यालय भवनों को स्वच्छ और सुष्यवस्थित बनाए रखना जिसके अंतर्गत मुख्य कार्यालय भवन (भूतल और प्रथम तल ) भी हैं , प्रसाधन, जन सुविधाओं, जनित्र कक्षों, पंप हाउसों , ट्रांसपोर्ट शेड, भंडारों, सुरक्षा कक्ष, अग्निशमन उपस्कर कक्ष, गोदामों, सिलेण्डर शेड जिसके अंतर्गत सभी प्रसाधन, स्नानागार, खिड़कियां और अन्य फर्नीचर भी हैं का ठीक रख रखाव करना इसमें दिन प्रतिदिन के आधार पर भवनों के ऊपर वेनिशी प्रच्छन्न भी हैं ।
11. टर्मिनल में सभी खुले नालों से कीचड़ और अन्य संग्रहों को हटाना जिसके अंतर्गत ह्यूम पाइप/पुलिया से जहां कहीं आवश्यक हो कीचड़ की निकासी करना भी है ।
12. दिन प्रतिदिन के आधार पर प्रयोगशाला उपस्कर का स्वच्छता से रख रखाव करना और प्रयोगशाला से संराशिकृत सैंपलों को खाली करना ।
13. टर्मिनल और मुख्य टर्मिनल प्रबंधकों के बंगलों पर हरित पट्टी विकसित करना और उद्यानीकरण करना तथा रख रखाव करना ।

NOTIFICATION

S.O. 111 (E) . In exercise of the powers conferred by sub - section ( 1) of Section 10 of the Contract Labour (Regulation and Abolition) Act , 1970 (37 of 1970) , the Central Govemment, after consultation with the Central Advisory Contract Labour Board and having regard to the conditions of work and benefits provided for the contract labour and other relevant factors specified in clauses ( a) to (d) of Sub -section (2 ) of the said section 10 , hereby prohibits employment of contract labour in any process , operation or the work specified in the Schedule below , in the establishment of the Indian Oil Corporation Limited at Visakha Terminal with effect from the date of publication of this notification in the Official Gazette.
SCHEDULE
1. Electrical maintenance .
2. Upkeeping tank farm area including keeping the circular drains of all tanks dry and free from any water stagnation and removing vegetation on the sandpad foundation of tanks , walkways and bund walls.
3. Upkeeping the white oil and black oil Tank Lorry Filling boading bays by removing waste material and sand oil mixture forming as raw cake by scrapping/digging .
4 Upkeeping the yard roads inside the Terminal premises including removing dry leaves, grass and other rubbish such as waste paper, used cotton waste, wooden pieces, etc. , from the Terminal premises and emptying the trash tins on a day -to -day basis .
5. Upkeeping Chief Terminal Manager Bungalow area including maintaining road margins in the area .
6. Removal ofthe oil spillage near the pumps in the White Oil and Black-oil JP- 5 and fire pump houses, keeping the pump houses and manifold area clean and tidy including collecting the oil in the sumps below pipeline on cither side of the pump houses and keeping the area dry, clean and tidy.
7. Removing the oil spillages at the Black Oil and White Oil Tank Lorry Filling shed then and there with dry sand and maintaining upkeepment of all the bays including Aviation Turbine Fuel sumps at Tank Lorry Filling shed.
8. Removing the oil spillages at the Tank Wagon gantry with dry sand and keeping the gantry area dry and clean always including spreading sand below the gantry and between tracks as and when necessary .
9. Maintaining upkeepment inside and outside the stores , Lube stacking yard by removing the dry grass , oil spillages using dry sand and maintaining lube oil barrel faces neat and clean .
10. Maintaining all the office building within the Terminal premises neat and tidy including main office building (Ground and First Floor) toilets, laboratory, Generator rooms, pump houses , transport shed , stores , security room, Fire Fighting equipment room, godowns, cylinder shed including all toilets , bathrooms , windows , and other furniture including Venetian blinds in the above buildings on day-to -day basis .
11. Removing mud and other collections from all open drains in the Terminal including clearing of mud from Hume pipe/culverts wherever necessary.
12. Maintaining lab equipment neatly on day -to -day basis and emptying the accumulated samples at laboratory.
13. Developing and maintaining green belt and gardening at Terminal and Chief Terminal Manager's bungalow. "
