का. आ. 458( अ ).- केन्द्र सरकार, मोटरयान अधिनियम , 1988 की धारा 58 की उपधारा (3) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए संलग्न अनुसूची में उल्लिखितः सकल वाहन भार और आयाम वाले निम्नलिखित ट्रेलर के पंजीकरण के लिए अनुमोदन प्रदान करती है -

6. ट्रेलर का पजिंकरण उत्तरांचल राज्य में किया आएगा 1 उपर्युक्त छूट ट्रेलर के केवल उत्तरांचल राज्य में ऋषिकेश से टिहरी गढ़वाल मार्ग एवं अन्य उपक्रम स्थानों पर चालन हेतूप्रदान की गई है । यह खाली ट्रेलर इसकी सुपुर्दगी हेतु निर्माता के स्थान बहादुरगढ़, से मालिक के स्थान टिहरी गढ़वाल आने के लिए भी मान्य होगा 1
7. उपर्युक्तछूट इन शर्तों के अध्यधीन हैः-
(क) उक्त वाहन का आवागमन यातायात व सामान्यप्रवाह को प्रभावित किए बिना होगा ।
(ख) सहक़पर ट्रेलर के आवागमन हेतु अधिकतम गति सीमा 16 कि० मी० प्रति घण्टा से अधिक नहीं होगी 1
(ग) टी० एच० डी० सी० एल० वाहन के आवागमन से उत्पन्न किसी भी प्रकार की क्षतिपूर्ति के लिए राज्य सरकार को भुगतानके लिए जिम्मेदार होगा 1
(घ) वाहन के आगे एवं पीछे की चौडाई वाले हिस्से पर पीले एवं काले रंग से जेबरा पट्टी बनाई जाएगी । इसके अतिरिक्त दिन में लाल झन्डा एवं रात्रि में लाल बत्ती वाहन के आगे एवं पीछे लगाई जाएगी जिससे वाहन की 'स्थिति ज्ञात हो सके 1
( इ) टी० एच० डी० सी० एल० राज्य सरकार द्वारा संबंधित पाबन्दियों का ध्यान रखोगी 1
(च) टी० एच० डी० सी० एल० ट्रेलर के सड़क पर आवागमन से पूर्व राज्य सरकार द्वारा निर्धारित अथारिटी द्वारा पूर्वानमति प्राप्त करेगी 1
(छ) टी० एच० डी० सी० एल० वाहन के आवागमन के बारे में राज्य सरकार द्वारा निर्धारित अथारिटी एवं अधिकारी को पूर्व सूचना प्रदान करेगी 1
(ज ) खाली ट्रेलर को बहादुरगढ़ से टिहरी गढ़वाल ले जाने के समय भी रास्ते में आने वाली प्रत्येक अथॉरिटी से प्रत्येक बार जरूरी अनुमोदन प्राप्त कर लिया जाएगा ।

S.O.458(E ) . In exercise of the powers conferredby sub- section (3) of Section 58of the Motor VehiclesAct , 1988, the Central Government hereby accords approval to the registration of following trailer with gross vehicle weight anddimensions as mentioned in the Schedule appended hereto:

6. The trailer will be registered in the state of Uttranchal . The above relaxation is given for operation of traller within the State of Uttranchal and on Rishikesh to Tehri Garhwal route and other project sites . The trailer will also be allowed to ply empty between manufacturers site at Bahadurgarh to Tehri Garhwal for the purpose of its delivery at owner's site .

7. The above relaxation is subject to the condition that-
( i ) the said vehicle should be moved without any hindrance to the normal flow of traffic.
( ii ) the maximum speed of the trailer for movement on the road shall not exceed 16 kms/hour .
( iii ) THDCL is liable to pay such amount to the State Government where any damage is caused to the roads or road structures directly or indirectly due to the movement of such vehicle .
(iv) the vehicle shall be painted for the entire width by yellow and black zebra strips on the front and rear sides duly marked for night time driving/ parking suitably by red lamps at the front and rear and red flags on both the sides during day time to indicate the extreme position of the vehicle clearly.
(v) THDCL will observe such load restrictions as the State Government may by order specify in this behalf.
(vi) THDCL will obtain the prior permission of such authority as maybe specified by the State Government in this behalf before putting such vehicle on the road.
(vii) THDCL will give advance intimation to such authority or officer specified in this behalf by the State Government regarding the movement of such vehicle.
(vill) While plying the empty trailer between Bahadurgarhto Tehri -Garhwal necessary approval from each of the State authorities lying en route will also be obtained. ach time
