सं.फा. 9-14/2002- राअशिप. राष्ट्रीय अध्यापक शिक्षा परिषद् ने मान्यताप्राप्त संस्थानों द्वारा कोई नया पाठ्यक्रम अथवा प्रशिक्षण शुरू करने के प्रयोजन से मान्यता/अनुमति के लिए अध्यापक शिक्षा कार्यक्रमों की मान्यता के फार्म की तथा उसके साथ संलग्न किए जाने वाले आवश्यक दस्तावेजों की सूची की समीक्षा की है ।
राष्ट्रीय अध्यापक शिक्षा परिषद् 1993 ( 1993 का 73वां ) अधिनियम की धारा 14 और 15 के साथ पठित धारा 32 की उपधारा ( 2 ) के खण्ड ( ङ) और ( ६ ) के अधीन प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय अध्यापक शिक्षा परिषद् ( संस्थाओं की मान्यता के लिए आवेदन, आवेदन की पद्धति, मान्यता की शर्तों का निर्धारण तथा नए पाठ्यक्रम या प्रशिक्षण के शुरू करने की अनुमति ) विनियम, 1995 में, जो कि भारत के राजपत्र में दिनांक 24 फरवरी , 1996 की अधिसूचना संख्या 8 के रूप में प्रकाशित हुए थे, और आगे संशोधित करने के लिए अध्यापक शिक्षा परिषद्निम्न विनियम बनाती है :
लघुशीर्ष तथा प्रारम्भ
1. ये विनियम ( संस्थाओं की मान्यता के लिए आवेदन, आवेदन की पद्धति, मान्यता की शर्तों का निर्धारण तथा नए पाठ्यक्रम या प्रशिक्षण के शुरू करने की अनुमति ) ( संशोधन ) विनियम, 2002 कहलाएंगे ।
2. ये सरकारी राजपत्र में इनके प्रकाशन की तारीख से लागू होंगे ।
संशोधन कीसीमा
राष्ट्रीय अध्यापक शिक्षा परिषद् ( संस्थाओं की मान्यता के लिए आवेदन, आवेदन की पद्धति, मान्यता की शर्तों का निर्धारण तथा नए पाठ्यक्रम या प्रशिक्षण के शुरू करने की अनुमति विनियम ) , 1995 में जहां कहीं ' परिशिष्ट-1 ' शब्द प्रयुक्त हुआ है उसे ' परिशिष्ट- ए', ' परिशिष्ट- बी', ' परिशिष्ट- सी ' तथा ' परिशिष्ट-1 डी ' द्वारा प्रतिस्थापित किया जाता है ।
अध्यापक शिक्षा संस्थाओं /पाठ्यक्रमों के लिए मान्यता/अनुमति प्रदान किए जाने के लिए आवेदन का प्रपत्र , जो कि भारत के राजपत्र में दिनांक 24 फरवरी , 1996 की अधिसूचना संख्या 8 के रूप में प्रकाशित राष्ट्रीय अध्यापक शिक्षा परिषद् ( संस्थाओं की मान्यता के लिए आवेदन, आवेदन की पद्धति, मान्यता की शर्तों का निर्धारण तथा नए पाठ्यक्रम या प्रशिक्षण के शुरू करने की अनुमति ) विनियम , 1995 के ' परिशिष्ट- I' में दिया गया था उसे निम्न द्वारा प्रतिस्थापित किया जाएगा :
( i) दाखिल किए जाने वाले छात्रों की संख्या में वृद्धि के लिए आवेदन सहित अध्यापक शिक्षा संस्थाओं/कार्यक्रमों की मान्यता/अनुमति के लिए आवेदन का प्रपत्र ' परिशिष्ट- I ' में दिए गए फोरमैट के अनुसार होगा ।

[PART III- SEC. 4] ( ii ) आवेदन पत्र के साथ संलग्न किए जाने वाले आवश्यक दस्तावेजों की सूची ' परिशिष्ट- I बी ', के अनुसार होगी। (iii ) भूमि के स्वामित्व का प्रमाण पत्र स्थानीय रूप से वकालत करने वाले वकील द्वारा ' परिशिष्ट- I सी' में दिए गए फोरमैट के अनुसार होगा ।
( iv ) गैर न्यायिक स्टॉम्प पेपर पर प्रस्तुत किए जाने वाला आश्वासन ' परिशिष्ट- I डी', में दिए गए फोरमैट के अनुसार होगा ।

दाखिल किए जाने वाले छात्रों की संख्या में वृद्धि के लिए ( मुक्त और दूरास्थ शिक्षा पद्धति से इतर ) आवेदन पत्र सहित अध्यापक शिक्षा संस्थानों/कार्यक्रमों की मान्यताप्राप्त करने के लिए आवेदन पत्र
1. सामन्य विवरण/जानकारी
1.1 संस्थान का नाम
1.2 डाक का पूरा पता ( पिन कोड सहित )
1.3 टेलीफोन नं./फैक्स/ई-मेल
1.4 निकटतम रेलवे स्टेशन और उसकी दूरी ( किलोमीटर में )
1.5 यदि ग्रामीण क्षेत्र में स्थित है तो निकटतम शहर से उसकी दूरी ( किलोमीटर में )
1.6 कार्यक्रम का नाम
1.7 प्रस्तावित यूनिटों की संख्या/दाखिल किए जाने वाले छात्रों की संख्या ( बताएं कि क्या यह आवेदन पत्र नए कार्यक्रम के लिए है अथवा किसी मान्यताप्राप्त कार्यक्रम में दाखिल किए जाने वाले छात्रों की संख्या में वृद्धि के लिए है )
1.8 शैक्षणिक वर्ष ( महीना निर्दिष्ट करें ) जिससे कार्यक्रम शुरू करने का प्रस्ताव है ।
1.9 सम्बंधक/परीक्षण निकाय का नाम
1.10 संस्थान की कोटि ( लड़कों के लिए लड़कियों के लिए सहशिक्षात्मक)
1.11 क्या प्रस्तावित कार्यक्रम शुरू करने के लिए राज्य सरकार द्वारा जारी किया गया अनापत्ति प्रमाण पत्र ( एन.ओ.सी. ) संलग्न किया गया है ?

2. प्रबन्धन की कोटि
2.1 कृपया बताएं कि संस्थान का प्रबन्ध सोसायटी अथवा न्यास/बोर्ड में से किसके द्वारा किया जाना है । ( पंजीकरण के प्रमाण पत्र, संस्था की बर्हिनियमावली, उपनियमों आदि में से प्रत्येक की एक- एक प्रति संलग्न की जाए ) ।
3. आधारिक सुविधाएं
3.1 कृपया बताएं कि क्या संस्थान के नाम में भूमि, स्वामित्व के आधार पर अथवा दीर्घाकालीन पट्टे पर उपलब्ध है । 3

3.2 यदि पाठ्यक्रम पहले से ही निर्मित किसी भवन में शुरू करने का विचार है तो निम्न ब्यौरे/दस्तावेज प्रस्तुत किए जाएं :
( क) फर्श/ कमरे - वार क्षेत्रफल के ब्यौरों सहित भवन का अनुमोदित नक्शा
( ख) कुल कुरसी क्षेत्रफल
(ग) स्थानीय निकाय से निर्माण कार्य पूर्ति प्रमाण- पत्र ।
3.3 यदि भवन का निर्माण अभी किया जाना है , तो निम्न ब्यौरे दस्तावेज प्रस्तुत किए जाएं :
(क) स्थान का नक्शा
( ख ) फर्श/कमरे- वार क्षेत्रफल के ब्यौरों सहित भवन का अनुमोदित नक्शा
(ग ) निर्माण कार्य शुरू करने की तारीख
(घ) निर्माण कार्य पूरे होने की सम्भावित तारीख ।
3.4 जब तक भवन का निर्माण नहीं हो जाता तब तक पाठ्यक्रम शुरू करने के लिए तय किए गए भवन ( भवनों ) के ब्यौरे 3.5 यदि एक से अधिक भवन तय किए गए हैं तो एक भवन से दूसरे भवन की दूरी निर्दिष्ट करें
3.6 भवन( भवनों ) में प्रयोज्य क्षेत्र ( वर्गफुट में )
3.7 क्या पानी , बिजली और टॉयलेट सुविधाएं उपलब्ध हैं ?
3.8 भवन कहां स्थित हैं- आवासीय अथवा गैर- आवासीय क्षेत्र में ?
3.9 स्थान के संबंध में निम्म विशिष्ट ब्यौरे प्रस्तुत किए जाएं :

3.10 आउटडोर ( खेल का मैदान आदि ) /इन्डोर खेलों के लिए उपलब्ध स्थान ब्यौरे प्रस्तुत करें
3.11 उपलब्ध फर्नीचर के पूरे ब्यौरे प्रस्तुत करें
4. पाठ्यचर्चा संचालन
4.1 यदि पूर्णकालिक अध्यापम स्टाफ/शिक्षकेतर स्टाफ मानदंडों के अनुसार पहले से नियुक्त/चयनित/अभिज्ञान किया जा चुका है तो उसके ब्यौरे (नाम , जन्मतिथि, शैक्षिक और व्यावसायिक अर्हताएं तथा उन्हें पास करने के वर्ष और कार्यभार संभालने की तारीख दर्शाने वाला एक अलग विवरण - पत्र संलग्न किया जाए )
4.2 पाठ्यक्रम के लिए अध्यापम स्टाफ तथा शिक्षकेतर स्टाफ की भर्ती करने के लिए की जा रही कार्रवाई निर्दिष्ट करें ( भर्ती की क्रियाविधि और चयन समिति का गठन निर्दिष्ट करें )
4.3 अध्यापन अभ्यास/ स्थानबद्ध प्रशिक्षण के लिए अभिज्ञात प्राथमिक स्कूलों/निम्न प्राथमिक स्कूलों/प्रारंभिक स्कूलों/माध्यमिक स्कूलों/ उच्च माध्यमिक स्कूलों के नाम और संस्थान से उनकी दूरी THE GAZETTE OF INDIA: EXTRAORDINARY
[PART III- SEC . 4] 5. अनुदेशात्मक सुविधाएं
5.1 उपलब्ध उपस्कर तथा साफ्टवेयर और हार्डवेयर सुविधाओं सहित विज्ञान प्रयोगशाला/ मनोविज्ञान प्रयोगशाला/शिक्षा प्रौद्योगिकी और मीडिया प्रयोगशाला जैसी प्रयोगशाला सुविधाओं के ब्यौरे प्रस्तुत करें :
(क) विज्ञान प्रयोगशाला
(ख) मनोविज्ञान प्रयोगशाला
(ग) शिक्षा प्रौद्योगिकी और मीडिया प्रयोगशाला
5.2 प्रयोगशाला उपस्कर, कम्प्यूटर हार्डवेयर तथा साफ्टवेयर तथा अन्य अध्यापन सहायक सामग्री के ब्यौरे प्रस्तुत करें 5.3.सी.पी.एड. /बी.पी.एड. एम.पी.एड. पाठ्यक्रमों के संबंध में निम्न ब्यौरे प्रस्तत करें :
(क) खेल के मैदान बहुउद्देशीय हाल/इन्डोर खेलों के लिए व्यायामशाला के ब्यौरे
(ख) खेलों और खेलकूद के लिए विभिन्न उपस्करों के ब्यौरे
( ग ) उपस्करों के ब्यौरों सहित स्वास्थ्य शिक्षा और शरीर रचमा विज्ञाम तथा शरीर विज्ञान प्रयोगशाला संबंधी सुविधाएं 5.4 उपलब्ध पुस्तकों , पत्रिकाओं, जर्नलों, श्रव्य दृश्य सहायक सामग्री, अध्यापन सहायक सामग्री तथा खेल सामग्री के ब्यौरे प्रस्तुत करें ।
6. वित्त
6.1 संस्थान/कार्यक्रम चलाने के लिए वित्तीय साधनों और उपलब्ध निधियों के बारे में बताएं
6.2 क्या संस्थान मे स्थायी और आरक्षित निधियों की व्यवस्था कर ली है । स्थायी निधि के निमित 5 लाख रुपये की मूल सावधि जमा रसीद संलग्गकी जाए जिसे मान्यता प्रदाम किए जाने के बाद संयुक्त संचालन के लिए बदल दिया जाएगा ।
7. अन्यजानकारी
7.1 कोई अन्य पाठ्यक्रम यदि संस्थान द्वारा चलाए जा रहे हों तो

परिशिष्ट- 1 -मी दाखिल किए जाने वाले छात्रों की संख्या में वृद्धि के लिए अनुमति सहित मान्यता प्राप्त करने के लिए आवेदन पत्र निम्न आवश्यक दस्तावेजों सहित संबंधित क्षेत्रीय समिति को संलग्न फोरमेट में तीन प्रतियों में प्रस्तुत किया जाना चाहिए ।
(i) राष्ट्रीय अध्यापक शिक्षा परिषद की संबंधित क्षेत्रीय समिति को जिस स्थान पर वह स्थित है, उसमें देय रेखित डिमांड ड्राफ्ट के रूप में निर्धारित आवेदन शुल्क (जो वापिस नहीं होगा)
(ii ) राज्य सरकार /संघशासित क्षेत्र प्रशासन से ' अनापत्ति प्रमाण पत्र ' (मूल रूप में)
(iii) स्थानीय रूप से वकालत कर रहे किसी वकील द्वारा ' भूमि स्वामित्व प्रमाणपत्र ' सहित भूमि सम्बंधी वैध दस्तावेजों की प्रतियां ।
(iv) भवन के अनुमोदित नक्शे की प्रति
(v) स्थायी निधि के लिए 5 लाख रुप्ये ( पांच लाख रुपये मात्र) की सावधि जमा रसीद (मूल रूप में)
(vi ) यदि संस्थान का प्रबंध किसी सोसायटी/न्यास/बोर्ड के हाथों में हो तो पंजीकरण प्रमाण पत्र , संस्था की बहिर्नियमावली तथा उपनियमों में से प्रत्येक की एक- एक प्रति
(vii) गैर-न्यायिक स्टाम्प पेपर पर आश्वासन
(viii) आवेदन पत्र में दी गई सामग्री और उसके साथ संलग्न दस्तावेजों का सत्यापन करने वाला एक सशपथ पत्र । शपथ पत्र पहली श्रेणी के दण्डाधिकारी/एस.डी.एम./ए.डी.एम. द्वारा सत्यापित कराया जाना आवश्यक है ।
टिप्पणी
(1) यदि आवेदन पत्र अधूरा पाया जाता है अर्थात उसके साथ सभी आवश्यक दस्तावेज संलग्न नहीं किए जाते तो संस्थान को विनियमों में निर्धारित अन्तिम तारीख तक या उससे पूर्व आवेदन पत्र में पाई गई कमियों को दूर करने के लिए कहा जा सकता है ।
(2) यदि किसी मामले में आवेदन पत्र की कमियां अन्तिम तारीख के बाद ही दूर हो पाती हैं तो संस्थान के अनुरोध पर उसके आवेदन पत्र को क्षेत्रीय समिति द्वारा अगले शैक्षणिक वर्ष अर्थात एक वर्ष बाद आयोजित किए जाने वाले पाठ्यक्रम के लिए विचार किए जाने के निमित्त ले जाया जा सकता है । 6

न्यास/सोसायटी/संस्थान के अनुरोध पर मैंने निम्न भूमि से सम्बन्धित विभिन्न भूमि दस्तावेजों/अभिलेखों की व्यक्तिगत रूप से जांच कर ली है ।

परिशिष्ट 1-डी प्रबधकवर्ग/संस्थान के सक्षम प्राधिकृत अधिकारी द्वारा पहली श्रेणी के दण्डाधिकारी/एस.डी. एम. /ए.डी.एम . के सत्यापन के बाद गैर - न्यायिक स्टाम्प पेपर पर प्रस्तुत किए जाने वाला आश्वासन
(कालेज/संस्थान/ न्यास/सोसायटी आदि का नाम) का के का नाम) (न्यासी/अध्यक्ष/प्रिंसीपल/निर्देशक/हैड/कुलसचिव/संवाददाता मैं/हम एतद्वारा यह वचन देता/देते हूं/हैं कि सत्र (शैक्षणिक वर्ष) से (संस्थान/पाठ्यक्रम/कार्यक्रम का नाम) की मान्यता प्राप्त करने के सम्बन्ध में अपने/हमारे आवेदन पत्र के संबंध में निम्न की पूर्ति की जाएगी ।
1. कि राअशिप के समय - समय पर यथानिर्धारित मानदंडों, मानकों और मार्गदर्शी सिद्धांतों के अनुसार आधारिक , अनुदेशात्मक तथा अन्य सुविधाएं उपलब्ध कराई जाएंगी ।
2. कि पात्रता की शर्तें पूरी करने वाले छात्रों का दाखिला या तो अर्हक परीक्षा में प्राप्त अंकों के आधार पर अथवा राज्य सरकार/विश्वविद्यालय की नीति के अनुसार उसके द्वारा आयोजित प्रवेश परीक्षा के आधार पर किया जाएगा ।
3. कि राज्य सरकार की नीति के अनुसार अनुसूचित जातियों/अनुसूचित जनजातियों/अन्य पिछड़े वर्गों/विकलांगों आदि के लिए सीटों का आरक्षण किया जाएगा ।
4. कि पाठ्यक्रम में दाखिला राअशिप की संबंधित क्षेत्रीय समिति द्वारा मान्यता प्रदान करने के बाद ही किया जाएगा ।
5. (क) कि मानदंडों और मानकों में निर्धारित अर्हताओं के अनुसार समुचित रूप से व्यापक विज्ञापन के माध्यम से और विधिवत रूप से गठित चयन समिति की सिफारशों पर मुक्त चयन के जरिए नियमित आधार पर पूर्णकालिक स्टाफ नियुक्त किया जाएगा ।
(ख) कि अंशकालिक स्टाफ की नियुक्ति राज्य सरकार/संबंधक विश्वविद्यालय के मार्गदर्शी सिद्धांतों के अनुसार की जाएगी ।
6. कि शिक्षण शुल्क तथा अन्य शुल्क संबंधित राज्य सरकार/संबंधक विश्वविद्यालय द्वारा निर्धारित दरों पर वसूल किए जाएंगे ।
7. कि संस्थान के शैक्षणिक तथा अन्य स्टाफ (अंशकालिक स्टाफ सहित) को संबंधित राज्य सरकार/संबंधक विश्वविद्यालय द्वारा समय - समय पर यथानिर्धारित वेतन का भुगतान किया जाएगा ।
8. कि प्रबंधकवर्ग अपने सभी कर्मचारियों के संबंध में भविष्य निधि , पेंशन , उपदान आदि से संबंधित सांविधिक दायित्वों की पूर्ति करेगा ।
9. कि प्रबंधकवर्ग संतोषजनक सुविधाएं उपलब्ध कराने और कार्यक्रम के समुचित कार्यान्वयन के लिए पर्याप्त निधियां उपलब्ध कराएगा । 8

[PART III-SEC . 4] 10. कि प्रबंधकवर्ग (ⅰ ) प्रबंधकवर्ग के प्राधिकृत प्रतिनिधि और क्षेत्रीय समिति के एक अधिकारी द्वारा संयुक्त रूप से चलाए जाने वाली 5 लाख रु. ( पांच लाख रुपये मात्र) की एक स्थायी निधि तथा ( ii ) स्टाफ के 3 महीने के बराबर की एक आरक्षित निधि रखेगा ।
11. कि संस्थान के खाते विधिवत रूप से रखे जाएंगे और उनकी लेखापरीक्षा अधिकारियों अथवा सनदी लेखाकार द्वारा प्रतिवर्ष लेखा परीक्षा कराई जाएगी और वे निरीक्षण के लिए उपलब्ध रहेंगे ।
12. कि प्रबंधकवर्ग राअशिप द्वारा समय - समय पर निर्धारित सभी शर्तों और मानदंडों का कड़ाई से पालन करेगा , पूरी निष्ठा के साथ कार्यक्रम आयोजित करेगा और जब कभी आवश्यक होगा राअशिप द्वारा निरीक्षण के लिए उपलब्ध रहेगा ।
13. यदि किसी मामले में (सोसायटी/न्यास/कालेज/संस्थान आदि का नाम) द्वारा मानदंडों और मानकों तथा राअशिप द्वारा समय - समय पर निर्दिष्ट/निर्धारित किसी अन्य शर्त की पूर्ति नहीं हो पाती है तो राअशिप अथवा उसके द्वारा प्राधिकृत किसी निकाय अथवा व्यक्ति को किसी अन्य मामले पर कोई विचार किए बिना अपनी मान्यता अथवा अनुमति रद्द करने के संबंध में सभी आवश्यक कार्रवाई करने की छूट होगी और ऐसी कार्रवाई के फलस्वरूप उत्पन्न होने वाले सभी दायित्व नितांत रूप से संस्थान/प्रबंधकवर्ग द्वारा वहन किए जाएंगे ।

16. राअशिप द्वारा प्रदान किए गए अनुमोदन के बल पर (कालेज/संस्थान) केन्द्रीय अथवा राज्य सरकार से किसी प्रकार के वित्तीय अनुदान अथवा सहायता अथवा राअशिप से किसी प्रकार के सहयोग का स्वतः दावेदार नहीं हो जाएगा ।

NOTIFICATION
New Delhi , the 1st July, 2002
No. F. 9-14/2002/ NCTE .--The NCTE undertook a review of the form for recognition of Teacher Education programmes for recognition/permission to start new course or training by recognised institutions and the list of essential documents required to be submitted therewith.
Inexercise of the powers conferred under clauses (e) and ( g) of sub - section (2 ) of Section 32 read with sections 14 and 15 of the NCTE Act , 1993 (No.73 of 1993 ) , the National Council for Teacher Education hereby makes the following regulations to further amend the NCTE (application for recognition the manner for submission , determination of condition for recognition of institutions and permission to start new course or training ) Regulations , 1995 notified vide Gazette of India notification No. 8 dated 24th February, 1996.
Short Title and Commencement
1. These Regulations may be called NCTE ( application for recognition the manner for submission , determination of condition for recognition of institutions and permission to start new course or training) (Amendment ) Regulations , 2002 .
2. They shall come into force on the date orpublication in the Official Gazette .
Extent of Amendment
Wherever the word ' Appendix 1 ' appears in NCTE (application for recognition the manner for submission , determination of condition for recognition of institutions and permission to start new course or training) Regulations , 1995 , the same is substituted with the words ' Appendix 1A' , ' Appendix 1B ' , ' Appendix IC ' and ' Appendix ID ' . \
The form of application for grant of recognition/ permission for teacher education institutions/ courses given in Appendix 1 to NCTE ( application for recognition the manner for submission , determination of condition for recognition of institutions and permission to start new course or training ) Regulations, 1995 notified vide Gazette of India notification No. 8 dated 24th February, 1996 , will be substituted by the following:
(1) The Form of application for grant of recognition/ permission for Teacher Education institutions/Programmes including application for additional intake shall be as per the format given in Appendix 1A.
(ii) List of essential documents to be attached to the application shall be as given in Appendix IB .
(iii) Land Title Certificate by a local practicing lawyer shall be submitted as per the format given at Appendix 1C.
(iv) Undertaking on a non -judicial stamp paper shall be submitted as per the format at Appendix ID.

List of Essential Documents
Application for grant of recognition including permission for additional intake shouldbe submitted in the attached format intriplicate to the concerned Regional Committee along with the following essential documents :
(1) Prescribed Application fee (Non - refundable ) in the form of a crossed Demand Draft drawn in favour of the concernedRegional Committee , NCTE , payable at the place of the Regional Committee concerned.
(ii) "No Objection Certificate " from the State Govt./UT Administration (in original).
(iii) Copies ofvalid land documents along with a " Land Title Certificate " by a local practising lawyer .

Notes: ( 1 ) Ifthe application is found incomplete i.e. without all the essential documents , the institution may be asked to make good deficiencies in the application on or before the last date prescribed in the regulations.
(2) In the event when deficiencies in an application get removed only after the last date , at the request of the institution the application of institution may be carried forward by the Regional Committee for consideration for the subsequent academic year i.e. for the course that wouldbe offered one year later.

Appendix- 1D Undertaking on non -judicial stamp paper to be submitted by a Competent/Authorised Functionary representing the Management/Institution after attestation by a Notary

4. That admission to the Course will be made only after recognition is granted by the concerned Regional Committee ofthe NCTE.
5. (a) That the full time staff will be appointed on regular basis as per the qualifications prescribed in the Norms and Standards through a reasonably wide advertisement and open selection on the basis of the recommendation ofduly constituted Selection Committees.
(b) That the part time staff will be appointed as per the guidelines of the State Govt./the affiliating University.
6. That the tuition and other fees will be charged at rates prescribed by the concerned State Govt./affiliating University.
7. That the academic and other staff of the institution ( including part time staff) shall be paid such salary as maybe prescribed by the concerned State Govt./University from time to time .
8. That the Management shall discharge the statutory obligations relating to provident fund , pension, gratuity etc. in respect ofall its employees .
9. That the Management will make adequate funds available for providing satisfactory facilities and for proper programme implementation.
10. That the Management shall maintain ( i ) an Endowment Fund ofRs . 5.00 lacs (Rupees five lacs only) tobe operated jointly by the authorized representative of the Management and an officer of the concerned Regional Committee and ( ii ) a reserve fund equivalent to three months salary of the staff.
11. That the accounts of the institution will be properly maintained and audited annually by the audit authorities or a Chartered Accountant, and will be open for inspection.
12. That the Management will strictly follow all conditions and norms prescribed by NCTE from time to time, conduct the programme in all earnestness , and submit itselfto inspection by the NCTE as required at any time.
Inthe eventofnon -compliance by the 13. ...(name ofthe Society/Trustee/College/ Institution etc.) with regard to the norms and standards and any other condition laid down/ prescribed by the NCTE from time to time, the NCTE or a body or a person authorized by it will be free to take all necessary measures for effecting withdrawal of its recognition or permission, without consideration of any other issue, and that all liabilities arising out of such a withdrawal would solely be that of the Institution/Management .
14. That the Management will not cause or allow discontinuation of the Course in any year or for any batch, and that where compelled, it will seek the concurrence of NCTE for discontinuation on the completion of the year /batch .
15. That the Management has seen , studied and understood the norms and conditions stipulated by the NCTE for grant of, recognition to the programme proposed and feels that they are satisfied, or can be satisfied by the time of inspection , failing which it would be willing to accept an unfavourable decision.
