का.नि.आ. 04( अ ).- भारत के राजपत्र में भाग II और खण्ड 4 में, रक्षा मंत्रालय में का.नि.आ. 07 ( अ) दि. 19 नवम्बर, 2001 के अनुसार , का.नि.आ. नियम 1981 के नियम 2 के अनुसार किरकी छावनी के वॉर्ड में विभाजन के संशोधित प्रारूप के साथ भारत सरकार की अधिसूचना का प्रकाशन हुआ । छावनी अधिनियम, 1924 ( 1924 के 2 ) के अनुभाग 31 की आवश्यकता के अनुसार प्रभावित होने वाले व्यक्तियों से उक्त मसौदा राजपत्र में प्रकाशित होने के बाद साठ दिन में आपत्ति/ सुझाव देने की मांग की है ।
उक्त राजपत्र जनता के लिए 4 दिसम्बर, 2001 से उपलब्ध हुआ । उक्तअवधि में प्राप्त सभा आपत्ति और सुझावों पर केंद्रीय सरकार द्वारा विचार किया गया ।
छावनी अधिनियम, 1924 ( 1924 का 2 ) की धारा 31 का प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार ने किरकी छावनी ( वॉर्डों में विभाजन ) के नियम 1981 में सुधार करने के लिए निम्नलिखित नियम किए, अर्थात्:-
नियम
1. ( वॉर्डों में विभाजन ) करने के बारे में किरकी छावनी नियम, 2002 में सुधार करने के लिए नियम की मांग की गयी ।
2. ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
किरकी छावनी ( वॉडों में विभाजन) नियम, 1981 के नियम, 2 में निम्नलिखित नियम प्रम्थापित किया जाएगा, अर्थात्: -
" 2. किरकी छावनी का चुनाव लेने हेतू सात वॉर्ड में विभाजन किया जाएगा ।

S.R.O. 04 (E) . Whereas the draft of the Kirkee Cantonment (Division into Wards ) (Amendment) Rutes, 1981 for amending to Rule 2 was published with the notification of the Government of India, in the Ministry of Defence No. SRO 07(E) dated the 19th November, 2001 in the Gazette of India, Part II , Section4 as required by Section 31 of CantonmentsAct, 1924 (2 of 1924) for inviting objections and suggestions from all the persons likely to be affected thereby, within a period of 60days from the date of publication of the said draft in the Official Gazette .
Andwhereas the aforesaid Gazette was made available to the public on 4th December , 2001 .
Andwhereas all the objections and suggestions received within the aforesaid period have been duly considered by the Central Government .
Now, therefore, in exercise of the powers conferred by Section 31 of the Cantonments Act, 1924 (2 of 1924 ), the Central Government hereby makes the following Rules to amend the Kirkce Cantonment (Division into Wards) Rules , 1981 , namely:-
RULES
(1) These rules may be called the Kirkee Cantonment (Division into Wards) (Amendment) Rules, 2002 .
(2) They shall come into force on the date of their publication in the Official Gazette ..
In the Kirkee Cantonment (Division into Wards) Rules , 1981 , for Rule 2, the following rule shall be substituted , namely
"2Division of Cantonment into Wards--For the purpose of holding elections of Kirkee Cantonment, the Cantonment of Kirkee shall be divided into 7 wards, namely:

Ward No. 1
Ward No. 2
Reserved for Scheduled Caste & Scheduled Tribe candidate .

का. नि. आ. 05(अ). निर्वाचन के प्रयोजन के लिए और प्रत्येक वार्ड से निर्वाचित किए जाने वाले सदस्यों की संख्या के अवधारण के लिए सुबाथू छावनी ( वार्डों के विभाजन ) नियम, 1985 का संशोधन करने के लिए प्रारूप छावनी अधिनियम, 1924 ( 1924 की 2 ) की धारा 31 की अपेक्षानुसार भारत सरकार के रक्षा मंत्रालय की अधिसूचना सं. का. नि. आ. 05 ( अ) दिनांक 27 सितम्बर, 2001 के अधीन भारत के राजपत्र, असाधारण , भाग- II , खण्ड-4 , दिनांक 27 सितम्बर, 2001 में प्रकाशित किया गया था जिसमें उन व्यक्तियों से जिनके उससे प्रभावित होने की सम्भावना थी, तारीख 25 नवम्बर , 2001 तक आक्षेप और सुझाव मांगे गए थे ;
और पूर्वोक्त अधिसूचना सहित राजपत्र की प्रतियां तारीख 27 सितम्बर, 2001 को जनता को उपलब्ध करा दी गई थी;
और इस प्रकार विनिर्दिष्ट तारीख से पूर्व प्राप्त सभी आक्षेपों या सुझावों पर केन्द्रीय सरकार द्वारा विचार कर लिया गया है ;
अत्तः केन्द्रीय सरकार, उक्त अधिनियम की धारा 31 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए सुबाथू छावनी ( वार्डों में विभाजन ) नियम, 1985 में संशोधन करने हेतु निम्नलिखित नियम बनाते हैं; अर्थात्:-
1. ( 1 ) इन नियमों का संक्षिप्त नाम सुबाथू छाबनी (वार्डों में विभाजन) संशोधन नियम , 2002 होगा;
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. सुबाथू छावनी ( वार्डों में विभाजन ) नियम, 1985 के नियम 4 के स्थान पर निम्नलिखित नियम रखा जाएगा ; अर्थात्: - " 04 प्रत्येक वार्ड से निर्वाचित किए जाने वाले सदस्यों की संख्या निम्न प्रकार होगी;

S.R.O. 05(E) . Whereas draft of amendment to the Subathu Cantonment ( Division into Wards) Rules , 1985 for the purpose ofholding elections and for determination of the number of Members to be elected from each ward was published with the notification of the Government of India in the Ministry of Defence number S.R.O. 05 (E ), dated the 27th September, 2001, in Part II , Section 4 of the Gazette of India, Extraordinary dated the 27th September , 2001 , as required by Section 31 of the Cantonments Act , 1924 ( 2 of 1924) , for inviting objections and suggestions from all persons likely to be affected thereby till the 25th November, 2001 ;
And whcreas copies of the aforesaid Gazette containing the said notification were made available to the public on the 27th September , 2001 ;
And whereas objections or suggestions received from the public before the date so specified have been consideredby the Central Govt.;
Now, therefore, in exercise of the powers confcrred by Section 31 of the said Act, the Central Governmenthereby makes the following rules to amend the Subathu Cantonment ( Division into Wards ) Rules , 1985 , namely:--
1. ( 1) These rules may be called the Subathu Cantonment Board ( Division into Wards ) Amendment Rules , 2002.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Subathu Cantonment (Division of Wards) Rules , 1985, for rule 4, the following rule shall be substituted , namely:-
" 4. The number of Members to be elected from cach ward shall be as shown below:
